The Liquor Authority Meeting was called to order by Chairman Wilde at 9.00 am Liquor
Authority Members present: Dan Wilde, Harry Williams, Frank Sanzalone, Kent Davis, Rocco
Gioso, Judith DiCroce, Laura Leprino George Langdon was absent due to the death of his
brother Also present: Deputy City Clerk, Christa Jones
APPROVAL OF MINUTES OF October 14, 1999
Motion by Mr Williams for the approval of the Minutes of October 14, 1999, seconded by Mr
Davis, carried 6 in favor with Mrs Leprino abstaining
Item 1. Application for a new 3.2% Beer Retail License for Petroleum Concepts, LLC,
dba "breakplace/Conoco", 12851 West 32nd Avenue, Wheat Ridge
Christa Jones presented the staff report.
Alan Dill, attorney for the applicant, introduced Charles K. Moneypenny, Director of Human
Resources, Jack Stires, Senior General Manager; and Ted Hupp, District Manager They
were sworn in by the Chair They asked for approval of the application, gave background on
their company, training, philosophy, past experiences, showed pictures of the premises,
submitted their training manual, stated their willingness to take additional training from the
Wheat Ridge Police Department; stated that the manager of record has moved out of State
and they will notify the City as soon as a new manager is appointed
Motion by Mr Davis to approve the application for a new 3.2% Beer Retail License for
Petroleum Concepts, LLC, dba "breakplace/Conoco", 12851 West 32"d Avenue, Wheat Ridge,
Colorado, for the following reasons
(1) All applications and fees required by statute have been filed and paid

(2) Notice of hearing and posting of the premises have been accomplished according to
statutory requirements
(3) The applicant is entitled to occupancy of the premises by virtue of a signed Special
Warranty Deed, dated April 16, 1999
(4) The applicants have been cleared by the CBI and FBI
(5) The evidence adduced at the Public Hearing on November 18, 1999 established that the
desires of the residents of the neighborhood under consideration are for granting this license,
as evidenced by petitions bearing
21 signatures in favor of issuance
42 signatures in opposition, and
38 signatures evidencing no opinion
and that issuance of this license is consistent with the needs of the neighborhood under
consideration, seconded by Mr Williams, carried 7-0
Attorney Alan Dill thanked the Authority for holding their meetings in the morning rather than
evening hours
Motion by Mr Wilde to set a renewal hearing date for Pink Cadillac Saloon for December 9,
1999 at 9.00 a m , seconded by Mr Sanzalone, carried 7-0
Motion by Mr Wilde to adjourn, seconded by Mr Davis, carried 7-0
Meeting adjourned at 9 55 a m
