STUDY SESSION NOTES
CITY COUNCIL MEETING
CITY OF WHEAT RIDGE, COLORADO
City Council Chambers

Mayor Jerry DiTullio called the Study Session to order at 6:35p.m. Council
Members present: Karen Berry, Dean Gokey, Wanda Sang, Mike Stites, Lena
Rotola, Tracy Langworthy. Also present: City Clerk, Michael Snow; City
Treasurer, Larry Schulz; City Manager, Randy Young; Parks and Recreation
Director, Joyce Manwaring; Community Development Director, Kenneth
Johnstone; Economic Development Specialist, Ryan Stachelski; Assistant to the
City Manager, Heather Geyer; and interested citizens.
Council Members Terry Womble and Dean Gokey were absent. Mrs. Adams
arrived at 6:43pm.
Item 1.
Staff Reports
An Ordinance Amending Section 17.22 and 17.32 of the Wheat Ridge Code of
Laws concerning restrictions of use of Lakes and Waterways within the City.
Commander Joe Cassa explained the need for Code changes pertaining to the
recreational use of the City's lakes and waterways. A draft Ordinance was
presented to Council addressing these changes. Council voiced no objections to
the proposed Ordinance.
Mrs. Manwaring provided a report to Council on the existing contracts with the
Wheat Ridge Historic Society (included in this packet).
Mr. Goff informed Council of a Metro Mayor's Caucus Health and Wellness
Memorandum Of Understanding that will be brought forth for Council approval at
the next regular meeting. Council voiced no objections.
Mayor DiTullio provided Council a list of accomplishments in the past six months
of the Assistant to the Mayor, Council and City Clerk, Janice Smothers (included
in packet). Mr. DiTullio also informed Council of the Wheat Ridge Wines & Dines
event planned by Wheat Ridge 2020 on October 2nd, 2008 and suggested
Council sponsor a facility, such as the Rec Center, for $1 ,500 or less.

Mr. Schulz informed Council of a Pet Adoption Party taking place the weekend of
July 1ih. Also, Mr. Schulz continues to attend the Governor's Task force on
Transportation. It has been extended and expanded to include implementation in
its scope of work. Mr. Schulz believes a consensus proposal may be coming
forth in the coming months and he will share that with Council when it does.
Item 2.
Citizen Survey Presentation
Shannon Hayden and Laurie Urban of the National Research Center
summarized and interpreted various results of the survey for Council. The final
version of the report will be available in a couple weeks.
Ms. Geyer asked Council to continue to review the full survey results and submit
questions they have on them to Ms. Geyer by July 14th. The survey results will
be published in the City Connections Newsletter and will also be available to the
public online in pdfformat on the City's website.
Item 3.
Public Infrastructure Funding Information Program
Paul Hanley and Josh Magden of George K. Baum & Company presented the
results and interpretation of the Public Opinion Survey mailed to residents in May
of 2008. A memorandum was distributed to Council (included in this packet)
outlining specific survey results and the overall Public Information Program
timeline.
Mr. Hanley and Mr. Magden described the next steps in the Public Information
Program, including a Phone Poll to be conducted in July and Open Houses
scheduled for July and August.
Mr. DiTullio called for a break at 7:43pm; to resume at 7:55pm.
Item 4.
Zoning Code Changes to support implementation of the NRS and
support efforts of WR 2020
Mr. Johnstone provided a summary presentation (included in this packet) of the
progress made thus far on zoning changes recommended in the NRS and an
outline of further Code and Charter amendments recommended by City Staff.
Council expressed support of Staffs recommended strategy in implementing the
short, mid and long-term Code and Charter amendments.

A letter was presented to Council on the issue from WR2020 director, Rob
Osborn (included in this packet).
Mayor DiTullio adjourned the Study Session at 8:23pm to convene a Special City
Council Meeting Executive Session.
