COLORADO September 9. 2002 Mayor Cerveny called the Special Meeting to order at 5 45 P m Council Members present: Jerry DiTullio, Odarka Figlus, Vance Edwards, Dean Gokey, Harry Hanley, Ralph Mancinelli, Lena Rotola, and David Schneider Also present: City Clerk, Wanda Sang, City Manager, Randy Young, Chief of Police, .Iack Hurst; Deputy Chief of Police, Joe Cassa Discussion/Possible Action on the Police Mobil Radio Communication System Motion by Mr Gokey not to televise the meeting seconded by Mr Schneider; carried 4- 3 Mr Edwards had stepped out to attend the Urban Renewal meeting Ms Figlus stated that she thinks all meetings by Council should be televised Mr Young introduced Deputy Chief of Police, Joe Cassa, who then introduced Randy Keeney, Charlie Stortz, Kent Kudebeh, and Officer Kevin Koback. Motion by Mr Schneider to suspend the rules to ask more than two questions seconded by Mr Gokey; failed 5-3, six votes were necessary to carry the motion Questions and answers followed Several Council members gave their time to Mr Schneider, who had several questions about the contract Mr Edwards asked Chief Hurst about the loss of the grant if this item fails Chief Hurst said that $35,000 needs to be spent by the end of the month Motion by Mr DiTullio that RFP-02-040 be awarded to Logistic Systems, Inc in the amount of $306,480 and to amend the 2002 budget accordingly and further move that 10% contingency fund in the amount of $31 ,000 be established and further move that $235,000 be charged to account #01117-755 with $35,000 in COPS more 98 grant money to supplement this project and further move that the Mayor be authorized to enter into the vendor agreement and attached exhibits with Logistic Systems, Inc , seconded by Mr Edwards, failed 4-4 with Mr DiTullio, Mr Edwards, Ms Figlus, and Mr Hanley voting yes Motion by Mr Gokey to move RFP-02-040 to a regular City Council Meeting for conclusion, failed for lack of second CITY COUNCIL SPECIAc=-1v1EETING MINUTES September &;-L002 Page - 2 - Motion by Mr Schneider to substitute the original motion to go forward with Phase I of this project and leave Phase II and III to be discussed at a future Study Session prior to final budgeting for the Police Department and further move that 20 concurrent licenses be negotiated, $35 000 of the COPS Grant money be used and spend approximately $43,710 of the taxpayers' money and to further reduce all associated costs that would be associated with reducing the 82 license costs, seconded by Mr Gokey; failed 4-4 with Mr Gokey, Mr Mancinelli, Mrs Rotola and Mr Schneider voting yes The Meeting adjourned at 7 07 P m. i ! ; /,j~hd,-,,;.j l~J z ~ Wanda Sang, City__ lerk APPROVED BY CITY COUNCIL ON SEPTEMBER 23, 2002 BY A VOTE OF ~ TO ~ c: .- J .J '1' 6-( r4 /I; -; (" t L t Ralph Mancinelli, Council President
