1. CALL THE MEETING TO ORDER
The meeting of the Wheat Ridge Urban Renewal Authority was called to order by
Chair Williams at 5:45 p.m. in the council chambers of the Municipal Building,
7500 West 29th Avenue, Wheat Ridge, Colorado.
2. ROLL CALL OF MEMBERS
Authority members present:
James Bahrenburg
Dennis Boyat
Teri Carver
Janet Leo
Terrell Williams
Commissioners absent:

Alan White, WRURA Executive Director
Ann Lazzeri, Recording Secretary
3. APPROVAL OF MINUTES - April 18, 2006
It was moved by James Bahrenberg and seconded by Dennis Boyat to
approve the minutes of April 18, 2006 as presented. The motion passed
unanimously.
4. PUBLIC FORUM
No one wished to address the Authority at this time.
5. OUTSIDE AGENCY REPORTS
Teri Carver reported on the most recent meeting of the 38th Business District.
Terrell Williams gave a brief report on Wheat Ridge 2020.
Alan White reported that City Council has requested a joint study session with the
Urban Renewal Authority on June 5 to discuss intergovernmental agreements as
well as strategies and goals for the future of Wheat Ridge and WRURA.

6. NEW BUSINESS
A. Update on Wheat Ridge Cyclery Reimbursement Agreement
Alan White reported that he met with Wheat Ridge Cyclery to discuss the
proposed agreement between WRURA and Wheat Ridge Cyclery. It will be
necessary for City Council to approve an amendment to the urban renewal
plan that states tax increment financing will be used for this proj ect.
B. Update on Times Square
Terrell Williams reported on his meeting with the property manager of Times
Square. The manager seemed to be open to entering into an agreement for
assistance in landscaping along Wadsworth. However, he did express concern
about his ability to maintain landscaping.
C. House Bill 1411
Terrell Williams handed out a summary on HB 1411 prepared by Corey
Hoffmann. The bill essentially says that eminent domain cannot be used for
the sole purpose of economic development. Blight, under clear and
convincing evidence, can be used for the urban renewal process. Alan White
commented that blight studies are only good for a period of seven years.
7. ADJOURNMENT
It was moved by James Bahrenburg and seconded by Teri Carver to adjourn
the meeting at 6:15 p.m. The motion passed unanimously.
