The property is zoned Mixed Use -Neighborhood (MU -N), which allows for a variety of office, retail and residential uses. Banking facilities without a drive through are permitted. Section 26-111 (Site Plan Review) of the Wheat Ridge City Code empowers the Director of Community Development to decide upon applications for a site plan that conform to all required standards. Staff recommends approval of the request. II. EXISTING CONDITIONS The property is located at 5455 W. 38th Avenue and is zoned Mixed Use -Neighborhood (MU - N). The area surrounding the property is primarily used and zoned mixed-use as W. 38th Avenue is a major commercial corridor. To the north is the Stewart Gardens Subdivision zoned Residential -One A (R -I A), to the east is the King Soopers Grocer zoned MU -N. The delivery entrance for the grocery store directly abuts the subject site's eastern property line. There is an existing retaining wall along this shared property line. To the west are residential properties zoned MU -N and Residential Three (R-3) as part of the Stewart Gardens subdivision. To the south is a carwash zoned Commercial -One (C-1) and an Advance Auto Parts zoned MU -N. (Exhibit 1, Zoning Map) Based on Jefferson County Assessor records, the site is comprised of one lot, with an area of 66,211 square feet (1.52 acres). There is one existing 17,485 square foot, twelve unit building used primarily for retail sales and services. The existing structure was built in 1985. The subject site currently provides 87 parking spaces; 85 standard -sized spaces and 2 accessible spaces. The site has roughly 300' of frontage along W. 38`h Avenue and 220' of frontage along Chase Street. The 38`h Avenue frontage has two full access curb cuts and the Chase Street frontage has one full access curb cut. In 2002, the City installed landscaping improvements along the property's 38`h Avenue frontage as part of a extensive streetscape improvement project extending from Sheridan to Harlan. The City -funded streetscape improvements installed adjacent to the property include a tree lawn with street trees and shrubs and a decorative fence. (Exhibit 2, Aerial. Exhibit 3, Site Photos). CASE ANALYSIS The applicant has submitted.a 9 page site plan which includes plans for landscaping, site design, building elevations, photometric and light fixture information, and other site development details. (Attachment 1, Site Plan) The proposed site plan orients the 192 square foot building at the central portion of the front of the site, in the existing parking area. The proposed building is to be located roughly one foot to the north of the existing Streetscape Easement, which results in a 12'-11" build -to. The Mixed Use -Neighborhood district requires a 0-12 foot build -to. The one foot is necessary for construction, access, and long-term maintenance to the building. Within the Streetscape Easement, a tree lawn, shrubs, masonry columns and wrought iron fencing are currently installed. Access to the property from W. 38`h Avenue will remain unchanged, via the two existing curb cuts at the central and eastern sides of the property. An additional pedestrian access will be provided from the sidewalk through the streetscape elements, with matching materials. The site will lose 7 standard parking spaces, and gain 1 accessible space adjacent to the kiosk. The existing site has 31 more spaces that the Mixed Use code requires. Access to the building consists of the new pedestrian access off the sidewalk along W. 38`h Avenue, and a new ramp and walk from the parking area to the east. Due to the Streetscape elements, the entrance to the kiosk is from the east. The architecture of the new building generally complies with the Mixed Use standards. The fagade consists of hard -coat stucco, and a factory applied stone coating, both of which are considered primary materials. The building includes transparency on every portion of the building that is open to the public. There is no transparency proposed on the portion of the building that will house the ATM and other equipment. Where there is no transparency, the facade consists of adequate detail to provide visual interest, or upgraded landscaping to soften the appearance. A new wall sign is proposed, and will be under separate permit. The landscape plan complies with all criteria, and results in an overall landscaped area for the site that is unchanged. The lighting plan complies with the development standards in the City code. The applicant proposes a new pedestrian scale light pole at the new pedestrian access off 38`h Ave, and a wall mounted light on the west elevation. IV. AGENCY REFFERAL Referrals were sent to impacted agencies and all responded that the property can be served with improvements at the developer's expense. The site location is shown on Figure 1 A field exploration program consisting of one exploratory boring and a site reconnaissance was conducted to obtain information on the existing surface and subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed foundations. This report summarizes the data obtained during the study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. PROPOSED CONSTRUCTION A Bank of American kiosk is proposed to be constructed at 5455 West 38th Ave in Wheat Ridge, Colorado. The kiosk will have a dimensions of about 12ft xl6ft and 13ft high. It will be supported on a slab foundation. The siding will be aluminum and glass. The foundation loads are anticipated to be light, typical for this type of construction. SITE CONDITIONS The proposed construction site is located within Chase Plaza at the above address. Location of the kiosk is on the southeast side of the plaza near the east entrance and within the parking lot as shown on the Figure 2. The parking lot and driveway pavement are asphalt concrete and in good condition based on a cursory observation at the time of our exploration. The topography of the site is relatively flat. Job No. 215272A 1 September 17, 2015 Gtech FIELD EXPLORATION The field exploration consisting of a site reconnaissance and one foundation boring was conducted on September 8, 2015. The boring location is shown on Figure 2. The boring was drilled using truck mounted CME -55 drill rig powering 4 inch diameter continuous flight augers. The boring was logged by a representative of H -P Geotech. Samples of the subsurface materials were obtained with a 2 -inch I.D. California sampler. The sampler was driven into the subsoils at various depths with blows from a 140 -pound automatic hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM D-1586. Penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Boring Log and Legend and Notes, Figure 3. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Below 5 inches of asphalt concrete, the soil found at the site consists of fill, sandy clay and claystone bedrock. The fill includes sandy clay and extended to about 3 feet deep. Sandy clay was found below the fill to a depth of about 12 feet and then claystone bedrock was encountered to the maximum depth drilled, 20 feet. Based on the blow counts required for 12 inches sampler penetration, the fill was stiff, the sandy clay was stiff to very stiff and the claystone was medium hard. Groundwater was encountered at depth 17 feet at the time of drilling. It is anticipated that the depth to ground water will fluctuate with time based on seasonal and other factors. The boring was backfilled after drilling due to pedestrian traffic. Laboratory tests included moisture content, unit weight, percent passing #200 sieve, swell -compression, and water soluble sulfates. Detailed results of swell -compression tests are shown on Figure 4. The samples of fill and sandy clay did not possess a swell potential and were found to be slightly compressive based on a vertical compression of 0.1 percent when wetted under a Job No. 215272A 2 September 17, 2015 G- c-&ech surcharge of 1,000 psf. SEISMIC CONSIDERATIONS The following parameters are based on the 2012 International Building Code and USGS Seismic Design Map web site. 0.2 second spectral response acceleration Ss = 0.187g 1.0 second spectral response acceleration S, = 0.059g Site Class = C Site coefficient Fa = 1.6, Table 1613.3.3(1) Site coefficient F,, = 2.4, Table 1613.3.3(2) ENGINEERING ANALYSIS The kiosk slab elevation is estimated to be about 1 foot below the asphalt concrete pavement. At this depth, the slab will be support by the sandy clay fill. Based on the soil encountered during our exploration, the ground water level and swell -compression test results, it is our opinion a slab supported foundation or spread footings are suitable for the proposed kiosk. DESIGN RECOMMENDATIONS SLAB -ON -GRADE 1. Due to the fill one foot of the subgrade should be scarified and compacted to at least 95 percent of the maximum standard Proctor (ASTM D-698) density at a moisture content of A to +3 percent of optimum. 2. Slab may be designed for a modulus of subgrade reaction of 100 psi. An allowable bearing pressure of 2,000 psf may be used. 3. If tuned down edges are used for frost, they should be 36 inched below the ground surface. SPREAD FOOTINGS If spread footings are used the following details are presented below. 1) Spread footings bearing on the onsite sandy clay should be designed for an allowable bearing pressure of 2,000 psf. Based on the soil conditions and its properties, we Job No. 215272A 3 September 17, 2015 Gtech estimated settlement of footings designed and constructed as discussed in this section will be about one inch. 2) Footings should have a minimum width of 16 inches for continuous walls and 24 inches for isolated pads. 3) Fill, loose or disturbed soil at the base of footings should be removed and replaced compacted to at least 98 percent of the standard Proctor (ASTM D-698) density, and within 2 percent of the optimum moisture as described in the SITE GRADING section. 4) All exterior footings and footings beneath unheated areas should be provided with adequate soil cover above the bearing elevation for frost protection. Placement of foundations at least 36 inches below exterior grade is typically used in this area. 5) Foundation excavations should not be wetted or dried excessively. 6) A representative of the geotechnical engineer should observe the footing excavations prior to forming to evaluate bearing conditions. FOUNDATION WALLS AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 55 pcf for backfill consisting of the on-site soils that have been processed. Cantilevered retaining structures which are separate from the building and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 45 pcf (active) for backfill consisting of the on-site soils. The lateral resistance of foundation wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottom of the footings should be calculated based on a coefficient of friction of 0.30. Passive pressure against the sides of the footings should be calculated using an equivalent fluid unit weight of 280 pcf. The coefficient of friction and passive pressure values recommended above assume mobilization of the ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain that will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral .ruu ivu. ZIJ/_ILA 4 September 17, 2015 Ge' &ech loads should be compacted and moisture conditioned as discussed in the SITE GRADING section. All retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain or weep holes should be provided to prevent hydrostatic pressure buildup behind retaining walls. Backfill should be properly moisture conditioned and compacted as described in the SITE GRADING section. All fill should be processed so that it does not contain fragments larger than 3 inches in diameter. Import Structural Fill If import structural fill is used, granular materials, such as a CDOT Class 5 or 6 aggregate can be used. Also non -expansive fill can be used and should consist of minus 3 -inch material having less than 35 percent passing the No. 200 sieve, a liquid limit less than 30, and a plasticity index less than 15. Excavations Based on the proposed construction excavation will be limited however, temporary excavations up to about 4 feet deep may be dug during construction. The onsite soils encountered in our investigation can be excavated with conventional excavation equipment. It is the responsibility of the Contractor to provide safe working conditions and to comply with the regulations in OSHA Standards, Excavations, 29CFS Part 1926. The on-site sands will likely classify as Type B soil, requiring excavation slopes of 1:1 horizontal to vertical for temporary excavations less than 20 feet deep. The presence of water, seepage, fissuring, vibrations or surcharge loads will require temporary excavation to have flatter slopes. A contractor's competent person should make decisions regarding cut slopes. A qualified geotechnical engineer should observe any questionable slopes or conditions. SULFATE RESISTANT CONCRETE The concentration of water-soluble sulfates was found to be 0.04 percent in the sample tested. This sulfate concentration does not require special cement. Type I and II cement could be used for the proposed structures. SURFACE DRAINAGE AND MAINTENANCE The success of foundations and concrete flatwork is contingent upon keeping the bearing soils at approximately constant moisture content, and by not allowing surface water a path to the subsurface. Positive surface drainage away from the structure must be maintained at all times. Landscaped areas should be designed and built such that irrigation and other surface water will be collected and carried away from foundation elements. Job No. 215272A 6 September 17, 2015 C,495teCh The ground surface surrounding the exterior of the structure should have a positive slope away from foundation on all sides. We recommend a minimum slope of 8 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. This slope may be reduced where necessary to meet ADA standards. Proper compaction of exterior backfill is necessary in maintaining a long-term positive slope away from the structure. Areas of settlement of the exterior backfill after construction should be backfilled immediately to maintain positive slopes away from the structure. CONTINUING SERVICES Two additional elements of geotechnical engineering service are important to the successful completion of this project. 1) Consultation with design professionals during the design phases This is important so the intentions of our recommendations are properly incorporated in the design, and that any changes in the design concept properly consider geotechnical aspects. 2) Observation and monitoring durinp, construction A geotechnical engineer from our firm should observe the excavation, earthwork, and materials placement phases of the work to judge that subsurface conditions are compatible with those used in the analysis and design. LIMITATIONS This report has been prepared in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory boring drilled at the location shown on Figure 2, the proposed type of construction and our experience in the area. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory boring and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear to be different from those described in this report, we should be notified at once so re-evaluation of the recommendations may be made. Plan: Main Street Corridor, Community Commercial Center, and Primary Gateway Existing Conditions: The property is located at 5455 W. 38th Avenue and is zoned Mixed Use -Neighborhood (MU -N). The area surrounding the property is primarily used and zoned mixed-use as W. 38th Avenue is a major commercial corridor. To the north is the Stewart Gardens Subdivision zoned Residential - One A (R -I A) to the east is the King Soopers Grocer zoned MU -N. The delivery entrance for the grocery store directly abuts the subject site's eastern property line. There is an existing retaining wall along this shared property line. To the west are residential properties zoned MU -N and Residential Three (R-3) as part of the Stewart Gardens. To the south is a carwash zoned Commercial -One (C-1) and an Advance Auto Parts zoned MU -N. Based on Jefferson County Assessor records, the site is comprised of one lot, with an area of 66,211 square feet (1.52 acres). There is one existing 17,485 square foot, twelve unit building used primarily for retail sales and services. The existing structure was built in 1985. The subject site currently provides 87 parking spaces; 85 standard -sized spaces and 2 accessible spaces. The site has roughly 300' of frontage along W. 38th Avenue and 220' of frontage along Chase Street. The 38th Avenue frontage has two full access curb cuts and the Chase Street frontage has one full access curb cut. In 2002, the City installed landscaping improvements along the property's 38th Avenue frontage as part of a $2.2 million streetscape improvement project extending from Sheridan to Harlan. The City -funded streetscape improvements installed adjacent to the property include a tree lawn with street trees and shrubs and a decorative fence. Applicant/Owner Preliminary Proposal: The applicant is proposing to construct a freestanding walk-up Bank of America ATM structure. The facility will be located in the southern portion of the parking lot, to the east of the western curb cut from 38th Avenue. The ATM will be a stand-alone facility. Bank of America signage is proposed to be placed on all four sides of the structure. The building will require 3-5 parking spaces. A portion of the landscaping along the frontage of W. 38th Avenue may need to be removed to accommodate the proposed location. Will a neighborhood meeting need to be held prior to application submittal? No, this proposal will not require a neighborhood meeting,. Planning comments: The following items were discussed based on the applicant's proposal: Zoning The property was rezoned Mixed Use -Neighborhood (MU -N) zone district in late 2012 as part of a city -initiated rezoning of the 38th Avenue corridor. The MU -N zone district has specific design requirements that address building placement, materials, transparency, parking, and open space. The MU -N zone district is generally located along neighborhood main streets and at neighborhood commercial centers. It is established to encourage medium density mixed use development. In addition to residential and civic uses, it allows for a more limited range of neighborhood -serving commercial and retail uses. Commercial/office and a variety of residential types are classified as permitted uses in the MU -N zone district. A drive -up bank facility is not allowed at this location because it would not meet the separation requirement from an adjacent drive -up facility on the property to the east. Building Design The MU -N district values quality architecture as a vital component to creating a unique sense of "place." The applicant's submittal shows the kiosk's west/east orientation or parallel to W. 38th Avenue. The banking kiosk's entrance is located on the east side of the building, and an access/service door is shown on the west building fagade facing eastbound traffic along W. 38th Avenue. Staff has requested the applicant provide a pedestrian access connection from the sidewalk along W. 38th Avenue to the entrance of the kiosk. Any removal of landscaping on the site to accommodate the new pedestrian access will have to be compensated elsewhere on the property. Removal of city installed streetscape improvement to accommodate the walk will require city approval. An existing utility box on the south side of the streetscape fence may preclude a pedestrian connection at this location. Staff is concerned with the access/service door's visibility to the public realm, especially cars headed eastbound on 38th Avenue. Staff requested the applicant to present a design that screens or relocates the access door either internally or to the northern side of the kiosk. Support from staff is questionable with the security door location as shown. The MU -N district requires 40% transparency for facades facing the street and public spaces. All other facades should have at least 25% transparency. OA Landscaping For developments with a single use in the MU -N zone district, a minimum of 15% landscape coverage is required for the lot. Staff has requested the applicant give total lot coverage percentages before and after the kiosk's installation to verify if any landscaping is removed. Please refer to section 26-1109 of the City's municipal code for additional information. Signage The applicant shows wall signage that reads "Bank of America" with the trademarked logo on the north, south, and east walls of the proposed structure Wall signage permitted is allowed as 1 square foot of signage for every linear foot of the side of the building, to which it is affixed. The applicant is limited by code to 1 wall sign per street frontage. The applicant can apply decals to windows or doors so long as the decal signs do not obstruct more than 25% of the door or window area. Band illumination along the top of the building will not be permitted. Parking The MU -N zone district requires a minimum of 3 spaces per 1,000 square feet of building. When the final site plan is submitted for the permitting process, staff has requested a count of parking before and after the building's installation. Public Works comments: Public Works was not present at the meeting. Any work in the City's rights-of-way (ROW) requires a ROW permit through the City. Comments regarding the work to be done in City ROW will be made upon application for the ROW permits. Building comments: A representative of the building division was not present. The City has adopted and currently enforces the 2012 Edition of the International Codes and the 2014 Edition of the National Electrical Code and enforces the 2009-A117.1 ANSI Standard for Accessible and Usable Buildings in determining requirements related to building accessibility. Designs should conform to the requirements of these codes. Please refer to the Building Division's permit submittal checklist for additional information: http://www.ci.wheatridge.co.us/1068/Permit-Submittal-Information. Questions related to the requirements of the International Fire Code should be directed to the appropriate fire district in which the property is located. Site Plan Process The first step in the Site Plan approval process is the pre -application meeting which was completed on April 9, 2015. After the pre -application meeting, a formal application may be submitted. A materials board will be required at the time of application submittal. Please refer to the Site Plan checklist for all requirements; Staff will not accept incomplete applications. Applications must be submitted by appointment with a planner. When the application is submitted, a staff planner will be assigned to handle the case. This person is the project manager for the case and will be the contact at the City throughout the entire Site Plan review process. The case manager will review the submittal application for content. If all submittal requirements have been met, the proposal will be referred to outside service agencies (Xcel Energy, water district, fire district, etc.) and other City agencies (Public Works, Economic Development, etc.) for their review and comment, generally for a period of 15 days. After all comments have been received, the case manager will forward those to the applicant. Comments 3 will address any areas which the proposed development does not meet zoning requirements, such as setback/build-to requirements, site design, building design, parking requirements, etc. Modifications to the application may be required as a result of these comments. The applicant must address all comments and resubmit the relevant documents and drawings to show that the proposed development meets the zoning requirements. Once all comments and requirements have been met, the case manager will refer the Site Plan application to the Community Development Director for final approval. A copy of the approved Site Plan will be kept on file at the Community Development Department. Approval of the Site Plan application does not mean that a building permit has been issued. Once site plan approval is attained, the applicant may submit a building permit application with the Building Division. Please be aware that this information is only a general overview of the process and submittal requirements. There may be additional requirements specific to each case and the overall length of the process can vary greatly depending on the circumstances of the case. As each Site Plan application is different, the purpose of the aforementioned pre -application meeting is for staff to review the conceptual plans and give the applicant more information specific to his or her proposal.
