Attached to this letter are two memoranda showing the payments made by the Wheat Ridge
Urban Renewal Authority for the Wheat Ridge Market Place project. According to our records,
the current paym~nt of $31, 413.49 finalizes our obligation under the original agreement with
you. The second memorandum shows the payments made and the amount remaining of
$17,500.00 on the supplemental agreement.

The purpose of this letter IS to remind you that your certitied property tax mill levy is due to be tiled with the Jefferson
County Board of County Commissioners (attn: Budget Department) by no later than DECEMBER 13, 2002. The
budget for your district must be adopted prior to certifying your levy . It would be very helpful to us if the form
provided by the Division of Local Government is used to certify your levy . If you choose not to use the form, all
information required by the form must be provided, including but not limited to any previous one-time mill levy
reductions .
It is the opinion of our legal counsel that, in addition to the property tax limits imposed by Article X, Section 20
(TABOR Amendment), Colorado Revised Statute (C.R.S.) Section 29-1-301 is also still in effect. Section 29-1-301,
C.R.S. requires a levy that generates no more than the amount of revenue in the preceding year plus five and one-half
percent plus the amount of revenue abated or refunded by the entity by September 1 of the current year less the amount
of revenue from previously omitted properties received by the taxing entity by September l of the current year. There
are some exceptions. It is important to monitor both of these tax limitation requirements. You may want to check with
your own legal counsel regarding this issue and how it applies to your district. Forms from the Division of Local
Government should be mailed out within the next few weeks. Please call them if your district does not receive them.
Thank you for your help in providing accurate and timely mill levy information to Jefferson County. The legal
deadline of December 15 (Sunday) gives the county only a few days to summarize and prepare the mill levy
certification for over 130 taxing districts . As soon as possible, please send your district's mill levy certification or
notification of no levy to :
