HomeMy WebLinkAbout07/31/2000 CITY COUNCIL SPECIAL MEETING MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W 29TH Avenue, Municipal Building JULY 31. 2000 The Special City Council Meeting was called to order by Mayor Pro-tem Worth at 7 00 P M Councilmembers present: Jerry DiTullio Vance Edwards, Odarka Figlus, Harry Hanley, Ralph Mancinelli, Janelle Shaver, Ken Siler, and Claudia Worth Also present: City Clerk, Wanda Sang, City Manager, Valerie Adams, Director of Public Works, Bob Goebel, Director of Planning, Alan White, staff; and interested citizens. Item 1 Northwest Quadrant Feasibility Study Mr Edwards opened the discussion by explaining the purpose of the meeting and asked Mr Goebel to review the technical issues of the study Motion by Mr Siler for a ten minute recess to have the City Clerk find a resolution regarding the Northwest Quadrant; seconded by Mr Mancinelli, failed 1-7 with Mr Mancinelli voting yes. Discussion on the Northwest Quadrant Feasibility Study dated July 24, 2000 followed Motion by Mr Siler that the Council instruct Mr Edwards to vote for the Arterial Concept (package 5) of the Northwest Quadrant Study, along with the City's desire that Kipling South of 1-70 be not increased to six lanes, seconded by Mr Mancinelli Motion by Mr Siler to suspend the rules and let a person speak more than twice on this item; seconded by Mr Edwards, carried 7-1 with Mr DiTullio voting no Motion by Mr Siler that the Arterial Strategy Modified Package #5 be adopted by Council with instructions for Mr Edwards that this is to include package #1 currently committed projects, package #2 TMS and TDM, with slightly modified package number #5, Jefferson County based plan combine the extended bus system with express and local service and support the Gold Line and the West Corridor L TR line as proposed, recognizing the long range need for improved North/South connections through improvement Arterial or Light Rail to include a continued study of the Light Rail Line along Wadsworth and that Council concern be expressed that Kipling south of 1-70 not be expanded to any further than it is right now; seconded by Mr Mancinelli; carried 8-0 SPECIAL COUNCIL MEETING JULY 31. 2000 PAGE -2- Motion by Mr Siler to adjourn, carried 8-0 Meeting adjourned at 8 10 P m ), 4 . !t-'wlL~, 'V)'1(" Wanda Sang, Ity C~ APPROVED BY CITY COUNCIL ON AUGUST 14, 2000 BY A VOTE OF -L- TO ~ Je
