STUDY SESSION NOTES
CITY COUNCIL MEETING
CITY OF WHEAT RIDGE, COLORADO
City Council Chambers

Mayor Jerry DiTullio called the Study Session to order at 6:31 p.m. Council
Members present: Karen Berry, Karen Adams, Dean Gokey, Wanda Sang, Mike
Stites, Lena Rotola and Tracy Langworthy. Also present: City Clerk, Michael
Snow; City Treasurer, Larry Schulz; City Manager, Randy Young; Deputy City
Manager, Patrick Goff; Police Chief, Dan Brennan; Assistant to the City Manager,
Heather Geyer; and interested citizens.
Council Member Terry Womble was absent.
Item 1.
Staff Reports:
Adam Walsh Act and the Impact on the Wheat Ridge Police
Department
Chief Brennan briefed Council on the implications and impacts of the recently
passed Adam Walsh Act on the Wheat Ridge Police Department staffing and
resources. The Police Department anticipates needing an additional 20 work-
week hours of staffing personnel in 2009 to meet the additional demands of the
Act on the Sex Offender Registration program in Wheat Ridge.
Impact of New Evidence Legislation
Chief Brennan briefed Council on the background and impacts of this Legislation
on the Police Department's requirements for evidence preservation and storage.
Pictures were provided of the current evidence storage facilities and the lack of
available space. The Police Department will be requesting funding for additional
Space-Saver storage shelving and HV AC equipment for the Shops Evidence
Building to accommodate the anticipated effects of this legislation in the 2009
Budget.
Patrick Goff handed out a synopsis of the Colorado State Legislative
developments in 2008 for Council's review.
Item 2.
Public Infrastructure Funding Information Program
Josh Magden and John Hanlen of George K. Baum Inc. reviewed the results the
Phone Poll Survey of Wheat Ridge residents on the Council proposed Ballot
funding measures. The firm recommended eliminating the Recreation Center
expansion due to the apparent level of support in the surveys and spoke of the
risks in passing any measures in future years if they fail this year.
Council discussed the pros and cons of each proposed measure and which
measures to initiate as Ballot items in this year's election. Council also
discussed the needed public education efforts for these measures to pass.
Mr. Gokey asked Council for consensus to move all proposed ballot measures
forward to the voters. Mayor DiTullio continued the dialog before calling the
question.
Rob Osborn, Director of Wheat Ridge 2020, spoke in favor of the Recreation
Center expansion measure and the removal of the Height & Density restrictions
in the City Charter.
Dean Gokey left the meeting at approximately 7:40pm.
Council expressed consensus to support the Drainage Infrastructure Funding
measure, the Height & Density Charter change and the two separate 38th Avenue
Reconstruction projects as one measure.
Ms. Berry asked Councii for consensus to omit the Recreation Center Expansion
from the referred measures; consensus was 6-0 in favor.
Item 3.
DRCOG - Referendum 0, Colorado Economic Recovery Act
DRCOG - Initiative 126, Savings Account for Education
Ms. Berry led a brief discussion on these State proposed measures and asked
Council for consensus to support a City endorsement of both. All Council
Members expressed support.
Mayor DiTullio adjourned the Study Session at 8:09pm
