The Liquor Authority Meeting was called to order by Chairman Wilde at 9 00 a.m Liquor
Authority Members present: Dan Wilde, Harry Williams, Frank Sanzalone, Kent Davis, George
Langdon, Rocco Gioso, Judith DiCroce and Laura Leprino Also present: Deputy City Clerk,
Christa Jones, City Attorney, Gerald Dahl
Item 1. Transfer of Ownership from El Mexicano Parilla Bar, 4105 Wadsworth Blvd ,
Wheat Ridge, to El Jaliciense, LLC , dba El Jaliciense
Deputy City Clerk, Christa Jones, read the portion of the Minutes from December 9, 1999
pertaining to this Item She also stated that the property had been posted and the applicant
notified in writing of this Transfer Hearing She referred to the new application packet
submitted this morning, which had changed the applicant from an individual owner to a Limited
Liability Company and fully answered the questions and discrepancies on the background
report and individual history record
Mr Dunn explained that the only person on the Limited Liability Company is Mr Aurelio
Padilla. Mr Dunn waived any potential defects in the notice that was issued to Mr Padilla as
an individual owner He introduced the interpreter for Mr Padilla, Jack Mudry, who was
sworn in by the Chair Also sworn in were applicant, Aurelio Padilla, and bookkeeper, Karen
Marquez, who had filled out the original application
Karen Marquez explained that she does bookkeeping for businesses and has only filled out 2
other liquor applications in the past 4 years She was very distracted when she filled out Mr
Padilla's application because her mother was very ill in the hospital and subsequently died
She stated that she sat across the table from Mr Padilla and read him the questions in English
and wrote down his answers. If answers were required on more than one form she may have
omitted filling in the answer on the other form, such as the Social Security Number Some of
the information was faxed to her at a later date and she put them on one form, but not the
other Once the forms were filled out she had Mr Padilla sign them, but never asked him to
review them Mr Padilla told her that he had had a D U I in December 98 and she put that
down on one form, but didn't put it on the other form because she thought a D U I was a
traffic violation and those were not required to be reported

Mr Padilla at no time attempted to hide that information As far as the entertainment question
is concerned, Mr Padilla stated that at this time he would have only a juke box, but that might
change later She advised him to put down the entertainment so he would be covered if he
decided to do that later
Once she was informed by the City Clerk's Office that Mr Padilla had had a liquor violation in
his Restaurant in Denver and called him about it, he immediately brought down the paperwork
to her and explained that he had not understood her question when she had asked him about
liquor violations
Aurelio Padilla stated that he can read English, but does not speak or understand it perfectly
He has been in this Country since he was 13 years old and started out as a dishwasher,
worked his way up to busboy, waiter, manager and eventually bought his own place, he is a
hard worker and does not believe in lying, he is an honest person He agreed with Karen
Marquez as to how the application had been filled out. He is planning on attending the Wheat
Ridge Police training for liquor licensees and will be accompanied by his son in case he has
difficulty understanding English Mr Dunn has supplied him with written materials regarding
liquor laws and he answered Mr Dunn's questions regarding those laws
Upon questioning by the City Attorney, Mr Padilla stated that he has no objection to having a
condition placed on his license that there will be no live entertainment.
Motion by Mr Gioso to approve the Transfer of Ownership from Santiago Ramirez, Jr to El
Jaliciense, LLL., dba El Jaliciense, 4105 Wadsworth Blvd , for the following reasons
1 All applications and fees required by statute have been filed and paid, 2 The applicant will
be entitled to occupancy of the premises by virtue of a signed lease assignment dated
December 21, 1999; 3 The applicant has not been cleared by the Police Department, but
investigation of the Liquor Authority at their meeting of December 23, 1999 cleared up all of
the Authority's questions, with the condition that no live entertainment be allowed at this
establishment; seconded by Mr Williams, carried 8-0
Motion by Mr Sanzalone to adjourn, seconded by Mrs DiCroce, carried 7-1 with Mr Gioso
voting no
