The Regular City Council Meeting was called to order by Mayor Cerveny at 7 00 P m
Councilmembers present: Jerry DiTullio, Vance Edwards, Dean Gokey Ralph Mancinelli
David Schneider, Odarka Figlus, and Lena Rotola Harry Hanley was absent. Also present:
City Clerk, Wanda Sang, City Manager, Randy Young, City Attorney, Gerald Dahl Director of
Community Development, Alan White, Director of Public Works, Tim Paranto, staff; and
interested citizens.
APPROVAL OF MINUTES OF May 27.2003
Motion by Mr DiTullio for the approval of the Minutes of May 27, 2003, seconded by Mr
Schneider; carried 6-0, with Mrs Rotola abstaining
PROCLAMATIONS AND CEREMONIES
Mayor Cerveny read the Proclamation for National Flag Day - June 14, 2003 Anna
Salzman sang the Star Spangled Banner
CITIZENS' RIGHT TO SPEAK
John Qualteri, 3001 Kendall St., requested that Ordinances 1289 and 1290,
concerning the City Clerk and Treasurer salaries, be re-considered He presented a
letter to be entered into the record Mrs Sang read the letter to Council
Shelley Cook, 5708 Zephyr St., addressed the RTD route to DIA. She stated that the
reason the Skyride was discontinued was because of low ridership but a substitute has
been implemented

Motion by Mr Edwards to move Agenda Item No 5 to the beginning of the Agenda,
seconded by Mr DiTullio, carried 7-0

A. Motion by Mr Edwards to award RFB-03-019, 2003 Neighborhood Traffic
Management Project, #T-NTMP-01-03 to Citywide Enterprises, Inc , Golden
Colorado, in the amount of $68,263 10 I further move that a force account and
contingency of $6,826 31 be established I further move that the Director of
Public Works be authorized to issue change orders up to a total contract and
contingency amount of $75,08941 I further move that all costs associated with
this contract be paid from Acct. No 30-303-800-884, and that these funds be
encumbered for the length of the project in accordance with Ordinance No 787,
1989 Series, seconded by Mr Mancinelli
Timothy Paranto, Director of Public Works, presented this program and answered
questions from citizens
Chris Schmidt, 2633 Teller St., spoke in favor of speed bumps on Teller Street.
Jim Templeton, 4551 Vance St., and Richard Glasmann, 4495 Vance St., spoke in
favor of speed bumps on Vance Street.
Those speaking against speed bumps on Teller Street were
Jessie Messenger, 2795 Teller St., Steve Messenger, 2785 Teller St., who gave a
prepared statement to Mrs. Sang to read, and Jeffery Mosteller, 2816 Teller St.
Peter Walstrom, 4651 Independence St., spoke against speed bumps on
Independence Street.
Douglas Linder spoke in favor of speed bumps on Independence Street.
Mr Gokey stated that he would vote no on this item because speed bumps don't work.
Ms Figlus stated that she would also vote no and asked Mr Paranto to address the
statements made by those against the speed bumps
Discussion by Councilmembers followed
Motion carried 5-2, with Councilmembers Figlus and Gokey voting no
Item 5 B was introduced by Mr Edwards, who also read the title
B Motion by Mr Edwards that asphalt speed bumps be constructed on Everett
Street and Zephyr Street as developed by and approved by neighborhood
residents, and reviewed and approved by the Public Works Advisory Committee,
seconded by Mrs Rotola.

The following citizens spoke in favor of the speed bumps on Zephyr Street:
Kristine Disney, 4495 Zephyr St., Neil Heater, 4515 Zephyr St. and David Ohmart,
4455 Zephyr St.
Judy DiCroce, 4265 Everett St., reviewed the neighborhood study conducted by Dave
Menter and stated that she supports the speed bumps on Everett Street.
Motion carried 6-1, with Mr Gokey voting no

Item 1
Council Bill 21-2003 - An Ordinance amending Section 26-803 of the
Wheat Ridge Code of Laws, concerning Floodplain Control.
Council Bill 21-2003 was introduced on second reading by Mr DiTullio The Clerk read
the title and summary Clerk assigned Ordinance No 1293
Motion by Mr DiTullio to adopt Council Bill 21-2003 (Ordinance No 1293) on second
reading, seconded by Mr Edwards carried 7-0

Council Bill 18-2003 - An Ordinance amending Sections 7-4 7-5, and 7-6
of the Code of Laws of the City of Wheat Ridge concerning local election
reporting procedures and requirements
Council Bill 18-2003 was introduced on second reading by Ms Figlus, who also read
the title and summary Clerk assigned Ordinance No 1294
Motion by Ms Figlus to adopt Council Bill 18-2003 (Ordinance No 1294) on second
reading, seconded by Mr Schneider; carried 7-0
ORDINANCES ON FIRST READING
Item 3.
Council Bill 26-2003 - An Ordinance amending Section 26-115
VarianceslWaiverslTemporary Permitsllnterpretations of the Wheat Ridge
Code of Laws to address temporary Nonoperative Vehicle Permits
(Case No ZOA-03-08)
Council Bill 26-2003 was introduced on first reading by Mr DiTullio who also read the
title
Motion by Mr Schneider to amend Council Bill No 26-2003 on first reading as follows
Proposed Section D 5 c is changed to read c The board may approve a temporary
permit for no more than one vehicle for no longer than one year A single extension
for up to one year may be granted by the Board of Adjustment through a public hearing
process Such extension request will be considered a new application for a

temporary nonoperative vehicle No renewals beyond the one-year extension will be
allowed New permits for the same property will be allowed only when restoration
of the original permitted vehicle is completed such that the original permitted
vehicle is no longer nonoperative
Proposed Section D 5 d 1 is changed to read 1 VIN number for the vehicle being
restored, seconded by Mr Gokey; carried 6-1 with Ms Figlus voting no
Motion by Mr DiTullio to approve Council Bill 26-2003 as amended on first reading,
order it published, public hearing be set for July 14, 2003 at 7 00 P m in the City
Council Chambers and that it take effect 15 days after final publication, seconded by Mr
Schneider; carried 7-0
Item 4
Council Bill 25-2003 - An Ordinance amending Chapter 3 of the Code of
Laws of the City of Wheat Ridge concerning the licensing of sexually-
oriented businesses
Council Bill 25-2003 was introduced on first reading by Mr DiTullio who also read the
title
Motion by Mr DiTullio that Council Bill No 25-2003, an ordinance amending Chapter 3
of the Code of Laws of the City of Wheat Ridge concerning the licensing of sexually-
oriented businesses, be approved on first reading, ordered published, and set for public
hearing and consideration on second reading at 7 00 P m in City Council Chambers on
July 14, 2003, seconded by Mr Edwards, carried 7-0

Board and Commission Appointments
Motion by Mrs Rotola to appoint Scott Dressel-Martin, District IV, to the Wheat Ridge
Cultural Commission, term to expire March 2, 2006, seconded by Mr Schneider; carried
7-0
Motion by Mrs Rotola to appoint John F Maulsby, District IV, to the Animal Welfare
and Control Commission, term to expire March 2,2004, seconded by Mr Schneider;
carried 7-0
ELECTED OFFICIALS' MATTERS
Mayor Cerveny reminded everyone that the Wellness Walk is Saturday, June 14,2003,
at Crown Hill Park. The Clerk's office has flyers and there are Registration forms at the
Recreation Center, or register the morning of the Walk. She attended the policy
advisory committee briefing for the west corridor light rail and gave an update She also
attended the RTD public meeting that addressed the concerns of the citizens living on
Teller Street. She feels that Wheat Ridge needs to incorporate a plan for the RTD
buses as well as cars and pedestrians for getting people to the stores

Mrs. Sang said that she had a message from Mr Hanley saying that he would not be at
the meeting
Mr Mancinelli said that the first Monday meetings for July and September were
cancelled
Mr Gokey stated that he chose not to reconsider his vote regarding an amendment to
the Treasurer's pay at this time He urged citizens to come forward if they want
changes and go through the process. He will have a District II get together on a date
selected in the future
Ms Figlus thanked everyone who attended the first Monday District meeting and Dave
Ruckman from RTD for coming
Mrs Rotola welcomed two new businesses The Red Tango Restaurant and
MasterTech Automotive & Tire
