Mayor Cerveny called the Special City Council Meeting to order at 5 00 P m Councilmembers
present: Karen Adams Karen Berry, Jerry DiTullio Dean Gokey Lena Rotola, Wanda Sang,
Larry Schulz, and Mike Stites Also present: City Clerk, Pamela Anderson, City Manager,
Randy Young, City Attorney Gerald Dahl, Director of Community Development, Alan White
Director of Public Works, Tim Paranto, staff" and interested citizens
DECISIONS. RESOLUTIONS, AND MOTIONS
Item 1.
RESOLUTION 38-2004 - APPROVING AN ANNEXATION AND
DEVELOPMENT AGREEMENT AMONG THE CITY, CABELA'S RETAIL
INC , AND THE COORS BREWING COMPANY
Resolution 38-2004 was introduced by Mr Stites, who also read the Executive
Summary
Motion by Mr Stites to approve Resolution 38-2004, seconded by Mr DiTullio
Mr Dahl introduced Kevin Rhodes from Cabela s Tim Leonard from Deepwater Point;
and Randy Funk, his partner in their new law firm The proposal is to annex this
property, which is outside of the City of Wheat Ridge, and then develop it for a Cabela s
retail store and associated retail It is common for Cities to enter into an annexation
agreement. The action we are taking tonight could be basically described as the "road
map" of how this process will move forward
Mr Dahl outlined future steps that will have to be taken in order to zone the property
develop a preliminary and eventually a final development plan He charted the possible
time line for future proceedings All public hearings will published posted and mailed
to certain property owners

Tim Leonard with the Deepwater Point Company, 27905 Meadow Drive, Suite 11,
Evergreen, is the development manager consultant for this project. His job is to make
sure that the City is well represented on the development side and the finance side
The conceptual site plan itself is one that the Cabela store is on at about 42 - 45 acres
there will be street and public improvements, there will be a Coors water storage lake,
some commercial parcels that will be retained by Coors, some additional retail that will
make good use from Cabela s as an anchor store The project is a about a 95 Million
dollar project. There are 3 different kinds of money that will pay for the 95 Million
dollars There is about 479 Million Dollars that is fully allocated to Cabela's as a private
interest; there are about 45 Million Dollars worth of tax exempt bonds and about 2 1
Million Dollars of taxable bonds, that could also be issued
He explained in detail how the bonds will be paid off
Mr Dahl went through the Annexation and Development agreement. He pointed out
that the bonds will not be issued by the City but by a Metropolitan District, which will be
formed by Coors and Cabela's
Kevin Rhodes, Director of Real Estate for Cabela s gave background on the
establishment of Cabela's They now have over 8000 employees nationwide they have
13 stores open and 3 stores that will open next year As Cabela's continues to expand,
Colorado is an area that they have looked at for some time He described what the
interior of the store will be like
The following speakers were present:
Michele Majeune, 13081 West 29th Avenue, unincorporated Jefferson County, was
concerned that all the public improvements were not fully addressed
Hal McVeigh, 13215 Braun Road unincorporated Jefferson County, is concerned that
there is no mention of Vision 20/20 in their most recent newsletter Their quality of life
will be severely impacted The wildlife in this area includes Bald Eagles, Deer, Elk,
Mountain Lions Bears, Coyotes, Fox. He is also concerned about the sprawl and will
this continue out toward the golf course
Audrey Vitanyi, 13110 West 31 5t Avenue, stated that her major concern is the traffic
and the environmental impact on Clear Creek.

Jan McQuade-Sturm, Board member with Applewood Valley Association, 13200 West
15th Drive, Golden, unincorporated Jefferson County stated that many of her neighbors
are pleased with Cabela's coming but are concerned about neighborhood traffic jams
It is wrong to limit the traffic and safety improvements before the analysis have been
completed through public review The 7 5 million dollar cushion is not enough
Decisions made by this Council affect more than Wheat Ridge
Jean Osborne President of the Daniels Welchester Association, which is a
Homeowners Association to the south of this area, approximately 1800 households
She addressed major access to this development and asked that Council pay special
attention to how traffic can be managed
Barbara Barry, Vice President of the Applewood Valley Association, also addressed
traffic and street improvements
Peggy Hunnicutt, 5400 Mcintyre, Fairmount area, will speak on this in the future
Jack Hoopes, 14215 Crabapple Road, Applewood Mesa Subdivision, representing the
Clear Creek Valley Neighborhood Council thanked Council for allowing them the
opportunity to comment. He also thanked Mr Young for notifying him of this meeting
They are interested in working with Council and Cabela's
Motion carried 8-0
