The Regular City Council was called to order by Mayor Cerveny at 7 00 P m Councilmembers
present: Teri Dalbec, Jerry DiTullio, Lloyd Donnelly, Don Eafanti, Ralph Mancinelli, Janelle
Shaver Ken Siler, and Claudia Worth Also present: City Clerk, Wanda Sang City
Treasurer Ron Patera, City Manager, Robert Middaugh, City Attorney Gerald Dahl, Director
of Parks & Recreation, Gary Wardle, Director of Planning, Alan White Chief of Police Jack
Hurst: staff; and interested citizens
OATH OF OFFICE FOR NEWLY ELECTED OFFICIALS
Judge Randy Davis recognized past City Officials, Tony Solano, Jean Fields Jim Malone and
Dan Wilde for their service to the City of Wheat Ridge
Judge Davis swore in the newly Elected Officials
District IV Claudia Worth and Teri Dalbec
District 111- Janelle Shaver and Don Eafanti
District 11- Ken Siler and Ralph Mancinelli
District 1- Jerry DiTullio and Lloyd Donnelly

Mayor Cerveny presented an award to the "Silver Foxes" , the Community Center's softball
team for winning first place in the Colorado Senior Softball Association for both the summer
league and post season tournament.
APPROVAL OF MINUTES OF October 27,1997
Motion by Mr Eafanti for the approval of the Minutes of October 27, 1997 seconded by Mrs
Dalbec; carried 8-0
CITIZENS' RIGHT TO SPEAK
Odarka Figlus, 9775 W 36th Ave, congratulated the newly Elected Officals and thanked the
Citizens of Wheat Ridge for supporting the Recreation Center
PUBLIC HEARINGS AND ORDINANCES ON SECOND READING
Item 1,
Council Bill 48 - An Ordinance amending Section 26-10(E) of the Code of Laws,
concerning Special Uses in the Residential-One District.
Council Bill 48 was introduced on second reading by Mr Siler title read by the Clerk;
Ordinance No 1100 was assigned
Motion by Mr Siler for approval of Council Bill 48 (Ordinance No 1100), seconded by Mrs
Dalbec, carried 8-0
DECISIONS. RESOLUTIONS. AND MOTIONS
Item 2.
Election of Mayor pro-tem
Motion by Mr Siler to elect Mr DiTullio as Mayor pro-tem, seconded by Mr Eafanti,
carried 8-0

Motion by Mrs Shaver to elect Mr Eafanti as Council President; seconded by Mrs Worth
carried 7-1 with Mr Donnelly voting no
Item 4,
Approval of Expenditure Items
Motion by Mrs Dalbec that the attached purchases be approved in the amounts indicated and
that all costs be charged to the account shown on the purchase order report, seconded by
Mrs Worth, carried 8-0
Item 5,
CONSENT AGENDA
A. Resolution 1633 - authorizing appointment of Deputy City Treasurers
B Bid award for Greenbelt Trail Kiosks (RFB #97-34)
C Bid award for Fleet replacements for 1997 (RFB #97-35)
Mrs Worth asked that Item B be taken off the Consent Agenda
Motion by Mrs Worth to approve the Consent Agenda Items A. and C , seconded by Mrs
Dalbec carried 8-0
Motion by Mrs Worth that Consent Agenda Item 5-B be postponed and returned to the Parks
Commission for review and then returned to Council, seconded by Mr Eafanti, carried 6-2 with
Mr Siler and Mr Mancinelli voting no
D Authorization of signatories on checks and negotiable instruments on behalf
of the City
Motion by Mr Siler to approve the attached 1 st Bank of Wheat Ridge Resolution authorizing
the City Treasurer and Deputy City Treasurers to sign checks and negotiable instruments on
behalf of the City of Wheat Ridge, seconded by Mr DiTullio, carried 8-0

Motion by Mr Siler to appoint Mayor Cerveny to serve as the City's Representative on the
Northwest Parkway Committee, seconded by Mr Mancinelli carried 5-3 with Mrs Shaver,
Mrs Worth and Mrs Dalbec voting no
Motion by Mrs Worth to bring the renewal for Valley Liquor's liquor license to a Renewal
Hearing on December 15 1997, seconded by Mrs Shaver; vote 4-4 with Mrs Shaver, Mrs
Worth, Mrs Dalbec and Mr Eafanti voting yes Mayor Cerveny broke the tie by voting no
Motion failed 5-4
CITY ATTORNEY'S MATTERS
Mr Dahl will provide a summary of the City's litigation to the Elected Officials
ELECTED OFFICIALS MATTERS
Mrs. Sang stated that the Veteran's Day celebration has been canceled due to inclement
weather
Mrs. Dalbec expressed concern regarding the appointment of the Planning Commission
members and the publication process of appointment as outlined in Resolution 1610
Motion by Mrs Dalbec that District II Planning Commission applicants (that have been posted
in the past) be asked to come to the next Study Session and Council would select applicant at
the November 24,1997 Council Meeting, seconded by Mr DiTullio, carried 8-0
Motion by Mrs Dalbec that District III Planning Commission vacancy be published on the scroll
and as a press release in the local papers and if at all possible ask applicants to the
November 24, 1997 Council Meeting (for speeches) and make decision at the next available
meeting, seconded by Mr DiTullio, carried 8-0
Mrs. Worth thanked all of the groups and individuals that worked on the proposed Recreation
Center, specifically, Wheat Ridge United Neighborhoods Citizens for a Safer Community,
Wheat Ridge Alliance for Progress and the Citizens for a Recreation Center in 1997 Mrs
Worth asked that the Historical Ordinance be brought in to the next meeting for first reading
Mrs Worth also reminded Council Representatives to Metro or County Committees that they
represent the City and not the Committee they are appointed to

Mr Eafanti congratulated everyone on their election and the Recreational Committee
Mrs. Shaver congratulated Kit Kimball and her group for all of her hard work on the
Recreation Center
Mr Mancinelli thanked the voters
Mr Siler asked for Council volunteers to work on the Christmas lighting display In addition,
Mr Siler thanked the citizens for voting for the Recreation Center
Mr DiTullio stated that the lighting on the South side of 32nd Avenue will be working as soon
as Public Service completes the job
Mr Donnelly thanked the voters
Consensus 8 in favor to buy refreshments for the lighting ceremony
Motion by Mr Siler to adjourn, seconded by Mr Eafanti; carried 8-0
Meeting adjourned at 9 05 p m
