I. REQUEST The applicant is requesting approval of a Site Plan for the construction of a 2 -story, 13,129 square foot office/warehouse building on property located at 11937 W. I-70 Frontage Road North. The property is zoned Planned Industrial Development (PID) per the Lakemont Center — Stage 2 Final Development Plan, approved in 1982, and amended in 1983, 1985, and 1989. The office/warehouse use was the intended function of this PID. While a site plan is not the typical approval mechanism for new construction in a planned development, it was determined that this was a unique case as the PID has existed for 34 years, and has not been amended in the last 27 years. Additionally, all of the buildings within the PID were constructed between 1997 and 2012, most of them going straight to building permits. It was determined that a Site Plan Review was appropriate for this site to review the site design, architecture, parking, landscaping, and lighting prior to submittal for a building permit. Section 26-111 (Site Plan Review) of the Wheat Ridge City Code empowers the Director of Community Development to decide upon applications for a site plan that conform to all required standards. Staff recommends approval of the request. II. EXISTING CONDITIONS The property is located at 11937 W. I-70 Frontage Road North and is zoned Planned Industrial Development (PID). The area surrounding the property is primarily used and zoned industrially. Planned Industrial Developments (PID) and Industrial -Employment (I -E) zone districts surround the property to the north, west, and south of the subject property. To the west is a property zoned Planned Commercial Development (PCD), home to Mountain Vista Health Center. To the southwest of the subject property is an area of vacant land zoned Agricultural -Two (A-2). The soon -to -open RTD Gold Line Ward Road Station is located north of the subject property by approximately 1,000 feet. (Exhibit 1, Zoning Map) Based on Jefferson County Assessor records the property has an area of 41,600 square feet (0.96 acres). This vacant property was rezoned from an Agricultural zone district in 1978, and was also likely vacant or used agriculturally prior. The Lakemont Center development stretches along the west side of Tabor Street from I-70 Frontage Road North to 49th Place, just south of the railroad right of way. (Exhibit 2, Aerial). III. CASE ANALYSIS The applicant has submitted a 7 page site plan which includes plans for landscaping, site design, building elevations, photometric and light fixture information, and other site development details. (Attachment 1, Site Plan). Site Plan Case No. WSP-16-01 / Gilligan The proposed site plan orients the 13,129 square foot building in the northeast corner of the property. An existing internal drive flanks the property to the south and runs through the west - central portion of the property, separating a buildable area of the lot from an area of steep topography (Exhibit 3, Topography) Access from the property will be from the existing internal drive, which connects to I-70 Frontage Road North. Parking will be provided in parking spaces perpendicular to the access drive, as is the case on many of the other neighboring properties. A sidewalk will be provided between the parking spaces and the structure. The architecture of the proposed structure complies with the design standards established in the Final Development Plan. The applicant also, in an effort to acknowledge the City's existing architectural standards, has provided adequate transparency required by the Architectural and Site Design Manual (ASDM) for industrial buildings. Two fagade elements: belt courses and cornices have also been incorporated into the design, a nod to the ASDM as well as existing architecture design in the development. The materials of split face CMU and brick will match the design of the existing structures in the park, and are permitted by the Final Development Plan. (Attachment 2, Lakemont Center — Stage 2 Final Development Plan). The landscape plan is adequate for the site, and in excess of what has been provided on previously developed parcels in Lakemont Center. The lighting plan complies with the development standards in the City code. Parking will be provided at an allowable rate for an office/warehouse use. Due to the site's proximity to the soon -to -open RTD Ward Road Station, it was suggested that 2 bicycle parking spaces be provided on site, as is required for all properties within one-quarter mile of a transit station that provides twenty -minute peak hour service. The site plan indicates that two bicycle parking spaces will be provided on site. IV. AGENCY REFFERAL Referrals were sent to impacted agencies and all responded that the property can be served with improvements at the developer's expense. The following specific comments were received: Wheat Ridge Economic Development: Fully supports this development. Wheat Ridge Public Works: No comments on this proposal. Traffic considerations and drainage requirements were addressed during the initial Lakemont Industrial Park development. Compliance will be verified during building permit process. Fruitdale Sanitation District: No objections. Valley Water District: Can serve. Xcel: No concerns. Owner must contact Xcel to initiate new gas or electric service. Site Plan Case No. WSP-16-01 / Gilligan Arvada Fire Protection District: Several comments regarding the installation of fire apparatus', emergency access, water supply, a sprinkler system, and the fire alarm system. These comments have been provided to the applicant and will be addressed through building/fire permits. V. STAFF CONCLUSIONS AND RECOMMENDATIONS Regarding the Site Plan, staff concludes that the application complies with the standards for approval. For this reason, a recommendation of approval is given for Case No. WSP-16-01. Please note that 4 -inch service lines cannot connect directly into a manhole, but must connect directly to the District main with a saddle tap Wye connection. It appears the property may be serviced by gravity flow; however, the homeowner/developer is responsible for determining depths of the existing sanitary sewer main to verify if gravity flow is feasible or if a private individual sewage ejector (lift station) is required. The issuance of a sewer tap permit by the District does not in any way guarantee that the property can be served by gravity flow. Certified design documentation indicating the amount of flow that each unit will contribute to the sanitary system is required to initially evaluate if the existing sanitary sewer system has sufficient downstream capacity. Depending on values of anticipated flow, the Owner/Developer may be required to evaluate downstream sanitary mainline capacity to show the anticipated peak flows can be accommodated by the existing main. Fire sprinkler system Based upon building size and intended use installation of an automatic fire sprinkler system is required. Plan: Mixed -Use Employment Existing Conditions: The site is located at the northwestern corner of Tabor Street and West I-70 Frontage Road North. The site is the last remaining vacant parcel in the Lakemont Center Planned Industrial Development. There are seven existing buildings in the north side of the development, some constructed as early as 1997 (11941 and 11907 W. 1-70 Frontage Road N.), and some as recently as 2012 (11913 W. I-70 Frontage Road N.). Figure 1: Site Location (Outlined in red) This site is located in northwest Wheat Ridge near I-70 and Ward Road, and is zoned PID (Planned Industrial Development). The site is surrounded by many office/warehouse uses. The area's zoning is dominated by I -E (Industrial -Employment) and PID (Planned Industrial Development), with some commercially zoned property (PCD) to the east. The city's MU -C TOD (Mixed -Use Commercial — Transit Oriented Development) district, where RTD's Gold Line Station will be located to the north of the property by approximately 2,000 feet. Figure 2: Zoning Districts in Site Area (Site outlined in red) Applicant Proposal: The applicants are proposing to construct an office/warehouse building on the final remaining vacant parcel in the Lakemont Planned Industrial Development. The structure will be designed to closely match the existing structures in the development in terms of architectural elements, site design, and use. Red brick, grey block, and green roof elements will be replicated to match existing adjacent structures. SOUTH ELEVATION WEST ELEVATION EAST ELEVATION NORTH ELEVATION Because this is the final structure in the north side of the development to be completed, many necessary elements are already in place, such as Fire Department access and drainage. The applicants are proposing compact parking along the west end of the property, with 7' x 18' parking spaces west of the building across the interior drive, and 8' x 22' parking spaces running along the building frontage. They propose to provide parking spaces in front of the individual unit's garage doors, and to reserve those parking spaces for those specific units. Zoning and Use The Planned Industrial Development district for this site was approved in the late 1980s. Construction of the current buildings took place between 1997 and 2012. The proposed building falls into `Envelope C' according to the approved Final Development Plan. This `envelope' was allowed 68,900 square feet, per the Final Development plan. Three buildings currently exist in the envelope, totaling 28,914 square feet, per the Jefferson County Accessors Office. This leaves slightly less than 40,000 square feet of buildable square footage. The proposed structure would include 14,532 square feet of building space (excluding mezzanine space), which is well within the allowable development standards, per the Final Development Plan. The office/warehouse use was the intended function of this PID, and as such the proposed office/warehouse uses are consistent with the existing development, and the PID development plans. Architectural and Site Design Manual (ASDM) This structure must conform to the Architectural and Site Design Manual (ASDM) provisions for `Heavy Commercial/Light Industrial' uses. The ASDM is located on the City of Wheat Ridge's website. As the proposed building fronts the drive to both the south and west, the ASDM standards for fagade design, materials, and transparency must be met on both the south and west elevations. Please note that these notes are a summarized version of the ASDM's regulations; please refer to the ASDM, via the aforementioned website link, for the full variety of regulations and options available for fagade, materials, and transparency. Fagade Design The fagade should incorporate at least two design elements, articulation and an emphasis on the primary entrance. Materials Building should utilize high-quality, durable materials that provide variation and visual interest. This is accomplished through the use of primary fagade materials (which should cover at least 40% of the facade) and secondary materials (which may not cover more than 60% of the fagade). Each fagade shall include at least three different materials. A change in color or texture may count as one material variation. Transparency Each fagade shall have at least fifteen percent (15%) transparency, calculated as the percentage of clear, non -reflective glass within the ground floor fagade. Currently, it appears that the south elevation meets many of these ASDM standards; however, the west elevation does not. As previously mentioned, as this proposed structure will have two frontages, both frontages must meet the aforementioned ASDM standards. .Setbacks As there are no clear setback standards in the final development plan, the standard protocol is to refer to the most similar straight zoned district, in this case I -E (Industrial -Employment) The setback requirements that must be met must be in accordance with Section 26-220.B. of the zoning and development code. Where the term `story' is used in the various zone districts for the purpose of determining setback from perimeter lot lines for nonresidential buildings, each twelve (12) feet of building height shall be considered a story. This is measured from the average grade of a building to the highest point of the building. (Sec. 26-123) Parking Office/warehouse uses require 1 space per 600 square feet of area devoted to warehouse or work area plus I space per 300 square feet of retail, wholesale, or office area. No more than 20% of spaces may be designated for compact cars. Minimum parking standards for parking spaces and aisle dimensions are as follows: Bicycle Parking All properties within one-quarter mile of a transit station that provides twenty -minute peak hour service are required to provide bicycle parking. The site is less than one-quarter mile from the RTD Ward Road Gold Line commuter rail station, which will be opening within the next year. As such, a minimum of two (2) bicycle parking spaces shall be provided. Landscaping Section 26-502 establishes minimum requirements for landscaping. Fifteen (15) percent of the property must be landscaped and have one (1) tree and ten (10) shrubs for every 1,000 square feet of required landscape area. Process Site Plan The first step in the Site Plan Review process is the pre -application meeting, which was completed on October 29, 2015. After this pre -application meeting, a formal application may be submitted. Applications must be submitted by appointment with a planner, and will not be accepted if they are incomplete. Please refer to the Site Plan Checklist for all submittal requirements. Upon submittal, a staff planner will be assigned to handle the case as the case manager. This staff planner will be your point of contact at the City throughout the entire Site Plan review process. The case manager will review and comment on the application and submitted materials. The case will also be sent out on referral to relevant agencies and City departments for comments. When the agency and departmental referral period ends, the case manager will contact the applicant with their comments, as well as comments from the referring agencies and departments. Comments must be addressed, and the relevant document must be re -submitted. When all comments have been adequately addressed and all requirements are met to the satisfaction of the case manager, the application will be forwarded to the Community Development director for final decision. The Site Plan review process is administrative, which means there are no public hearings before City Council or Planning Commission. Please note: Approval of the Site Plan application does not mean that a building permit has been issued.
