HomeMy WebLinkAbout03/25/2004LIQUOR LICENSING AUTHORITY STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W. 29th Avenue, Municipal Building March 25, 2004 Chair Kent Davis called the Liquor Authority Meeting to order at 9.00 am Liquor Authority Members present: Judith DiCroce, Anthony Davia, Robert Alldredge, Brenda Locricchio, Kent Davis, Frank Sanzolone and John Miks. Lloyd Donnelly was absent. Also present: Administrative Assistant, Janice Smothers Motion by Mrs DiCroce for approval of the Minutes of November 13, 2003, seconded by Mr Sanzalone, carried 7-0. Item 1 Application for a Transfer of Ownership - Vern's Liquor, 7605 W 44th Ave., Wheat Ridge Janice Smothers introduced Item 1 Applicant, Sok Ki Lee, 4029 S Jericho Ct., Aurora, CO, was present and sworn in by the Chair Interpreter for Mr Lee, Mr Steve Ahn, was also present. Questions from the Authority regarding this ownership change followed Mr Lee (and his interpreter) will attend the Liquor Training Class held by the Wheat Ridge Police Department. Motion by Mr Miks for approval of the Transfer of Ownership from Hee Sook Lee, dba "Vern's Liquors", to Sok Ki Lee, dba "Vern's Liquors", 7605 W 44th Ave, Wheat Ridge, for the following reasons 1 All applications and fees required by statute have been filed and paid 2 The applicant will be entitled to occupancy of the premises by virtue of a signed lease dated February 26, 2004 3 The police department has cleared the applicant. Seconded by Mr Alldredge, carried 7-0 Chair Davis asked to discuss Information Only Items prior to hearing Item 2. The Authority agreed LIQUUK AU I HOKI I Y MIND 1 t5 MAKUH 25, ZUU4 PAGE 2 In reviewing the "Information Only" letter from the Police Department to Jeremy Frisk, Longshots Bar, dated February 9, 2004, Mr Davis wanted to discuss the bar disturbance that occurred on February 1, 2004 and the notice that Mr Frisk received from the Chief of Police In the Chiefs letter to Mr Frisk, the first paragraph states that " . notice to the licensee that the particular incident maybe considered at their license renewal period We recognize that some incidents occur that are not readily apparent to the employees of the licensed premise, but could become an issue at the time of renewal " Mr Davis asked that the Authority meet with the Chief of Police to discuss the procedure that is currently in place for "warning letters" such as this, and in particular, the Liquor Licensing Authority's role in the renewal process when these letters are issued Janice Smothers explained that all renewals are sent to the police department for clearance before the license is renewed The police department checks the licensee's file for police calls, disturbances, etc and signs off on license for renewal before it can be issued The Clerk's Office will follow up and schedule a time for Chief Hurst to attend a future Liquor Authority Meeting Item 2 Election of new Chair Motion by Mr. Davis to elect Mr Miks as the new Chair; seconded by Mr Sanzalone, carried 6-0 with Mr. Miks abstaining Motion by Mrs DiCroce to elect Mr Alldredge as the new Vice Chair; seconded by Mrs Locricchio, carried 6-0 with Mr Alldredge abstaining Motion by Mr Miks to adjourn, seconded by Mr Sanzolone, carried 7-0.
