July 10, 2003
Chairman Kent Davis called the Liquor Authority Meeting to order at 9 00 a m Liquor
Authority Members present: John Miks, Kent Davis, Anthony Davia, Robert Alldredge and
Judy DiCroce Brenda Locricchio and Frank Sanzalone were absent. Also present:
Administrative Assistant, Janice Smothers
Motion by Mr Alldredge for approval of the Minutes of June 12, 2003, seconded by Mrs
DiCroce, carried 5-0.
PUBLIC COMMENT
Ed Gregory III, 6710 W 47th Ave, Wheat Ridge, CO 80033, asked to speak with the
Authority about an incident at Vern's Restaurant & Lounge which occurred on June 22,
2003 Mr Davis explained that the Authority could not hear this complaint because of
the chance that it would come before the Authority at a later date For the record, Mr
Davis accepted a written statement from Mr Gregory

Janice Smothers gave the introduction to the Show Cause Hearing which outlined the
proposed violations which occurred on May 17, 2003
Licensee, Kyung Kwan Rho, was present and sworn in by the Chair Also present, Mr Oh,
Mr Rho's interpreter
Officer Koback, Wheat Ridge Police Department, was sworn in by the Chair and testified
regarding the events of May 17, 2003
Mr Rho, stated that he was busy working and that he did not notice the customer's
behavior
Questions from the Authority followed
Motion by Mr Miks that a violation of C R.S Section 12-47-901(1)(a) and Section 16-127(e)
of the Wheat Ridge Code of Laws occurred, seconded by Mr Alldredge, carried 5-0
Officer Berkowitz stated that the Police Department recommends a penalty of a 3 day
suspension held in abeyance since this was a first violation for Prk N Pik
Liquors Also, Officer Berkowitz requested that the Authority stipulate that it should be
mandatory for Mr Rho to attend the next liquor class held by the Police Department and

that it will be necessary for an interpreter to accompany him to the class
Motion by Mr Alldredge to direct the City Attorney to prepare findings for this meeting and
to suspend the license for Prk N Pik Liquors for a period of 3 days and the 3 days held in
abeyance for 6 months Mr Alldredge further moved that Mr Rho attend the Wheat Ridge
Police Departments liquor class with an interpreter; seconded by Mr Miks, carried 5-0
Officer Berkowitz introduced Officer Paula Balafas who will be the taking over the liquor
Issues for the Police Department on or around September 13, 2003
Meeting adjourned at 9.51 a m
