CENSPACE, LLC inspected the footing and retaining wall reinforcing prior to the placing of
concrete on Februrauy 27d' and March 2nd. It is my opinion that the reinforcing was placed
according to the approved structural plans.
These statements represent the opinions of the undersigned based upon the information presented
in this report. This report is based upon a relatively short time observation ("snapshot in time")
and some of the information may have been supplied by others. Unless specifically noted below
this report does not cover electrical, mechanical/plumbing or subsoil conditions including the
existence of mold. Since portions of the structure are not available for observation without using
destructive methods, CENSPACE, LLC makes no warranty of guarantee, neither implicit nor
explicit, that any portion of the contents of this report and/or associated drawings represents the
complete or sole solution with respect to hidden defects or unknown conditions. The undersigned
believes that the judgments expressed in this report are consistent with that degree of skill and
care ordinarily exercised by practicing professionals performing similar design services under

On behalf of the Wheat Ridge Sanitation District (WRSD), Martin/Martin Inc., acting as the District Engineer, offers
the following in response regarding the proof of submission for retaining walls associated with the above
referenced project.
Although the sanitary sewer service line for 7150 W. 3211 Place (property not fronting Teller Street) will require a
service line easement, which Martin/Martin is completing currently. It appears from the attached retaining wall
plan that this service line easement would sit to the north of the retaining wall, without encroachment, located on
the west side of 7160 W. 32' Place.
The District has no objection to location of the retaining walls as shown on the grading plan dated December 51n
2016.

After looking at your site plan again I can't see how the retaining walls would impact the
installation of a water tap for each unit. The water main that you will connect to is in W.
32nd Place and the services will run directly in to the property with the meters installed in a
landscaped area. The service lines downstream of the meters on W. 32nd PI will be private
and not owned by Consolidated Mutual Water. Even though we won't own the private
services, I see no way that the proposed retaining walls will be an issue.
If there are additional questions, please ask Wheat Ridge to call me directly so that I can
better understand their concerns.

City of Wheat Ridge requires written acknowledgment from affected utilities (XCEL,
Comcast, Century Link, water district, sewer district) with regard to services for the above
addresses. Specifically, they should be apprised that retaining walls of varying heights are
intended for both 10' side lot utility easements and the 5' back lot utility easement. These
retaining walls vary in height from 0'-10' and from 2'-3" to 7'-6" in footer width, occupying
significant portions of the three easements.
The written acknowledgments from the utility agencies shall be signed and dated by an
authorized representative and copy provided to the City.
East Properly Line
Applicant states no construction shall occur outside of property, with specific reference to
retaining wall footers or retaining walls.
Applicant reports existing 4' chain link fence occupies easterly 1' of applicant's property,
and therefore not on easterly neighbor's property.
Retaining wall footers along the east property line encroach upon fence location to the
extent that protection of fence appears to be impossible. Applicant stated his intention to move

Dear Mr. Mann,
Public Works has reviewed the Retaining Wall Details (RT.1) and the Grading Plan (G1) and has the
following comments (previous review comments that remain unaddressed are in red):
General Observations
1. The Grading Plan submitted on January 30, 2017 appears unchanged from previous submittal
of 12/19/2016. Comments contained herein are directed only with regard to the retaining
walls.
2. Upon review of the submitted Retaining Wall plans and details, it appears the wall footers on
the east side are close to the property line. All construction shall be performed within the
bounds of the property, unless written acknowledgement has been obtained from all affected
property owners.
3. Adjacent properties shall be protected from excavations, stormwater runoff, and any other
construction activities.
Retaining Walls
1. Applicant shall obtain Written Acknowledgment from all applicable utility companies prior

The utilities of concern are XCEL, Comcast, Century Link, the water district and the sewer
district. To date, no acknowledgment has been received. Retaining wall footers occupy
significant portions of the utility easements on three sides of the property.
2. Care will need to be taken for construction along the east property line to protect adjacent
property owner's fence. (previous comment) Retaining wall footings extend nearly to
property line and it is unclear how they can be built without disturbing or jeopardizing the
existing fence. Should shifting the wall become necessary, the effects to the swale vis-a-vis
channel capacities, side slopes, etc. will need to be re -visited.
3. Swale on east side of property is a major drainage component of site.
Offsite runoff enters the swale at the southeast corner and is conveyed northerly at nearly
28% slope. This area will require armoring to protect from scouring and to reduce velocity.
As the runoff continues northerly, different swale treatments may be needed in different areas
of Swale due to grade. Consider grouted riprap or similar. This previous comment relates to
retaining wall locations and footings as addressed in 2. b.

Phil,
I tried to call you but you didn't answer. I have attached the District map. As you can see there are no sanitary sewer
facilities to the north as shown on duplex plans from Baseline. The mainline is located within Teller Street to the west.
A couple of options.
You will need to indicate for the eastern unit's service line an easement (recorded and in place) across the
western unit's property to allow connection into the mainline within Teller.
The western unit has no issues with heading west and connecting into the mainline in Teller. The retaining wall
would not be an issue as the service line is the responsibility of the owner. It would be the homeowner's
responsibility to fix something under the retaining wall if the future need should occur.
If an easement granted to the eastern property from the western property is not a preferred option, a sanitary
sewer extension from MH AQ -3 heading west (10' inside the property of 7160 W. 32nd Place) would need to be
installed according to the rules and regulations.
I asked the question regarding the existing utilities as this issue can occur with design if you don't do research regarding
the existing utilities to service the property.
I have not attached the submission proposal as we will need to see a revised site plan indicating the service lines
(separate for each unit) prior to signing this document.

Dear Mr. Mann,
Public Works has reviewed the Retaining Wall Details (RT. 1) and the Grading Plan (G1) and has the
following comments (previous review comments that remain unaddressed are in red):
General Observations
1. The Grading Plan submitted on January 30, 2017 appears unchanged from previous submittal
of 12/19/2016. Comments contained herein are directed only with regard to the retaining
walls.
2. Upon review of the submitted Retaining Wall plans and details, it appears the wall footers on
the east side are close to the property line. All construction shall be performed within the
bounds of the property, unless written acknowledgement has been obtained from all affected
property owners.
3. Adjacent properties shall be protected from excavations, stormwater runoff, and any other
construction activities.
Retaining Walls
1. Applicant shall obtain Written Acknowledgment from all applicable utility companies prior
to any construction activities within easements. (previous comment)
The utilities of concern are XCEL, Comcast, Century Link, the water district and the sewer
district. To date, no acknowledgment has been received. Retaining wall footers occupy
significant portions of the utility easements on three sides of the property.
2. Care will need to be taken for construction along the east property line to protect adjacent
property owner's fence. (previous comment) Retaining wall footings extend nearly to
property line and it is unclear how they can be built without disturbing or jeopardizing the
existing fence. Should shifting the wall become necessary, the effects to the swale vis-a-vis
channel capacities, side slopes, etc. will need to be re -visited.
3. Swale on east side of property is a major drainage component of site.
Offsite runoff enters the Swale at the southeast corner and is conveyed northerly at nearly
28% slope. This area will require armoring to protect from scouring and to reduce velocity.
As the runoff continues northerly, different swale treatments may be needed in different areas
of swale due to grade. Consider grouted riprap or similar. This previous comment relates to
retaining wall locations and footings as addressed in 2. b.

inspection and PRIOR to the first framing inspection, a completed, signed and sealed,
Foundation Setback and Elevation Certification shall be submitted to the City for review.
The certification form shall be fully completed by a Professional Land Surveyor licensed in
the state of Colorado, stating that the foundation was constructed in compliance with all
applicable minimum setback and elevation requirements of the City.
LR: For one- or two-family dwellings, the first twenty-five feet (251) of driveway area
from the existing edge of pavement into the site shall be surfaced with concrete, asphalt,
brick pavers or similar materials. A right-of-way permit may be required; contact Public

All landscaping shall be in conformance with Section 26-502 of the Zoning and Development
Code. All landscaping shall ve installed in accordance with the approved landscape plan
prior to C.O., a landscape escrow agreement with financial guarantee in the amount of 125%
of the cost of the installation shall be required.

On behalf of the Wheat Ridge Sanitation District (WRSD), Martin/Martin Inc., acting as the District Engineer, offers the
following in response to the provided plumbing plans for a new duplex at 7150 W. 32nd PI. The Wheat Ridge Sanitation
District has no objections with the proposed duplex conditional on the items identified herein are fully addressed. The
following are general requirements for sanitary sewer service.
The subject lot is entirely within the service and boundary area of the Wheat Ridge Sanitation District. Treatment of
sewage generated within the Wheat Ridge Sanitation District is provided by Metro Wastewater Reclamation District.

determining depths of the existing sanitary sewer main to verify if gravity flow is feasible or if a private individual
sewage ejector (lift station) is required. The issuance of a sewer tap permit by the District does not in any way
guarantee that the property can be served by gravity flow.
Each unit is required to have a separate sanitary sewer service line and connection to the District main. Appropriate
tap fees will apply.
Costs
The amount of the sanitary sewer tap fees will be based on two single family residential equivalences (SFRE). The
following tap fees are subject to modification depending on connection timing. The 2016 tap fee for two residential
SFRE units is $14,740.00 plus a $200.00 inspection fee. Fees must be paid to the District office prior to connection to
the District main.
All costs involved are to be deposited in advance— engineering, reviews, design, construction, observation and
inspections — are the responsibility of the Owner/Developer at the then current rate fee structure. A minimum 72 -hour
notice prior to construction is required following District receipt of all fees. These fee amounts can be paid directly to
the District Office prior to connection, payable to Wheat Ridge Sanitation District, which also collects Metro
Wastewater's "connection fees".

Dear Mr. Mann,
Public Works has reviewed the Retaining Wall Details (RT. 1) and the Grading Plan (G1) and has the
following comments (previous review comments that remain unaddressed are in red):
General Observations
1. The Grading Plan submitted on January 30, 2017 appears unchanged from previous submittal
of 12/19/2016. Comments contained herein are directed only with regard to the retaining
walls.
2. Upon review of the submitted Retaining Wall plans and details, it appears the wall footers on
the east side are close to the property line. All construction shall be performed within the
bounds of the property, unless written acknowledgement has been obtained from all affected
property owners.
3. Adjacent properties shall be protected from excavations, stormwater runoff, and any other
construction activities.

Discussion: Retaining Wall locations and Utility Agency acknowledgments

City of Wheat Ridge requires written acknowledgment from affected utilities (XCEL,
Comcast, Century Link, water district, sewer district) with regard to services for the above
addresses. Specifically, they should be apprised that retaining walls of varying heights are
intended for both 10' side lot utility easements and the 5' back lot utility easement. These
retaining walls vary in height from 0'-10' and from 2'-3" to 7'-6" in footer width, occupying
significant portions of the three easements.
The written acknowledgments from the utility agencies shall be signed and dated by an
authorized representative and copy provided to the City.
East Proper"! Line
Applicant states no construction shall occur outside of property, with specific reference to
retaining wall footers or retaining walls.
Applicant reports existing 4' chain link fence occupies easterly P of applicant's property,
and therefore not on easterly neighbor's property.
Retaining wall footers along the east property line encroach upon fence location to the
extent that protection of fence appears to be impossible. Applicant stated his intention to move
east retaining wall P-0" to west from location shown on grading plan, as acknowledged below.
