HomeMy WebLinkAbout02/02/2009STUDY SESSION NOTES CITY COUNCIL MEETING CITY OF WHEAT RIDGE, COLORADO Wheat Ridge Recreation Center 4005 Kipling Street February 02, 2009 The Study Session was preceded by a Legislative Dinner with CDOT Commissioner Jeanne Erickson, District 2; Senator Moe Keller, District 20; and Representative Sue Schafer, District 24. The legislative issues discussed included Transportation, Fiscal Policy, Local Control and Home Rule; Land Use and Development; Public Safety. Mayor Jerry DiTullio called the Study Session to order at 8:27p.m. Council Members present: Karen Adams, Dean Gokey, Tracy Langworthy, Lena Rotola, and Wanda Sang. Also present: City Clerk, Michael Snow; City Treasurer, Larry Schulz; City Manager, Randy Young; City Attorney, Jerry Dahl; Community Development Director, Kenneth Johnstone; Parks and Recreation Director, Joyce Manwaring; Assistant to the City Manager, Heather Geyer; Police Commander, Jim Lorenz; Public Works Director, Tim Paranto; Economic Development Specialist, Ryan Stachelski; and interested citizens. Council Members absent were Mike Stites, Karen Berry, and Terry Womble. Staff Reports: Zoning Code Amendments - Mr. Young provided Council a memo (attached to this packet) regarding four Zoning Code Amendments recommended for approval by the Planning Commission and scheduled for consideration by the City Council in February and March. Mr. Paranto briefed Council on an opportunity to acquire and demolish the home at 3453 Simms Street in effort to reduce flooding threats in the area. The majority of Council Members present indicated they supported Staff to prepare a contract for the purchase, with the final purchase requiring formal approval by the Council at subsequent regular meeting. Mrs. Manwaring informed Council of a Resolution to be heard at the February 23, 2009 regular meeting to approve the adoption of a revised Park Naming Policy. The policy was reviewed by the Parks Commission in January and passed by a majority vote for recommendation for approval by the Council. Study Session Notes, February 2, 2009 Page 2 of 2 Item 1. Northwest Lakewood Sanitation Property Acquisition. Joyce Manwaring presented the staff report and introduced Craig Carter, Environmental Engineer with Jacobs Carter Burgess, who shared with Council the findings of his overall evaluation of the Environmental Assessments on the property located at 41St & Miller Streets. The Council reached consensus to request that the District clean up the entire property to residential standards, to demolish all structures on the property, and to acquire a closure letter from the Health Department certifying satisfactory cleanup. Council also expressed support to grant the District's request to waive indemnification after cleanup as part of the bargain and sale agreement and to move forward with the property acquisition contingent on these conditions.
