FOR EMERGENCY SPECIAL MEETING
CITY OF WHEAT RIDGE, COLORADO
August12,2003
Mayor Cerveny explained that she had called this Emergency Special Meeting because
at the City Council Meeting of August 11 2003, City Council denied Item 5 , Award
RFB-03-032, Street Improvements, Kipling, 1-70 to 50th Avenue This gives CDOT the
message that we do not need their money for traffic improvement. If CDOT has even 1
day of opportunity they will give this project money to another City, because they are all
clamoring for money Wheat Ridge will never get any money for this traffic
improvement project or any money She considers this an emergency of such gravity
that irreparable harm would come to the City if this project is delayed
Mayor Cerveny asked the City Clerk to poll each Councilmember to see if they agreed
with that.
City Clerk, Wanda Sang, asked if Council member if they agreed that this is an
emergency
Mr Hanley' "Yes, I agree"
Mr Edwards "I concur with the Mayor's assessment"
Mr Schneider" "Yes, I concur with the Mayor's assessment"
Mr Mancinelli "Yes"
Mrs. Rotola. "Yes"

Wanda Sang announced that Mr DiTullio and Ms Figlus were not present at this
meeting
Mr Edwards explained that Mr DiTullio contacted him and stated that he was
scheduled to work until 6 00 P m and could not attend this meeting
Motion by Mr Gokey to reconsider RFB-03-032, Street Improvements, Kipling 1-70 to
50th Avenue, seconded by Mr Edwards
Mr Gokey asked that the additional information from the Public Works Director be
entered into the record at this time

Mr Paranto, Public Works Director, stated that the project being discussed at this time,
is a safety project on Kipling, just immediately north of 1-70 It is a project that has been
programmed for the last 2 years and is a part of our Public Works CIP Project Program
It consists of the elimination of 2 traffic islands at 49th & Kipling and the reconfiguration
of the center traffic island immediately north of 49th The purpose of these
improvements is to in essence add 1 additional usable lane in each direction on Kipling,
easing the traffic congestion for the traffic coming onto and leaving Kipling and 1-70 It's
to accommodate traffic at that intersection and ease congestion on the traffic that is
entering and leaving 49th & Kipling
Mr Gokey stated that based on that information, it was the basis for him reconsidering
his vote in this matter Since this configuration change does not affect the retailers
along this corridor and as a matter of fact does improve the access ability to any
business located west of Kipling along this corridor There is still a plan in the works,
which is the plan he had seen 5 years ago brought forth to the Planning Commission,
when he was there He thought that was the specific plan, that was going to be
implemented at this time, there was a refunding, more allocation of funds to do this
project, so they scaled the project back to what Mr Paranto has just conveyed to this
Council
Mr Schneider wants it reflected in the record that he has driven this corridor for at least
28 years, that he has lived here, which is at 1-70 and Kipling Street, and he is very
aware of what the problems are there and what this project does, is there are two
islands, when you immediately get off Kipling Street north and all this does, it removes
the 2 islands that are on the east side of the street and the west side of the street at the
first interchange that is north of 1-70 and Kipling so what that allows the cars to do, is,
when they get off the highway, they don't run directly into an island, they are able to just
continue traveling northward
Other than that, the only other thing it does, is there is a storage area in the middle of
Kipling Street, when you are coming southbound and are taking a left hand turn, where
it stores 2 or 3 cars approximately right now and what it's gonna do is it's going to
increase the storage there by probably 3 cars
So what the bottom line is when you are coming to Kipling Street, coming westbound,
and you take a right-hand turn, the cars are going to be able to flow instead of being
stopped
He would like to add if the entire Council would make a concerted effort to either talk to
the City Manager, Public Works Director, or whatever Agenda Item we have, and do
their homework ahead of time, so that we don't have to call Emergency Meetings This
was very straight forward

Mr Schneider' "These plans have probably been in your office, Mr Paranto, for how
long?"
Mr Paranto "Nearly a year"
Mr Schneider' "So anybody, at any time, whether it's a Councilmember or whether it's
a citizen, could have come to your office and they could have got these plans Is that
not correct?"
Mr Paranto "Yes, that's correct."
Mr Schneider' "And they could have looked at them? They weren't sealed up
anywhere, they weren't hidden anywhere, everybody had access to them?"
Mr Paranto "Yes, that's correct."
Mr Schneider' "Thank you"
Mr Edwards thanked Mr Gokey for the reconsideration on this matter
Mrs Rotola also thanked Mr Gokey
Motion to reconsider carried 6-0
Mayor Cerveny read the Motion that was made by Mrs Rotola at the August 11, 2003
City Council Meeting, to award RFB-03-032 Kipling Street Improvement, to Keene
Concrete, Inc., Keensburg, Colorado, in the amount of $14845710 I further move that
a force account and contingency of $14,84571 be established I further move that the
Director of Public Works be authorized to issue change orders up to a total contract and
contingency amount of $163,30281 I further move that all costs associated with this
contract be paid from Acct. No 30-304-800-845, and that these funds be encumbered
for the length of the project in accordance with Ordinance 787, 1989 Series I further
move that $160,000 be transferred from the Capital Projects Balance to Acct. No 30-
304-800-845, seconded by Mr Schneider
Mayor Cerveny stated that this project has been in the works for a long, long time, as
she mentioned with many of them, Arvada has a lot of development going on down
there and she thinks it's very important that we work with Arvada The reason she is so
upset, was, as she stated, everyone is screaming at CDOT CDOT just took our 1-70,
Highway 58 Project off the TIP and in addition took our Wadsworth Project off the TIP
That's our Transportation Improvement Program, that's done in 3 years She was
terribly upset about the fact that 1-70 and Highway 58 was taken off, because they have
already done the environmental study The environmental study only stays alive for 3
years If we don't continue this project, we have to do another environmental study and
we never have it, that project is in a black hole She has been working, since she got
this TIP, the end of May, talking with various people, she has done everything she can
to keep this project alive She got a phone message a week ago from Congressman
Beauprez, calling her from Alaska, saying that he had gotten 16 Million through the
House Appropriations Committee If that goes through the Senate Appropriations

Committee, CDOT has to spend that money on that project. If this can all go through
and Congressman Beauprez is in a unique position to help us with this, he has stepped
forward and helped us with this, if they do this, CDOT has to do this project. I'm sure
that if this all happens, Congressman Beauprez and the Mayor will incur the wrath of
Tom Norton and possibly the Governor, and she doesn't know who else But she feels
it is very important for Wheat Ridge to get this project going She has argued that this
project is also important for Golden, who don't want all this traffic going through Golden,
this people will come down 93, go 58th and go out 1-70 if it's too big a hassle to go
through Golden So it would help Golden and it would help the County in addition Her
biggest concern if we turn this down, is you are sending the message that you don't
care If this comes up, then Tom Norton can tell Congressman Beauprez, forget it, they
don't need this and she just didn't want this to happen and she feels as she stated, that
even 1 day, this would get out and in 2 weeks they would say, tough you don't get the
money She will continue to work with Congressman Beauprez and has testified at
DRCOG and talked with a Councilmember of Lakewood and their Traffic Engineer have
been very helpful and Vance and her are meeting with Dick Sheehan tonight and talk to
him, he offered to help We need them to list this project as No 1 from Jefferson
County She thanked everybody for coming and is sorry that she totally lost it last night.
