Chairman Kent Davis called the Liquor Authority Meeting to order at 9.00 a m. Liquor
Authority Members present: Frank Sanzalone, John Miks, Kent Davis, Anthony Davia,
Brenda Locricchio, Robert Alldredge and Judy DiCroce Also present: Administrative
Assistant, Janice Smothers
Motion by Mrs DiCroce for approval of the Minutes of May 8, 2003, seconded by Mr Miks,
carried 6-0 with Mr Alldredge abstaining
Item 1 Public Hearing on Application for a new Retail 3.2% Beer Off Premises
License for TA Operating Corporation, dba "Denver West TravelCenter",
12151 West 44`h Avenue, Wheat Ridge, Colorado
Janice Smothers introduced Item 1
Denver West TravelCenter Manager, Steve Spaeth, 8690 W 51 s` Ave , Arvada. CO, was
Present and stated that this application was handled at the corporate level and more and
more of TA Operating Corporation's sites (132) across the country are applying for similar
licenses
Questions from the Authority followed
Clerk's Office Surveyor, Bob Gaspar presented the survey procedure and results
Mr Alldredge will be voting against this due to the fact that other off premise licensee's are
right down the street and he has major concerns about safety issues
Mrs. DiCroce stated that the neighborhood survey doesn't mean a lot to her in this instance
She is concerned about people on the highway and people on the street. Mrs DiCroce also
stated that there are five other stores close to this location
Motion by Mr Miks to deny the application for a new Retail 3.2% Beer Off Premises
License for TA Operation Corporation, dba "Denver West TravelCenter", 12151 West 44`h
Avenue, Wheat Ridge, Colorado, for the following reasons
1 The evidence adduced at the Public Hearing of June 12, 2003 indicates that the
desires of the residents of the neighborhood under consideration is for denial of this
license, as evidenced by petitions bearing 27 signatures opposed to granting.

2 The reasonable requirements of the neighborhood within a one-mile radius of the
proposed site are adequately served by virtue of 3 outlets possessing a similar
license existing in or near said neighborhood
Motion seconded by Mr Alldredge, carried 5-2 with Mr Davia and Mrs Locricchio voting no
Item 2 Notice of Alleged Liquor Violation at Prk N Pik Liquors, 9345 West 44th
Avenue, Wheat Ridge
Janice Smothers introduced Item 2
Motion by Mrs DiCroce that a Notice of Hearing and Order to Show Cause be prepared by
the City Attorney and executed by the Deputy City Clerk and be issued to the owner of Prk
N Pik Liquor, 9345 West 44th Avenue, Wheat Ridge, Colorado, based on allegations
contained in the attached Notice of Alleged Liquor Code Violation, seconded by Mr
Sanzalone, carried 7-0
Mrs. Locricchio said that she will not be able to attend the July 10th meeting
Meeting adjourned at 9.50 a.m
