1. CALL THE MEETING TO ORDER
The meeting was called to order by Vice Chair SNOW at 7:30 p.m., October 19,2000, in the
City Council Chambers of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge,
Colorado.

3. PLEDGE OF ALLEGIANCE
The following is the official set of Planning Commission minutes for the public hearing of October 19,
2000. A set ofthese minutes is retained both in the office of the City Clerk and in the Department of
Planning and Development of the City of Wheat Ridge.
4. APPROVAL OF ORDER OF THE AGENDA
Commissioner SNOW requested an amendment to the agenda to. add a five-minute presentation
on handicap accessibility under New Business. It was moved by Commissioner COOPER
and seconded by Commissioner McNAMEE to approve the order ofthe agenda as
amended. The motion passed 6-0 with Commissioner GOKEY and MacDOUGALL
absent.

5. APPROVAL OF MINUTES
Commissioner SNOW requested an amendment to the minutes of the October 5, 2000 Planning
Commission as follows: Page 4, paragraph 8, line 2 should be changed to read" ...garages for
the handicapped units..."
It was moved by Commissioner COPPER and seconded by Commissioner McNAMEE to
approve the minutes of October 5, 2000 as amended. The motion passed 5-0 with
Commissioner COLLINS abstaining and Commissioners GOKEY and MacDOUGALL
absent.
6. PUBLIC FORUM
There was no one to appear before the Commission.
7. PUBLIC HEARING
A. Case No. WZ-00-I0: An application by Sandra Thompson for approval of a rezoning
from Commercial-One (C-l) with restricted uses to a Planned Commercial
Development (PCD) and for approval of an outline development plan and combined
preliminary and final development plan and plat for property located at 11808 West
44th Avenue.
Staff requested continuance of this case because the applicant did not meet deadlines for
submittal requirements.
It was moved by Commissioner THOMPSON and seconded by Commissioner COLLINS
to continue Case No WZ-00-I0 to the Planning Commission meeting of November 16,
2000. The motion passed 6-0 with Commissioners GOKEY and MacDOUGALL absent.
8. CLOSE PUBLIC HEARING
Vice Chair SNOW declared the public hearing closed.
9. OLD BUSINESS
A. Hi!!:hwav 58-C470 Interchan!!:e - Commissioner SNOW referred to CDOT's
recommendation of possibly widening Ward Road. There was a consensus of the
Commission that Alan White suggest to City Council that CDOT be made aware of the
City of Wheat Ridge's strong opposition to the widening of Ward Road.

10. NEW BUSINESS
A. Update on Various Planninl!: Activities - Alan White presented an update to the
Commission on the following matters:
Streetscape and Architectural Design Manuals
. THK Associates has been hired to develop streetscape and architectural design
manuals.
. Architectural design manual will establish guidelines to use in reviewing site plans
and planned developments.
. Streetscape manual will determine guidelines for public rights-of-way in regard to
street trees, lighting, benches, etc.
Urban Renewal Area
. City is working with a consultant, Development Research Partners, to develop a
market feasibility study for the existing Urban Renewal Area.
. Request for Qualifications have been issued for a consultant to perform a market
study for the vicinity of 44th and Ward Road.
Crime Propertv Legislation
. A crime-free program is being developed that would allow a hotel/motel owner to
be certified by participating in an education program to help reduce criminal
activities in hotels or motels.
. An ordinance is scheduled to go before City Council which would hold the
hotel/motel owners or managers responsible for criminal activities occurring at their
places of business. Iffound guilty, the business could be shut down for a period of
time. This would apply to any non-residential uses including multi-family (ten units
and above).
. Commissioner SNOW expressed concern with holding owners, especially apartment
owners, liable for tenant's behavior.
Zoning Code Re-write
. The rewritten zoning code will be submitted for review to City Council next week.
Subdivision Regulations
. Rewriting of the subdivision regulations is complete.

Moratorium
. Alan White reviewed the areas of the city which are included in the current
moratorium on rezoning and building permit applications.
B. Summary of Accessibility Laws and Codes
Commissioner SNOW reviewed a sununary of accessibility laws and codes in regard to
handicapped accessibility. She provided copies of her sununary to members of the
Commission as well as the staff.
11. COMMISSION REPORTS
There were no Commission reports.
12. COMMITTEE AND DEPARTMENT REPORTS
There were no committee or department reports.
13. ADJOURNMENT
It was moved by Commissioner THOMPSON and seconded by Commissioner
McNAMEE to adjourn the meeting at 9:00 p.m. The motion passed 6-0 with
Commissioners GOKEY and MacDOUGALL absent.
