HomeMy WebLinkAboutStudy Notes 02-27-2017SPECIAL STUDY SESSION NOTES CITY OF WHEAT RIDGE, COLORADO City Council Chambers 7500 W. 29th Avenue February 27, 2017 Upon adjournment of the Regular City Council Meeting Mayor Joyce Jay called the Study Session to order at 8:05 p.m. Council members present: George Pond, Janeece Hoppe, Kristi Davis, Monica Duran, Tim Fitzgerald, Zachary Urban, Genevieve Wooden, and Larry Mathews Also present: City Clerk, Janelle Shaver; City Attorney, Jerry Dahl; City Manager, Patrick Goff, other staff, guests and interested citizens. CITIZEN COMMENT ON AGENDA ITEMS none APPROVAL OF AGENDA .1. Glass Recycling Brittany Evans of Clear Intentions gave a power point presentation about glass recycling and the industry surrounding it. She explained her company's public glass drop-off station program. Her company has a valet service for individual businesses (restaurants and bars) and a public program. She went through her proposal for a public glass recycling program to the Council. Elements of the program include: • Phase 1: Pilot Clear Intentions to locate 3 glass recycling stations within the City for three months at no charge to the City. • Phase 2: Official Program Start and Expansion Six stations would be placed around the city for one year costing the City $2,500 and Clear Intention $3,932. • Potential maximum expansion is adding 6 stations per year for four years. • The City is to help determine specific locations for the glass stations. • The City is to provide exposure for the program via website, public outreach, and social media. • Clear Intentions will place the glass stations, provide collection services and maintain them for cleanliness and visual appearance. • Clear Intentions will join in marketing efforts and provide quarterly tonnage reports and recommendations for expansion or relocation, including costs. SPECIAL STUDY SESSION NOTES: February 27, 2017 Page -2- Council questions • Mr. Goff explained that a Special Use Permit process will be necessary to locate the glass stations on private property, but that can be worked out. The City has two locations already --at the Rec Center and at the Parks Shops at 44th & Field. • So far, the schools Clear Intentions has dealt with are private schools. Bill Dillaman, plant manager for Rocky Mountain Bottle in Wheat Ridge, joined the discussion. He invited Council to tour their facility to see the end product. He spoke about the importance to his company of sorting glass by color. Councilors had some questions and comments. Clear Intentions would hold the contract with any private property owners who had a glass stations. There was discussion about relating this to a larger sustainability program. Councilmember Fitzgerald received unanimous consent to direct the City Manager to proceed with an arrangement with Clear Intentions. Mr. Goff will pursue coordination with the sustainability committee. CITY MANAGER'S MATTERS ADJOURNMENT The Special Study Session adjourned at 9:05 p.m. APPROVED BY CITY COUNCIL ON March 13, 2017
