LIQUOR AUTHORITY Meeting was called to
order by Mayor Wilde at 7:00 p.m Council members present: Claudia
Worth, Jean Fields, Don Eafanti, Teri Dalbec, Janelle Shaver and Ken
Siler. Tony Solano arrived at 7:05. Jerry DiTullio was absent due to
his wife's surgery. Also present: City Clerk, Wanda Sang; City
Manager, Robert Middaugh; City Attorney, Gerald Dahl and Chief of
Police, Jack Hurst.
Motion by Mrs. Fields to amend the Agenda and hear Item 3 before Item
1 and Item 2; seconded by Mr. Siler.
Motion by Mrs. Dalbec to amend the Agenda and hear Item 3, Item 2 and
Item 1 in that order; seconded by Mrs. Fields; carried 6-0.
Item 3. Application for a Transfer of ownership from Murray
Investment, LLLP, dba Clancy's Irish Pub, 10117 West 37th
Place, Wheat Ridge, Colorado to 10117, LLC (Joyce Wood)
Ed Anderson, Attorney, introduced Joyce Wood to Council. Joyce Wood
gave an outline of the purchase plan and future operations for
Clancy's Irish Pub.
Motion by Mr. Solano to approve the Transfer of Ownership from Murray
Investment, LLLP, dba Clancy's Irish Pub, 10117 West 37th Place, Wheat
Ridge, to 10117, LLC for the following reasons:
1. All applications have been filed and fees have been paid.
2. Applicant is in possession of the premises by virtue of a
lease assignment dated June 1, 1997.
3. Applicant has been cleared by the police department.
Seconded by Mr. Eafanti; carried 7-0.

T Item 2. Application for a new Retail Liquor Store License from
Vernon D. Vohoska, dba "Vern's Liquors", 4403 Wadsworth
B1vd.,Wheat Ridge, Colorado.
Mr. Dahl opened the Hearing on the Application and the City Clerk read
title.
Mr. Vernon Vohoska was sworn in by the Mayor. Mr. Vohoska presented
his application. Councilmembers followed up with questions regarding
plans for opening at the current old location or the new location
which is in the planning stage. Mr. Vohoska stated this application
is for the old location (current) at 4403 Wadsworth Blvd.
Clarification by Mr. Dahl that when the new building is built and if
Vern's Liquors has the address of 4403 Wadsworth Blvd. then this
liquor license would transfer to the new location.
Mrs. Dalbec requested a map of the residents in this area.
Motion by Mrs. Dalbec to postpone until maps can be given to see
impact on the neighborhood. Motion died due to lack of second.
Motion by Mr. Siler for a New Retail Liquor Store License for Vernon
D. Vohoska, dba "Vern's Liquors", 4403 Wadsworth Blvd., Wheat Ridge,
Colorado for the following reasons:
1) All applications and fees required by statute have been filed and
paid.
2) Notice of hearing and posting of the premises have been
accomplished according to statutory requirements.
3) The applicant is entitled to occupancy of the premises by virtue
of a signed lease dated July 15, 1997.
4) The applicant has been cleared by the Police Department.
5) Nobody appeared to speak against this application;
Seconded by Mrs. Fields; carried 6-1 with Mrs. Dalbec voting no.

Item 1. Renewal Hearing on License Renewal for RyTy Futures, Inc.,
dba "Pigskins", The Ultimate Sports Saloon, 10051 I-70
Frontage Road, Wheat Ridge, Colorado.
Mr. Dahl gave the background on the Renewal Hearing.
Dan Carr, Attorney, was present and introduced his client, Claire
Stehle, representing Pigskins. Mr. Carr and Mrs. Stehle were both
sworn in by the Mayor.
City of Wheat Ridge Chief of Police, Jack Hurst, was sworn in by the
Mayor. Chief Hurst continued to outline the Police Department's
concern regarding Pigskin's in three areas:
1) Monitoring Alcohol Consumption of Customers.
2) Management/Employees must do a better job of monitoring the
demeanor of their customers i.e. situations must not escalate to
violence before police are called; action of the bar personnel
must be quick and consistent
3) Cooperation - Police Department would like to see as much
cooperation as possible with employees.
Mr. Carr and Mrs. Stehle explained that steps have been taken to
correct the situation at Pigskin's, specifically the three areas that
Chief Hurst outlined. Steps include: Exterior lighting, Evening
Doorman, Uniforms, Posted City Disturbance Signs, Owner on site more
often, patrol outside every hour and mandatory monthly classes for
employees on topics regarding customer demeanor.
Mayor Wilde opened the Public Hearing for anyone to speak.

Deliberation and Decision
Motion by Mrs. Shaver the Hearing be opened for the purpose to have
the record reflect that the following Exhibits were introduced at this
Hearing; 1) Notice of Hearing on License Renewal and 2) Liquor License
Renewal Hearing-July 21, 1997 (Police Department Handout); seconded by
Mr. Solano; carried 7-0.
Motion by Mrs. Worth to approve the application for renewal of the
alcoholic beverage license issued to RyTy Futures, Inc., dba Pigskins,
The Ultimate Sports Saloon, upon the following conditions:
1. Additional outside lighting that has been installed on the
licensed premises shall be illuminated from dusk until 3:15 a.m.
2. All employees of the licensed premises shall wear uniforms or
shirts of a uniform style and color identifying them as employees
of the Licensee.
3. An additional sign shall be placed on the door of the licensed
premises and at four locations within the licensed premises
reciting the text "ALL DISTURBANCES WILL BE REPORTED TO THE WHEAT
RIDGE POLICE DEPARTMENT."
4. The Licensee shall conduct mandatory monthly employee education
designed to keep continuing and new employees familiar with the
alcoholic beverage laws and the need to identify and protect
against over-serving and other causes of disturbances at the
licensed premises, and the importance of reporting such
disturbances. The owner of the licensed premises shall
demonstrate an increased presence at the licensed premises in
order to exercise personal and immediate control over employees
and patrons.
5. The Licensee shall institute and maintain a program for
transporting visibly intoxicated persons safely to their homes,
such as participation in the Budweiser Ride a Cab program. When
such program is not available, management of the Licensee shall
maintain and implement a program of individually calling cabs tp
take visibly intoxicated persons home.
6. The foregoing conditions shall be and become conditions of the
WHEAT RIDGE LIQUOR AUTHORITY MEETING MINUTES, AUGUST 18, 1997-

license itself, as permitted by 512-47-103(9), C.R.S.
Mrs. Worth further moved that Mr. Dahl bring back all of these
conditions and findings for Council to approve on final reading,
August 25, 1997; seconded by Mr. Solano; carried 7-0.
Motion by Mr. Solano for an amendment that a doorman shall be employed
on the premises during all hours the premises is open to the public.
The doorman shall make hourly surveillance patrols of the outside of
the licensed premises, including the parking lot. The position
coverage in the doorman's position shall be continuous; that is, when
the assigned doorman is unavailable due to a scheduled break or other
reasons, another qualified employee must assume the doorman duties
such that the protections afforded by the doorman position are
continuous during hours the premises is open to the public. This
Condition shall be reevaluated at the next ensuing renewal application
for this license, following regular cycling of the license for renewal
in January, 1998; seconded by Mr. Siler; carried 6-1 with Mrs. Dalbec
voting no.
