HomeMy WebLinkAbout12/12/2000 CITY COUNCIL SPECIAL MEETING MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W 29th Avenue, Municipal Building December 12.2000 The Special Meeting was called to order by Mayor Pro Tem Ken Siler at 7 00 P m Councilmembers present: Jerry DiTullio Vance Edwards Odarka Figlus, Ralph Mancinelli, Janelle Shaver (arrived at 7 13 pm), Claudia Worth, and Harry Hanley Also present: City Clerk, Wanda Sang, Acting City Manager Jack Hurst; City Attorney, Gerald Dahl City Treasurer, Ron Patera Department Heads staff and interested citizens Mayor Cerveny was absent due to a conflict. Item 1 Discussion of 2001 Budget Mr Siler relinquished the Chair to the Council President because as Chair, he would feel uncomfortable participating in debates and making certain motions Mr Hurst commented on the cuts and adjustments that were made to the budget. Motion by Mrs Worth to suspend the rules to allow more than two 5 minute Question and Answer periods, seconded by Mr Siler; carried 6-2 with Councilmembers Hanley and Mancinelli voting no Questions and comments by Council followed Motion by Mr Siler to increase the Business Tax License fee from $10 to $25 starting January 1 2002 seconded by Mrs Worth failed 4-4 with Councilmembers Worth, Mancinelli, Siler and DiTullio voting yes Motion by Mr Siler to increase sports fees from $2 per participant to $4, seconded by Mrs Worth, carried 6-2 with Councilmembers Edwards and Shaver voting no Motion by Mr Siler to increase the duplex rental fee to a market rate, seconded by Mrs Worth, carried 7-1 with Councilmember Edwards voting no CITY COUNCIL SPECIAL MEETING MINUTES DECEMBER 12, 2000 Page -2- Motion by Mr Siler to raise Contractor's license fees to an average of the contractor fees charged by Lakewood and Arvada seconded by Mrs Worth, failed 4-4 with Councilmembers Worth Siler DiTullio and Mancinelli voting yes Motion by Ms Figlus to lower City Council Outside Agency Contributions from $25 000 to $10,000 seconded by Mrs Shaver' carried 5-3, with Councilmembers Edwards, Worth and Siler voting no Motion by Mr Edwards to return the Street Scape test project fund to $0, seconded by Mr Mancinelli, carried 7-1 with Councilmember Worth voting no Motion by Mrs Shaver to remove the funds for the Clear Creek Arts Festival, seconded by Mrs Worth, carried 8-0 Motion by Mr Siler to add one Traffic Control Technician position to be paid out of the Capital Fund, seconded by Mrs Worth carried 5-3 with Councilmembers Edwards Shaver and Figlus voting no Motion by Mr Siler to add one Payroll Clerk position to be paid out of the General Fund, seconded by Mrs Worth, carried 6-2 with Councilmembers Shaver and Edwards voting no Motion by Mrs Worth to add one Police Records Supervisor position to be paid out of the General Fund seconded by Mr Hanley' carried 5-3 with Councilmembers Edwards, DiTullio and Shaver voting no Motion by Mr Siler to add one Parks Maintenance Worker I position to be funded from the Open Space Fund, seconded by Mrs Worth, carried 5-3 with Councilmembers Edwards, Shaver and Figlus voting no Motion by Mr Siler to add one Parks Maintenance Worker I position to be funded out of the Conservation Trust Fund, seconded by Mrs Worth carried 5-3 with Councilmembers Edwards, Shaver and Figlus voting no Motion by Mr Siler that 2/5 of the Hotel/Motel Fund is to be used to fully fund the Economic Development Program staff; seconded by Mrs Worth, carried 8-0 Motion by Mrs Shaver to decrease the City Council Conference and Meeting expenses from $30 000 to $25,000, seconded by Ms Figlus, carried 5-3 with Councilmembers Worth, Siler and Hanley voting no CITY COUNCIL SPECIAL MEETING MINUTES DECEMBER 12, 2000 Page -3- Motion by Mrs Shaver to change line items 650 and 700 of the Mayor's 2001 budget to remain the same as the 2000 budget; seconded by Mrs Worth, discussion followed Mrs Worth then asked for a division of the motion, to divide the 650 line item from the 700 line item Motion by Mrs Shaver to cut the 700 series back to the 2000 budget; carried 5-3 with Councilmembers Mancinelli Siler and Hanley voting no Motion by Mrs Shaver to cut the 650 series back to the 2000 budget; failed 4-4 with Councilmembers Edwards Shaver, DiTullio and Figlus voting yes Motion by Mr Siler to approve the budget; seconded by Mrs Worth carried 7-1 with Councilmember Edwards voting no Meeting adjourned at 9"40 p m ~ Wanda Sang, City ~ APPROVED BY THE CITY COUNCIL ON JANUARY 8 2000 BY A VOTE OF 8 TO 0 /' / f-rlj~, \ . / Ill., . ~ i ",'
