CITY OF WHEAT RIDGE, COLORADO
September 27,2004
Mayor Cerveny called the Regular City Council Meeting to order at 7 00 P m Councilmembers
present: Karen Adams, Karen Berry, Jerry DiTullio, Wanda Sang, Larry Schulz, and Mike
Stites, Councilors Lena Rotola and Dean Gokey were absent due to scheduling conflicts,
Also present: City Clerk, Pamela Anderson, City Manager, Randy Young, City Attorney,
Gerald Dahl Director of Administrative Services, Patrick Goff; staff; and interested citizens
APPROVAL OF MINUTES OF September 13, 2004
Motion by Mr DiTullio for the approval of the Minutes of September 13, 2004 as amended,
seconded by Mrs Sang, carried 6-0
PROCLAMATIONS AND CEREMONIES
Presentation of Ed Pinson Portrait: Mayor Cerveny introduced Councilor Mike Stites
who spoke about Chief Pinson, his career, and the presentation of the portrait of Chief
Pinson that is to hang in the Council Chambers Ms Sally Prose was the artist of the
work. Mayor Cerveny and Mrs Beulah Pinson unveiled the portrait. Mr Ron Pinson
thanked the City Council for the portrait on behalf of the family
Mayor Cerveny read a Proclamation for Physical Therapy Month - October 2004
CITIZENS' RIGHT TO SPEAK
Charles Durbin addressed the termination of the Urban Renewal Project on 38th &
Sheridan and the City's financial liability
Robert Wallace addressed Council regarding the approval of the 2003 Audit. Mayor
Cerveny responded that the Council will be considering the acceptance of the 2003
Audit rather than the approval
Preston Gibson, President of Jefferson Economic Council, thanked the Mayor on
behalf of the Economic Council and FasTracks Campaign for the support of the
FasTracks ballot issue He further spoke in support of FasT racks

PUBLIC HEARINGS AND ORDINANCES ON SECOND READING
Item 1.
COUNCIL BILL 18-2004 - AN ORDINANCE VACATING, IN PART, A
DRAINAGE EASEMENT, AND IN CONNECTION THEREWITH,
APPROVING AN AMENDMENT TO THE RECORDED DRAINAGE AND
FLOOD CONTROL EASEMENT
Council Bill 18-2004 was introduced on second reading by Mr Stites
Mr Dahl presented the staff report.
Motion by Mr Stites to continue indefinitely the public hearing on Council Bill 18-2004
He further moved that the hearing may be rescheduled and notice thereof republished,
at the applicant's request and expense, no later than September 27, 2005 and if not so
rescheduled, that the application be deemed withdrawn and the Council Bill be deemed
postponed indefinitely; seconded by Mrs Sang, carried 6-0
Item 2.
COUNCIL BILL 19-2004 - AN ORDINANCE AMENDING ORDINANCE
973, SERIES 1994, CONCERNING CABLE TELEVISION CUSTOMER
SERVICE STANDARDS
Council Bill 19-2004 was introduced on second reading by Mr Schulz. City Clerk Pam
Anderson assigned Ordinance No 1333
Barbara Delgadillo presented the staff report.
Motion by Mr Schulz to adopt Council Bill 19-2004 (Ordinance 1333) on second
reading, and it take effect 15 days after final publication, seconded by Mrs Sang,
carried 6-0
DECISIONS. RESOLUTIONS. AND MOTIONS
Item 3.
Acceptance of 2003 Audit.
Mrs Sang introduced Item 3 Pam Anderson read the executive summary
Wendy Swanhorst from Swanhorst & Cutler LLC, made a presentation regarding the
2003 Audit.
City Treasurer Mary Cavarra indicated that 2004 actions by Urban Renewal will not be
reflected in the 2003 Audit.
Motion by Mrs Sang to accept the 2003 independent audit from Swanhorst & Cutler,
LLC seconded by Mr DiTullio, carried 6-0

ELECTED OFFICIALS' MATTERS
Mayor Cerveny announced that the City of Wheat Ridge and the 38th Avenue Business
District accepted the Governor's Award for Downtown Excellence for the 38th Avenue
Streetscape Project.
Mayor Cerveny commended Interim Chief Joe Cassa for being the recipient of the
2004 Champion of Justice Award She read a selection of the speech made in his honor
at the awards ceremony
Councilor Berry congratulated Interim Chief Cassa for his achievements in an
accomplished career and thanked him for his service to the citizens of Wheat Ridge
Councilor Stites thanked the family of Ed Pinson for attending the meeting and
thanked Ms Sally Prose for the portrait.
Councilor DiTullio thanked City Treasurer Mary Cavarra for her written response
published in the Wheat Ridge Transcript. He also thanked the City Auditor for the work
they do for the Housing Authority, and announced the 3rd Housing Authority project in
District IV
Meeting adjourned at 7 38 P m
