Sheehan District No . 3 The purpose of this Jetter is to remind you that your certified property tax mill levy is due to be filed with the Jefferson County Board of County Commissioners by no later than DECEMBER 12 . The budget for your district must be adopted prior to certifying your levy. It would be very helpful to us if the form provided by the Division ofLocal Government is used to certifY your levy. If you choose not to use the form , all information required by the form must be provided, including but not limited to any previous one-time mill levy reductions . It is the opinion of our legal counsel that, in addition to the property tax limits imposed by Article X, Section 20 (TABOR Amendment), Colorado Revised Statute (C .R.S.) Section 29-1-30 I is also still in effect. Section 29-1-30 I, C.R.S . requires a levy that generates no more than the amount of revenue in the preceding year plus five and one-half percent plus the amount of revenue abated or refunded by the entity by September I of the current year Jess the amount of revenue from previously omitted properties received by the taxing entity by September I of the current year. There are some exceptions. It is important to monitor both of these tax limitation requirements. You may want to check with your own legal counsel regarding this issue and how it applies to your district. Forms from the Division of Local Government should be mailed out within the next few weeks. Please call them if your district does not receive them. Thank you for your help in providing accurate and timely mill levy information to Jefferson County . The legal deadline of December 12 gives the county only a few days to summarize and prepare the mill levy certification for over 130 taxing districts. This meeting will be held in Hearing Room 1 at the Jefferson County Administration Building, 100 Jefferson County Parkway, at 9:00 am on Monday, November 10,2003 . We hope that a representative of your district will be able to attend As you are aware , 2003 is a reappraisal year. The Assessor's Office elected to use the extended protest period. Therefore, the County Board of Equalization (CBOE) will complete their hearings and finalize values in the first part of November. Because of the extended protest procedure, values in some taxing authorities could change significantly from our preliminary certification of value provided to your district in August , 2003 . At this meeting, we wtll be providing the latest available value information . As you know , this information is subject to change until the December 1 0 final certification of value , but should be useful to districts in developing preliminary miJJ levies . Furthennore, this meeting may serve as a forum to discuss other matters that relate to the interaction of the Assessor 's Office with your district. Please note that rmlllevies must be finalized and submitted to the Board of County Commissioners no later than December 15,2003 (CRS 39-5-128).
