REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. The area inspected was the Main Room in the Basement of the residential property that is currently unoccupied. The area was inspected on November 11, 2016 due to a Stop Work Order placed on the Residence by the City (see attached picture 1). An asbestos inspection report was required for the planned renovation/demolition activities in the basement area. The Main Room of the Basement Area is approximately 1,500 SF. The ceiling tile had been previously removed from the area, the demolition debris was observed on the Basement Area exterior stairwell, grass area just north of the stairwell, and on the east side of the Residence (see pictures 2, 3, 4, 5, & 6). Three more ceiling tile types were identified and sampled in the Basement Area, two types identified in the Main Room and two types found disturbed in the room south of the Main Room (see pictures 7, 8, & 9). A fiber board material was also identified and sampled as suspect ACBM in the Main Room in the Basement Area (see pictures 10 & 11). • Perform visual, tactile limited inspection of suspect ACBM in renovation areas. • Develop a sampling plan for each suspect ACBM based on the homogeneous material type, friability, accessibility, and material locations. • Collect samples and approximate quantity of suspect friable and non -friable ACBMs. Friability of suspect materials will be determined by touch. • Assess the condition and preventative measures to be taken with the ACBMs areas identified. • Provide sample analysis by polarized light microscopy (PLM) for each suspect ACBM sample from an NVLAP accredited laboratory. • Provide final project report detailing laboratory results, approximating/depicting ACBMs quantities/extents present, and conclusions on findings. 2.0 METHODOLOGY The asbestos survey was conducted by an Environmental Protection Agency (EPA) accredited AHERA and Colorado State Certified asbestos building inspector. The ACBM and LBP inspection and survey was completed in general accordance with Colorado Regulation 8 Part B, Colorado Regulation 19, EPA National Emissions Standards for Hazardous Air Pollutants (NESHAPS) and the Occupational Safety and Health Administration's (OSHA) regulation 29 CFR 1926.1101. Suspect ACBM samples to be submitted for PLM analysis were collected of the suspected friable and non - friable asbestos materials in a random and representative manner as defined by the U.S. Environmental Protection Agency (EPA) statistical sampling methods. The purpose of the ACBM inspection was to identify the condition and location of friable and non -friable asbestos containing materials that are present in the building. 3.0 ASBESTOS INSPECTION PROCEDURE Suspect ACBMs were grouped into homogeneous areas based on physical characteristics and functional application. Homogeneous areas were divided into one of three categories based on as designated by US EPA 40 CFR 763 and Colorado Regulation 8: 003 1. Thermal systems insulation — (TSI) Insulations to control thermal conductivity pipe/ duct wrap, boiler & chiller insulations and tanks etc. 2. Surfacing material — Sprayed or troweled—on onto structural members or walls (i.e. fire -proofing on structural steel or drywall finishes) 3. Miscellaneous — Remaining suspect materials (i.e. flooring, gaskets, shingles, drywall, ceiling tiles, fixtures, etc.) Sampling was conducted by collecting random samples from each visible and accessible type of suspect material per Colorado Regulation 8 part B protocol, specifying the collection of - 3 samples of surfacing materials less than 1,000 square feet in size. 5 samples of surfacing materials between 1,000 and 5,000 square feet in size; and 7 + samples of surfacing materials greater than 5,000 square feet in size. 1 sample was collected from each miscellaneous material. Occasionally, conformational sample(s) will be submitted for analysis of misc. materials. 3.1 Suspect ACBM Analysis All suspect samples were submitted to Reservoirs Environmental, Inc. 5801 Logan Street, Denver CO, under proper chain -of -custody procedures. Analysis of the suspect asbestos bulk sample building materials was performed by polarized light microscopy (PLM) according to EPA 600/R/116, July 1993 methodology. Reservoirs Environmental, Inc. participates in the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos. A material is considered by the EPA and the CDPHE to be asbestos -containing material (ACM) if at least one sample collected from the homogenous material has a regulated form of asbestos present in a concentration Greater than one percent (>I %). By regulation, any single positive asbestos sample classifies the entire homogeneous area as asbestos -containing building material and additional analysis is not required. 4.0 ASBESTOS REGULATORY CRITERIA According to the Occupational Safety and Health Administration (OSHA), the EPA, and the Colorado Department of Public Health and Environment (CDPHE), samples with asbestos concentrations greater than one percent asbestos are classified as asbestos containing and are a regulated material. If a building structure is scheduled for renovation or demolition, samples that contain a "trace" amount of asbestos (<I%) must be further analyzed by a more accurate point -count analysis to determine if they surpass the one percent threshold, or the materials must be assumed to contain asbestos and be classified as a regulated material. The EPA and OSHA distinguish between friable and non -friable forms of asbestos materials. Friable materials can be crumbled or reduced to powder by hand pressure when dry. Non -friable materials cannot be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friable materials are more likely to be released into the air, especially if impacted or damaged during normal use, renovation, or demolition of a building. Therefore, the distinction between friable and non -friable asbestos materials is important. The EPA further segregates non -friable asbestos materials into Category I or Category II. Category I non -friable asbestos materials include floor tiles and roofing felts. Removal of these asbestos materials is not required prior to 004 demolition as long as they are in good condition. Category Il asbestos materials are all other non -friable asbestos materials and must be removed prior to normal demolition. Whether removed or remaining in a structure during demolition/renovation, the confirmed or presumed asbestos materials are subject to EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) and OSHA regulations. In 40 CFR 61 .145, NESHAP requires that each owner or operator of a demolition activity provide the administrator with written notice of intent. The in Colorado the CDPHE has implemented the NESHAP program. 29 CFR Part 1926, Section 1101 (OSHA) section regulations applies to all construction work where an employee may be occupationally exposed to asbestos and should be referenced for any renovation work that may impact materials with asbestos present. Certification, occupant protection, clearance requirements and work practice standards are found in the regulations issued by OSHA and the State of Colorado's Emission Standards for Asbestos Regulation No. 8 Part B. 5.0 ACBM INSPECTION RESULTS Five suspect building materials were identified and sampled during the survey. The site inspection and laboratory analysis identified one asbestos containing materials (ACM — greater than I% asbestos; see attached Reservoirs Lab Report #365215-1). The fiber board material observed in the Main Room on the exterior wall top (middle of north wall) was found to contain asbestos (less than 2 square feet; non -friable - 85% chrysotile). 6.0 CONCLUSIONS AND RECOMMENDATIONS The Main Room of the Basement Area is approximately 1,500 SF. The ceiling tile had been previously removed from the area, debris was observed on the Basement Area exterior stairwell, grass area just beside the stairwell, and on the east side of the Residence. Three more ceiling tile types were identified and sampled in the Basement Area, two types identified in the Main Room and two types found disturbed in the room south of the Main Room. A fiber board material was also identified and sampled as suspect ACBM in the Main Room in the Basement Area (see attached photos of suspect materials sampled). All the observed ceiling tiles samples (4 types; 8 samples - 3 samples of the ceiling tile debris located exterior to home) in the renovation area were submitted for asbestos analysis and each was found to be non-detected for asbestos content. The fiber board material observed in the Main Room on the exterior wall top (middle of north wall) was found to contain asbestos (less than 2 square feet; non -friable - 85% chrysotile). This material can be easily removed from the wall top. If the decision is made to remove the material, it should be properly handled and disposed of (see pictures 10 & 11). The quantities of materials identified in this survey as ACM are approximate and are not intended to be used for bidding purposes.
