HomeMy WebLinkAbout06/10/2004LIQUOR LICENSING AUTHORITY MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W. 29th Avenue, Municipal Building June 10, 2004 Chairman Miks called the Liquor Authority Meeting to order at 9.00 am Liquor Authority Members present: Judith DiCroce, Anthony Davia, Brenda Locricchio, Kent Davis, John Miks and Frank Sanzolone Lloyd Donnelly was absent. Robert Alldredge arrived at 9.05 a.m. and left at 9.45 a.m to attend a funeral Also present: Deputy City Clerk, Christa Jones Motion by Mr Davis for approval of the Minutes of May 27, 2004, seconded by Mrs. DiCroce, carried 5-0 with Mr Miks abstaining Item 1 Discussion with Police Chief Jack Hurst regarding various issues and concerns expressed by the Liquor Authority Chief Hurst outlined the Police Departments procedures for- a Warning Letters to liquor establishments lft~  Liquor License Renewal Process Questions from the Authority followed which included  Should Authority Chair sign off on the License Renewal?  Mr Miks is concerned because the letters sent by the Chief are a "double edged sword" because the establishment did the right thing by calling the police because of an incident, but are receiving a warning regarding the occurrence  Mr Alldredge doesn't want the letters sent by the Chief to prejudice the Authority in any way Discussion was held Motion by Mr Davis to send a letter to Jerry Dahl regarding warning letters and if it would be wise to have the Chair sign off on the renewal applications and what his opinion is on how many letters, if any, the Authority could use in the renewal application process, seconded by Mrs DiCroce Mr Alldredge will vote against the Motion because he believes it is two separate issues 1) The legality of warning letters 2) Should the current renewal process be changed? Motion failed 7-0 LIQUOR AUTHORITY MINUTES JUNE 10, 2004 PAGE 2 Motion by Mr. Alldredge to schedule a Study Session within the next 60 days between the Authority, City Attorney and the Clerk's Office Staff to have a discussion and to get the Attorney's opinion on 1) Process regarding renewals 2) Review of letters, i.e legality, impact, consideration of letters on renewals and violations, seconded by Mr Davis; carried 7-0. Item 2. Application for Change of Corporate Officers from Virgo Restaurants Inc , d b a "Rumours", 6920 West 38th Avenue, Wheat Ridge Christa Jones introduced Item 2 Applicant Debra Bock was present and sworn in by the Chair Motion by Mr Davis to approve the Change of Corporate Officers for Virgo Restaurants, Inc. d b.a. "Rumours", 6920 West 38th Avenue, by the addition of Debra S Bock as Secretary/Treasurer and 50% stockholder; seconded by Mr Sanzalone, carried 6-0 Item 3. Application for Name Change from "El Viejo" to "Las Margaritas Restaurant & Bar", located at 10151 West 26th Avenue, Wheat Ridge Christa Jones introduced Item 3 Motion by Mrs Locricchio to approve the Change of Trade Name from "El Viejo" to "Las Margaritas Restaurant and Bar" seconded by Mr Sanzolone, carried 6-0. Item 4 Application for a new Tavern Liquor License from Key West Lounge and Super Club Inc., d b a. "Key West Lounge and Supper Club", 10151 West 261 Avenue, Wheat Ridge Christa Jones introduced Item 4 and discussion was held Mr Miks will vote against waiving the survey because he is concerned about needs and desires of the neighborhood Motion by Mr. Davis to waive the neighborhood survey for Key West Lounge and Supper Club Inc at 10151 West 26th Avenue, because the needs and desires of the neighborhood have already been established and won't be adversely impacted by the addition of this Tavern and further moved to set a public hearing date for July 8, 2004 and order the property posted and the public hearing published in the Wheat Ridge Transcript; seconded by Mr Davia, carried 5-1 with Mr Miks voting no Officer Carley introduced himself to the Liquor Authority Officer Carley will be taking Sergeant Balafas place while she is on leave LIQUOR AUTHORITY MINUTES JUNE 10, 2004 Motion by Mr Sanzolone to adjourn, seconded by Mr Miks, carried 6-0.
