Right -of -Way Construction Permit(s)/Licensing a. ROW Permits. Prior to any construction within the public right-of-way (ROW), the necessary Right - of -Way Construction Permit(s) and respective licensing will need to be submitted for processing by the City. Right -of -Way Construction Permits are issued by the City only after approval of all required technical documents, including but not limited to, the Final Drainage Report & Plan, Final Plat, Final Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction Plans, Grading & Erosion Control Plan, Traffic Control Plan, and easement or ROW dedications. b. Unless otherwise designated, all referenced specifications, standards or policies shall be the latest edition as revised or updated by approved supplements published and issued prior to the date of the building permit. REQUIREMENTS All materials sampling and testing shall be performed by certified, experienced and qualified materials testing technicians who work under the supervision of a registered professional engineer in the State of Colorado. All materials sampling and testing equipment shall be serviceable and have current calibrated certifications. Soil classifications and moisture -density curves shall be provided to the Department of Public Works inspector prior to in-place density testing. Materials testing technicians shall furnish copies of failed test results to the inspector as promptly as the results become available. We acknowledge your request for an administrative adjustment which provides relief from full compliance with the 60% build -to requirement. This has been granted, and no additional modification to the building location or fagade will be necessary. 2. I have forwarded to Dave Brossman the right-of-way dedication exhibit for his review. The fees -in -lieu of streetscape construction will not be required for the sidewalk, but a reduced fee will be necessary because no amenity zone/tree lawn is being constructed at this time. SITE PLAN Sheet 2: Site Plan 3. It appears that the dash -dot -dot line is showing the current property line. Please modify so that this line indicates the new property line. A separate line weight can be used to indicate "right-of-way to be dedicated by separate document." 4. Please update the site data table to indicate that 2,427 square feet of useable open space is being provided. This represents 75% of the minimum required open space and appears to be met by the front patio, breezeway, walkway at the rear, and larger landscaped areas to the south. Sheet 3: Landscape Plan 5. The full infiltration section is going to greatly reduce the runoff leaving the site (the release) to only a fraction of the 1 CFS/acre, so the curb -cut statement does not really make sense. Please revise this statement to reflect what will actually occur. b. The area for the PICPs is stated as being 1653, but 2490 ft2 is used in the ICPI calculations. Please be sure these values correspond to each other. c. State the total volume provided for in the PICP/infiltration basin system in this section. d. As previously requested: Describe the elevation of the local water table with respect to the bottom elevation of the proposed infiltration basin. Include a statement that the water table is at least 3' below the proposed basin bottom per the City Site Drainage Requirements. Then make reference the borehole info in the appendices in support of the statements made. e. Use the 60 min/inch that reflects the required 20% safety factor when calculating the needed volume. If you wish to include additional storage beyond what is required that's great, but the calculations must reflect what is needed for the reduced percolation rate, and that (min.) volume shall be stated in this narrative. 4. Under the Conclusions Section (page 7): a. The release from this site will be greatly reduced from the UDFCD standard 1 CFS/acre by use of the infiltration basin. The Conclusion should compare the actual amount of runoff that is anticipated to leave this site with both the historic AND the UDFCD standard maximum rates as evidence that this design is beneficial to the City storm system and the community resulting from this great reduction. Please revise the conclusion to reflect the true benefits of the proposed system. b. Correct the typos in this section. 5. In the References Section, revise item 4 (should be the City Qf "eat Ridge Site Drainage Requirements, October 2014). 6. Please provide a P.E. seal and signature on the revised Final Drainage Report for approval. Final Drainage Report (Appendix): I . In the ICPI Design Inputs worksheets there seems to be numerous discrepancies with various submittal documents, including other sections of this Report. Please double-check all values so all values correspond to one another. 2. The Historic Runoff sheet SF -3 identifies the historic basins as being identical to the developed ones. 3. On the UDFDC Stage -Storage Sizing worksheet the storage requirements for both the Minor and Major Storm events will need to be modified due to changes in the UDFCD Detention Volume Modified FAA worksheet. 4. On the UDFCD Detention Volume Modified FAA worksheets for both the East and West Detention sub -basins, since the infiltration basin is being sized for the 100 -year event, the minor storm info is essentially irrelevant. While it is true that the City's Site Drainage Requirements (SDRs) do not require the WQCV be included in the volume, a 20% Safety Factor must be built into the volume calculations. The Safety Factor shall be a 20% reduction in the average percolation rate (in this case the rate will be 1" per 60 minutes, which is the minimum allowable rate). Please adjust the volume to account for the safety factor, and include a statement in the Report that the 20% Safety Factor has been accounted for and the infiltration rate is the minimum allowed by the City. 4. Another key item in ensuring this type of exfiltration system will function properly is the local water table. You must include the borehole information showing the water table is at least 3 feet below the bottom elevation of the proposed system in the Appendix. Also include a statement in the discussion describing the elevation of the water table with respect to the bottom elev. of the proposed infiltration basin. 5. You must include at least one monitoring well in this design to ensure the system functions long-term. Runoff will generally drain toward the proposed 100 -year parking lot detention prior to being discharged from the site into West 38th Avenue. Local restrictions due to existing and future drainage improvements surrounding the site are also evaluated within this report. A. Site Location The 6690 Retail Site is located on Lot 1 of the Lee Subdivision, City of Wheat Ridge, Jefferson County, Colorado. The site lies to the south of West 38th Avenue and east of Pierce Street. The site is bounded on the east by an existing commercial building and on the west by an existing apartment complex and parking lot. B. Description of Property Currently, the site has a residential building with landscaping, driveway, and fencing. The entire site is 0.58 acres. The site will be redeveloped into a retail space and parking lot. The site generally slopes from south to north with sheet flow drainage patterns that direct flow to W. 38th Avenue. According to FEMA Flood Insurance Rate Map Panel 08059CO214F the property lies within Zone X and is outside of the 1% annual chance floodplain. The USCS Soils Survey indicates that the site is underlain by Nunn -Urban land complex (map unit symbol 105) hydrological groups C. See the soil map located in Appendix A. Nunn -Urban land complex soil is described as having slow permeability on nearly level to mildy sloping areas. Hydrologic soil group C soils are identified as soils having a slow infiltration rate when thoroughly wetted and consisting chiefly of soils with a layer that impedes downward movement of water or soils with moderately -fine to fine texture. II. DRAINAGE BASINS AND SUB -BASINS A. Major Drainage Basins This site lies within the Clear Creek major drainage basin. The existing storm sewer system will ultimately convey flows to Clear Creek. DRAINAGE FACILITY DESIGN A. Regulations The regulations, guidelines, and drainage design criteria used for this report are those contained within the City of Wheat Ridge specifications and the Urban Drainage Criteria Manual, Volume 1, 2, and 3. B. Hydrology The minor and major storm frequencies for design are the 5 -year and 100 -year storm events, respectively. The one hour point rainfall for the 5 -year event is 1.37 inches and 2.60 inches for the 100 -year event. The peak discharge was calculated using the following Rational Method formula: Q=CIA Where: Q = peak discharge (cfs) C = runoff coefficient from Table RO-5 of the UDSCM I = rainfall intensity (inches/hour) A = drainage area (acres) See Appendix B for Rational Method Flow Calculations. These flows were routed through the site using the UDFCD SF -3 form to determine the total flow at respective design points. See Appendix B for routing spreadsheets. Storm water quality and detention will ultimately be located in the south parking lot on site. The detention will be designed using UDFCD methods and in accordance with City of Wheat Ridge criteria. In accordance with current UDFCD recommendations, additional water quality volume will not be added to the 100 -year detention volume. Water quality is provided in a permeable pavement system that was designed in accordance with geotechnical recommendations and the UDFCD methods. Please refer to appendix B for the Water Quality and 100 -year detention volume calculations. C. STORMWATER MANAGEMENT FACILITY DESIGN A. Specific Details The 6690 W. 38th site is divided into five drainage basins. The composite impervious rate for the site is 70 percent. The proposed drainage basins for the site will generally follow historic patterns. Basins Basin Al accounts for the East building and portion of the parking lot. Runoff from Basin Al is conveyed to the parking lot detention and permeable paving system. Basin B1 accounts for the west building and portion of the parking lot. Runoff from Basin B1 is conveyed to the west parking lot detention and permeable paving system. Basins OS -1 through OS -3 contain the remaining portion of the 6690 site. Runoff from these basins will follow historic patterns and sheetflow towards W. 38th Avenue. Extra detention has been provided to account for the sheetflow patterns of these basins so that the site as a whole releases at historic rates. B. Detention The parking lot is divided into two detention areas for the 100 -year volume. The east detention basin will overdetain to compensate for the areas of the site that could not be routed to the parking lot due to restricting grades. The 100 -year developed release rate from the parking lot detention is restricted to a maximum of 1.0 cfs per acre via curb cuts. Swales will convey the detention released flows north to W. 38th Avenue. IV. CONCLUSION This drainage report has been prepared in conformity with the City of Wheat Ridge Specifications and Urban Drainage Criteria Manual. Geotechnical parameters for porous (pervious) pavements at the site were developed. The previous field and laboratory data was reused in this study. We also obtained an additional shallow bulk sample from the site and performed laboratory tests on that specimen. The sample was taken from a location approximately midway between our two previous borings at the site. The laboratory results are attached (Plate 1 and Table 1). Porous (pervious) pavements are acceptable at the site. If porous pavements with infiltration are used on the site the risk to structures without below -grade levels on or adjacent to the site is minimal provided the pavements are kept at least 8 feet away from structures. The near surface soils at the site would not allow for any significant amount of infiltration. They are mostly of hydrologic group D with perhaps some C. The soils below a minimum depth of 3-1/2 feet below existing grades allow for some infiltration and are mostly non -expansive. These soils are of the hydrologic group B. All surrounding properties are also zoned MU -N. To the east is the Wheat Ridge Pharmacy, to the west is a multi -tenant building including Cress Kitchen, to the north is a carwash and small car sales lot, and to the south are multifamily dwellings. Based on Jefferson County Assessor records, the site is 21,572 square feet in size (0.5 acres). The primary structure on the site was originally built as a single family home in 1930. The property was most recently used as a theater and was subject to a series of building code violations that resulted in the theater terminating occupancy of the building. A horseshoe driveway provides access to W. 38`h Avenue with several parking spaces in the northeast quadrant of the site. Applicant/Owner Preliminary Proposal: The applicant, Arthur Wise, is proposing to redevelop the property with a mixed use project that includes office, retail, and/or restaurant uses. The entire site is proposed to be scraped, and the conceptual site plan includes buildings oriented to the street with parking behind. Street access is proposed along the west property line. A covered breezeway would connect two buildings, each approximately 3,000 square feet in size. The applicant is proposing to locate his design firm to the property, but other potential tenants are unknown at this time. If the development is phased, the west building will likely be constructed first with parking at the side. Will a neighborhood meeting need to be held prior to application submittal? No, the proposal will require site plan review, but no neighborhood meeting is required prior to submittal. Planning comments: The following items were discussed based on the applicant's proposal: Zoning The proposed Mixed Use -Neighborhood (MU -N) zone district is established for locations along neighborhood main streets and at neighborhood commercial centers. The zoning encourages medium density mixed use development. In addition to residential and civic uses, it allows for a more limited range of neighborhood -serving commercial and retail uses. The proposed mix of retail, office, and/or restaurant use is considered permitted. Site Plan Review All new development in a mixed use zone district is subject to a Site Plan review. This process entails administrative review by staff to ensure compliance with the mixed use development standards. No public hearings are required. This process is further described below. Site Design—Building Location The mixed use zone districts have specific design requirements for new development that address building placement, materials, transparency, parking, and open space requirements. Because the applicant is proposing a complete redevelopment of the site, all development standards will need to be met. Please refer to Article XI of the zoning code for all standards. The MU -N zone district establishes a build -to requirement rather than a minimum setback. The building is required to be located within 12 feet of the front property line. The conceptual site plan appears to comply with the site design standards included in Section 26-1105; refer to this code section for all applicable standards. Building Design The MU -N zone district requires four-sided architecture. Please refer to section 26-1106 of the code for all standards related to articulation, materials, and transparency. In summary, building design must be of finished architectural quality with at least one change in color or texture per fagade. Primary building materials include brick, stone, architectural pre -cast concrete, synthetic brick or masonry, hard coat stucco, integral textured colored concrete block, terra-cotta, and architectural metal panels. Use of EIFS may not exceed 25% per building fagade. For retail uses, the fagade facing the primary street frontage shall be at least 60% transparent; for all other nonresidential uses, this requirement is 40%. Section 26-1106.13 of the code identifies how transparency is calculated. 2 Signage Signage in the mixed use zone districts should be complementary to the primary building and scaled with the pedestrian in mind. In the MU -N zone district, freestanding signs shall be monument signs (not pole signs) and are limited to 7 feet in height, measured from the finished grade of the nearest adjacent pedestrian walk. Please refer to section 26-710 and section 26-1113 of the code for regulations related to signage in the MU -N zone district. Landscaping and Open Space In the MU -N zone district, a single use development requires 15% of the lot area be designated open space. Of this area, 35% shall be composed of landscaped materials, including trees. Depending on the design, drainage areas can count toward the landscaped area. At least 75% of the open space must meet the definition of "usable open space." This can include hardscape patio areas, such as the areas being proposed in front of and in between the two buildings. Parking Minimum off-street parking requirements are located in Section 26-1109 of the code. The conceptual plan shows parking at the rear which is preferred. A garage is proposed for the southeast corner of the parking lot and this is permitted. Accessory structures in MU -N are subject to the standards in section 26-625.D. Utilities Please note that the City of Wheat Ridge is not a full-service city. Building Division comments: The building division was not present and has no comments at this time. Public Works comments: The following items were discussed based on the applicant's proposal: Streetscape and Access The property is within the boundaries of a proposed streetscape project which extends along W. 38`h Avenue from Upham to Marshall Streets. The streetscape project will entail construction of a detached sidewalk, amenity zone, and street trees. A small sliver of right-of-way on the west side of the north property line may be required to accommodate these improvements, as shown in the attached aerial. An essential component of the streetscape project is to reduce the number of curb cuts along the corridor. Preliminary plans identify an opportunity for shared access on the west side of the subject 3 property. Later this summer and into the fall, city staff will be seeking to facilitate a cross access agreement with the property to the west. Drainage A final drainage report will be required with site plan application which describes how flood detention and water quality are being addressed. There appears to be drainage facilities along the west property line within an existing easement. The site plan review is an administrative process. The first step began with the pre -application meeting on August 21. Site Plan Review Process The next step in the process is to submit a complete application including a site plan, landscape plan, and building elevations; refer to the attached site plan checklist. Please make an appointment with a planner to submit the application. Upon receipt of a complete application, the submitted documents will be reviewed by the case manager. The staff planner will send the application to outside service agencies (Xcel Energy, water district, fire district, etc.) and other City agencies (Public Works, Economic Development, etc.) for review. This referral period is 15 days long and allows time for agencies to comment on the application. After all comments have been received, the case manager will forward those to the applicant. Comments will address any areas of concerns. Modifications to the application may be required as a result of these comments. The applicant must address all comments and resubmit the relevant documents and drawings. Once all comments and requirements have been met, the case manager will refer the site plan application to the Community Development Director for final approval.
