The Liquor Authority Meeting was called to order by Chairman Davis at 9.00 a.m Liquor
Authority Members present: Dan Wilde, Kent Davis, Rocco Gioso, Judith DiCroce, Laura
Leprino, and William Snell. Frank Sanzalone arrived at 9.03 a m Robert Alldredge was on
vacation Also present: Deputy City Clerk, Christa Jones
APPROVAL OF MINUTES OF July 27, 2000
Motion by Mr Gioso for the approval of the Minutes of July 27, 2000; seconded by Mr Snell,
carried 6-0
Item 1. Application for Special Events Permit from St. Martin Society #134, Polish
National Alliance, 11460 West 44th Avenue, Wheat Ridge
Item 1 was introduced by Christa Jones, who presented the staff report.
Applicant John Fedorowicz, was present and asked for approval of the application.
Motion by Mr Wilde to approve the Special Events Permit for St. Martin Society #134, 11460
West 44th Avenue, to dispense Fermented Malt Beverage (3.2% Beer) on September 10, 2000
from 12 00 p m to 7 00 p m , seconded by Mr Gioso, carried 7-0
Item 2. Application for a new Hotel & Restaurant Liquor License for Sourygno Joe
Phanekham, dba "TV Cuisine Inc.", 4980 Kipling Street, Wheat Ridge
Item 2 was introduced by Christa Jones, who presented the staff report.
Applicant Sourygno Joe Phanekham was sworn in by the Chair; answered questions and
asked for approval of his application

Motion by Mr. Gioso to approve the application for a new Hotel & Restaurant Liquor License
for Sourygno Joe Phanekham, dba "TV Cuisine, Inc.", 4980 Kipling Street, Unit #12, Wheat
Ridge, Colorado, for the following reasons
(1) All applications and fees required by statute have been filed and paid
(2) Notice of hearing and posting of the premises have been accomplished according to
statutory requirements
(3) The applicant is entitled to occupancy of the premises by virtue of a signed lease dated
July 3, 2000
(4) The applicant has been cleared by the Police Department.
(5) The evidence adduced at the Public Hearing on August 24, 2000 established that nobody
spoke in opposition to the granting of this license and that issuance of this license is consistent
with the needs of the neighborhood under consideration,
seconded by Mr Wilde, carried 7-0
Information Only
Christa Jones gave update regarding non-English speaking applicants and presented the
survey conducted by Janice Smothers with Lakewood and Arvada.
Christa Jones asked if any of the Liquor Authority Members wanted to attend the Advanced
Liquor Licensing Workshop that will be conducted by Matt Cook, Licensing Administrator and
Enforcement Team supervisor for the Colorado Liquor Enforcement Division Anybody
interested should contact the Clerk's Office and we will make the reservations
The next Liquor Authority meeting will be held on September 14, 2000; Mr Sanzalone and Mr
Gioso will be out of town
Motion by Mrs DiCroce to adjourn, seconded by Mr. Sanzalone, carried 7-0
Meeting adjourned at 9:28 a m
