Mayor Cerveny called the Regular City Council Meeting to order at 7 00 P m Councilmembers
present: Karen Adams, Jerry DiTullio, Dean Gokey, Lena Rotola, Wanda Sang, Larry Schulz,
and Mike Stites Karen Berry was absent due to illness Also present: Deputy City Clerk,
Christa Jones, City Manager Randy Young, City Attorney, Gerald Dahl, Director of Public
Works, Tim Paranto, staff; and interested citizens
APPROVAL OF MINUTES OF AUQust 23.2004
Motion by Mr DiTullio for approval of the Minutes of August 23, 2004 seconded by Mrs Sang,
carried 6-0 with Mr Gokey abstaining

COUNCIL BILL 19-2004 - AN ORDINANCE AMENDING ORDINANCE
973, SERIES 1994, CONCERNING CABLE TELEVISION CUSTOMER
SERVICE STANDARDS
Council Bill 19-2004 was introduced on first reading by Mr Schulz. Mr Schulz read the
executive summary
Motion by Mr Schulz to approve Council Bill 19-2004 on first reading, order it
published, public hearing set for Monday, September 27, 2004 at 7 00 P m in the City
Council Chambers and that it take effect 15 days after final publication, seconded by
Mrs Rotola, carried 7-0

Item 3.
RESOLUTION 23-2004 - AMENDING THE FISCAL YEAR 2004 BUDGET
AND AWARD OF RFP-04-026 TO WINDSTON ASSOCIATES FOR
PREPARATION OF A NEIGHBORHOOD REVITALIZATION STRATEGY
Resolution 23-2004 was introduced by Mr DiTullio Deputy City Clerk read the
executive summary and financial impact.
Motion by Mr DiTullio to approve Resolution 23-2004 He further moved to award RFP-
04-026 Neighborhood Revitalization Strategy to Winston Associates in the total amount
of $195,000 He also moved to approve a ten percent contingency in the total amount
of $19,500 for this project; seconded by Mrs Rotola, carried 7-0

RESOLUTION 24-2004 - AMENDING THE FISCAL YEAR 2004
GENERAL FUND BUDGET TO REFLECT THE APPROVAL OF A
BUDGET SUPPLEMENTAL APPROPRIATION FOR CITY CLERK AND
CITY TREASURER SALARIES
Resolution 24-2004 was introduced by Mr DiTullio Deputy City Clerk read statement
of the issues
Motion by Mr DiTullio to approve Resolution 24-2004, a budget supplemental
appropriation from the General Fund unreserved fund balance in the amount of $27,912
for City Clerk and City Treasurer salaries, seconded by Mrs Sang, carried 7-0

RESOLUTION 25-2004 - AMENDING THE FISCAL YEAR 2004 CAPITAL
IMPROVEMENT PROGRAM (CIP) BUDGET TO REFLECT THE
APPROVAL OF A SUPPLEMENTAL BUDGET APPROPRIATION TO
PROVIDE FOR UTILIZATION OF CDBG FUNDS FOR THE CARR-
ESTES STREET IMPROVEMENT PROJECT
Resolution 25-2004 was introduced by Mrs Rotola Deputy City Clerk read the
executive summary
Motion by Mrs Rotola to approve Resolution 25-2004, amending the Fiscal year 2004
Capital Improvement Program budget to reflect the approval of a supplemental budget
appropriation to provide for utilization of CDBG Funds for the Estes-Carr Street
Improvement Project by adjusting Acct. No 30-520-00-539 to reflect the CDBG final
revenue amount of $184,912 and amending the budget of Acct. No 30-303-800-846,
46th Avenue 1-70 Estes-Carr Major Street Improvement, from $650,000 to $834,912,
seconded by Mrs Sang, carried 7-0
Item 6.
Cultural Commission Appointment.
Motion by Mrs Sang to appoint Joyce Jay of District II to the Cultural Commission,
term to expire March 2,2005 seconded by Mrs Rotola, carried 7-0
ELECTED OFFICIALS' MATTERS
Mayor Cerveny reminded citizens not to forget to vote this November She also
explained that anybody who wants to vote by paper ballot could apply for an absentee
ballot. She read a press release into the record that announced Chief Hurst's
retirement from the City of Wheat Ridge
Mr DiTullio reminded residents that the First Monday meeting would be held on
October 4 at the Community Center It will be a joint meeting of Districts I and II He will
ask Public Works to speak on snow removal and other matters City Clerk, Pam
Anderson, will address ballot issues
Karen Adams stated that Districts III and IV would hold their combined First Monday
meeting at the Recreation Center
