Mayor Cerveny called the Regular City Council Meeting to order at 7'00 p m Councilmembers
present: Karen Adams, Karen Berry, Jerry DiTullio, Dean Gokey Lena Rotola, Wanda Sang,
Larry Schulz, and Mike Stites Also present: City Clerk, Pamela Anderson City Manager
Randy Young, City Attorney, Gerald Dahl Director of Community Development, Alan White,
Director of Public Works Tim Paranto staff; and interested citizens
APPROVAL OF MINUTES OF June 14, 2004
Motion by Mr DiTullio for the approval of the Minutes of June 14 2004 seconded by Mrs.
Rotola, carried 7-0 with Mrs Adams abstaining
CITIZENS' RIGHT TO SPEAK
Charles Durbin spoke regarding the Urban Renewal Authority
PUBLIC HEARINGS AND ORDINANCES ON SECOND READING
Item 1.
COUNCIL BILL 10 - AN ORDINANCE ENACTING NEW ARTICLE IV OF
CHAPTER 21 OF THE CITY OF WHEAT RIDGE CODE OF LAWS
CONCERNING STREET ACCESS PERMITS
Council Bill 1 0 was introduced on second reading by Ms. Berry Ms Berry read the
executive summary and the statement of the issues Pamela Anderson assigned
Ordinance No 1326
Tim Paranto Director of Public Works, presented the staff report and answered
questions from Council.
Motion by Ms Berry to approve Council Bill 1 0-2004 (Ordinance No 1326) on second
reading, and that it take effect 15 days after final publication, with the following
amendments under Section 21-111, Scope
The first sentence is changed to read "This article applies to all site developments"
At the end of paragraph strike the word "developments" to read "Notwithstanding the
foregoing, the following are not subject to the requirements of this article'"
a) add at the end of the sentence "pursuant to Chapter 26 of this Code on and after
the effective date of this section"

c) now reads "Street access required for any new use or modification of an existing
use where the increase in traffic does not exceed 20% of the traffic generated by the
previous use
Seconded by Mrs Sang
Mr Gokey cautioned everyone of the far-reaching impact of this Ordinance on future
and existing development. This could devastate some businesses that change their
make-up or expand their business.
Mr DiTullio agreed with Mr Gokey the way the Ordinance was first written but he feels
that the amendments will help the developers and this should be a good change for the
City for the future
Motion carried 7-1 with Mr Gokey voting no
Item 2 PUBLIC HEARING ON STREET WIDTH DESIGNATION FOR CARR
STREET, 46TH TO 1-70 SOUTH FRONTAGE ROAD
Item 2 was introduced by Mrs Rotola Mrs Rotola read the executive summary
Tim Paranto Director of Public Works, presented the staff report.
Motion by Mrs Rotola that the street widths be established for Carr Street, from 46th
Avenue to 1-70 South Frontage Road, to 27 feet as recommended by the Public Works
Department; seconded by Mr DiTullio, carried 8-0

Item 3.
COUNCIL BILL 12-2004 - AN ORDINANCE PERMITTING ALCOHOL
BEVERAGE TASTINGS
Council Bill 12-2004 was introduced on first reading by Mr DiTullio
Motion by Mr DiTullio to approve Council Bill 12-2004 on first reading, order it
published, public hearing set for Monday, July 12, 2004 at 700 P m. in the City Council
Chambers, and that it take effect immediately upon passage, seconded by Mrs Rotola
and Mr Gokey; carried 8-0
Item 4.
COUNCIL BILL 13-2004 - AN ORDINANCE SUBMITTING A PROPOSED
AMENDMENT TO THE WHEAT RIDGE HOME RULE CHARTER TO
THE VOTERS OF THE CITY PURSUANT TO CHARTER SECTION
16 8(b), CONCERNING THE SCHEDULING OF MUNICIPAL
ELECTIONS

Motion by Mrs. Sang to approve Council Bill 13-2004 on first reading, order it published,
public hearing set for Monday, July 12, 2004 at 7'00 p m in the City Council
Chambers, and that it take effect 15 days after final publication, seconded by Mr Stites
and Mrs. Rotola, carried 8-0
DECISIONS. RESOLUTIONS, AND MOTIONS
Item 5.
RESOLUTION 15-2004 - A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE AN AGREEMENT WITH GOCO (GREAT OUTDOORS
COLORAD) TO ACCEPT A GRANT FOR THE RECONSTRUCTION OF
CLEAR CREEK TRAIL.
Resolution 15-2004 was introduced by Mr Schulz. Mr Schulz read the executive
summary
Motion by Mr Schulz to approve Resolution 15-2004 seconded by Mrs. Rotola
carried 8-0
Item 6.
RESOLUTION 16-2004 - A RESOLUTION AUTHORIZING AN
INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN THE CITY OF
WHEAT RIDGE AND THE CITY AND COUNTY OF DENVER FOR THE
URBAN AREA SECURITY INITIATIVE (UASI)
Resolution 16-2004 was introduced by Mrs Adams Pam Anderson read the executive
summary
Motion by Mrs Adams to approve Resolution 16-2004 seconded by Mrs Sang,
carried 8-0
Item 7.
Election Commission Appointment.
Motion by Mrs Sang to appoint Nicholas Scotella to the Election Commission, term
to expire 12/31/2005, seconded by Mr DiTullio carried 8-0
ELECTED OFFICIALS' MATTERS
Pam Anderson announced that the City Clerk's Office is in the process of becoming an official
satellite office for the State Department in processing passport applications We are waiting
for our final training packet and she will make the announcement when we are up and running
She encouraged citizens to come to the Clerk's Office for their passport needs.
Jerry DiTullio thanked Pam Anderson for being pro-active and bringing the passport
processing to Wheat Ridge He clarified several procedural items Amendments should be in
writing and given to the Clerk. When a Council Bill is introduced on second reading, you ask
the Clerk for an Ordinance Number We need interested citizens to apply for the vacancy on
the Cultural Commission for District I

Karen Adams reminded the community of the Concerts in the Park on Wednesdays
Mike Stites complimented staff for applying for the GOCO grant. He thought it is fantastic that
Mr Scotella applied for the Election Commission and encouraged other young people to get
involved in their City government.
Larry Schulz reminded people to control the spread of weeds
