The fence is 6' tall. I installed the fence 2-3 feet west of the East property line so to provide a wider street lane for traffic. I was not aware of the right of way for Wright street or exactly where that is? Never the less, I understand the city's right conduct improvements. The Green shed is a temporary storage shed for miscellaneous Items, tools, scaffolding, table saw ect. It is aprox. 150 sq. ft. All the trees on the east and west property lines were about 30 years of mostly sucker trees that originated from a small irrigation ditch on the west side of the property. There was no grass, only weeds. Most of the trees on the East property line were the cause of the problems of the sewer line down Wright street. When I purchased the property, the center had been filled in with large chunks of recycled asphalt and there were a bunch of torn up stumps along the south end of the property. I purchased the ford tractor to help clear the trees and stumps and to dig the foundation, grade the property. I feel that I have improved the area by cleaning it up. I hope you feel the same way. The purpose of this building is to store my RV and my sons RV and I have several collector cars to store and work on. This building will not be used for any commercial business. ENGLEWOOD, CO 8011.3 (720) 612-2444 The new structure at 12430 West 44th Avenue, Wheat Ridge, Colorado 80033 was design for walls heights that exceed the International Residence Code 12 foot height limitation and was design to the 2015 NDS. The brace walls were design to meet the NDS criteria for aspect ratios. The brace wall load at the brace walls was determined to be 111 lbs/ft. The capacity of the unblocked W6 nailing pattern was determined to be 188 lbs/ft, resulting in a demand capacity ratio of .59. The double top plate collector max load was determined to be 1977 lbs which is less than 2240 lbs capacity and therefore can distribute the load to the brace walls at the wall height transition. It should also be noted that the structure was evaluated with only the 16 foot high wall as the lateral force resisting system which had a diaphragm shear value of 103 lbs/ft which is less than the allowable shear load of 235 lbs/ft. At the transition continuous sheathing is provided. The two foot offset with blocking results in a allowable shear value of 312 lbs/ft which is greater than the shear transfer load of over the 7 foot shear panel of 283 lbs/ft and therefore is adequate without additional strapping. I will need an engineer designed plans for your project for the following reasons. 1. This structure does not comply with IRC prescriptive requirements for laterally unsupported wall heights and cantilever poles. 2. Provide shear transfer details from the roof to the foundation. 3. I don't know if this lot is flat or sloping or the structure is adjacent to slope(s)? 4. I will need a soil report if the foundation design is not based upon 1,500 psf. The sampling was conducted in accordance with 6 CCR 1014-3, Part 1. Foothills Environmental, Inc. (FEI) collected eight (8) samples and one (1) field blank for this Preliminary Assessment. The sample results indicate methamphetamine contamination above the Colorado clearance criteria of 0.5 ug/100 cm2. The highest sample result was 215.00 ug/100 cm2. 2 SUMMARY OF LAW ENFORCEMENT REPORTS FEI contacted the Wheat Ridge Police Department and the West Metro Drug Task Force (WMDTF) for any drug related records associated with 12430 West 44th Avenue. The Wheat Ridge Police Department did not have any records available, but the WMDTF provided a report to FEI on February 19th, 2016. The WMDTF report was from May 2003 and indicated the tenant(s) at that time were under investigation for production and distribution of methamphetamine. On May 15th, 2003, a search warrant was executed by WMDTF which resulted in the discovery of suspected methamphetamine and manufacturing supplies including: • A container labeled muriatic acid containing yellow liquid • Cold pills containing pseudoephedrine • A metal can labeled Coleman Fuel with green liquid • A plastic container labeled Heet with clear liquid • Ajar containing cloudy liquid with white solid (test positive for ephedrine) • A jar containing gray crystals (suspect Iodine) • A container with an unknown clear liquid • A container labeled Acetone with clear liquid • A bottled labeled Denatured Alcohol with clear liquid The above items are consistent with the manufacture of methamphetamine via the pseudoephedrine reduction method. The WMDTF also discovered a mason jar with suspected ephedrine in solution and a jar with what appeared to be iodine crystals. The report states the garage had suspected iodine stains which suggests the garage was used for manufacturing methamphetamine at one time or another. The crystalline substance was later tested and confirmed to be methamphetamine. A copy of the WMDTF report can be found in Appendix C. 3 STRUCTURAL FEATURES The subject property was built in 1941 and is located at 12430 West 44th Avenue in Wheat Ridge, CO (Residence). The structure is a single -story ranch residence on the corner of 44th Avenue on the north and Wright Street. The lot size is approximately 0.75 acres and was covered by snow at the time of this investigation and therefore evidence of vegetative distress was not apparent. The residence has a small patio in the back. No evidence of chemical dumping or distressed vegetation were observed. 5 MANUFACTURING METHOD The items discovered are consistent with the manufacture of methamphetamine via the pseudoephedrine reduction method. A copy of the WMDTF report can be found in Appendix C. 6 IDENTIFIED CHEMICALS No chemicals were present at the time of this investigation. The Bedroom, Living Room and Bathroom were all below the CDPHE cleanup criteria of <0.5 ug/100 cm2. However, the contamination levels in those rooms is not consistent with the contamination level discovered on surfaces that would not have been painted over at some point in time. The current owner stated at the time of this investigation that the interior had not been painted since they've owned it, but they have not been the only owner since 2003 when the drug bust occurred. Furthermore, the current owner has contradicted the previous statement by admitting he has painted the interior on more than one occasion. It is reasonable to assume the interior walls have been painted during this period of time. The regulation requires samples to be moistened with isopropanol prior to sample collection. In the event surfaces are known to have been painted and thus potentially masking meth contamination, then methanol is to be used as the moistening agent which has been shown to enhance the collection efficiency. FEI relied on information presented at the time of sampling and did not use methanol on the surfaces that could have been painted. The methamphetamine levels detected in the stove hood and attic are indicative of meth production and the results in the Living Room, Bedroom and Bathroom are not consistent with the levels expected. FEI concludes the Living Room, Bedroom and Bathroom must be considered contaminated above the CDPHE cleanup level unless additional sampling using methanol as the wetting agent demonstrate the room are actually compliant. All personal possessions and appliances inside the residence, pump house and garage are considered contaminated and cannot be removed except by personnel licensed and trained to remove such items. No personnel are allowed to enter the residence including realtors, maintenance personnel, or others without the proper training. All decontamination and cleaning must be performed by a licensed methamphetamine contractor in Colorado with certified workers. A Clearance Assessment will be required once a contractor has decontaminated the affected areas. 8 SAMPLE METHODOLOGY All samples were collected using 2x2 inch polyester blend gauze pads. A new 100 cm2 template was affixed to all surfaces for sampling. Powder free nitrile gloves were donned prior to collecting each sample. Gloves were doffed after collecting each sample. The same pair of gloves were worn when collecting composite samples only. The gauze pads were dampened using isopropanol to enhance collection efficiency. None of the surfaces were reportedly painted at the time of this assessment, so 4 methanol was not used when sampling painted surfaces. Samples were collected in accordance with 6 CCR 1014-3 Part 1, Section 6.2.7 through 6.2.11. One field blank was collected for this project. The field blank was prepped and handled exactly as each sample was prepped and handled. The field blank was submitted along with all other samples via chain of custody to Reservoir Environmental, Inc. (REI) located at 5801 Logan Street, Suite 100 in Denver, CO. The samples were analyzed by Gas Chromatography Mass Spectrometry (GC/MS). REI conducted Quality Control reporting requirements for matrix blank, matrix duplicate, matrix spike and laboratory control as required — all were within acceptable range. The egress door shall be side -hinged, and shall provide a minimum clear width of 32 -inches (813 -mm) when measured between the face of the door and the stop, with the door open 90 degrees (1.57 rad). The minimum clear height of the door opening shall not be less than 78 -inches (1981 -mm) in height measured from the top of the threshold to the bottom of the stop. Other doors shall not be required to comply with these minimum dimensions. Egress doors shall be readily openable from inside the dwelling without the use of a key or special knowledge or effort. (IRC R311, R311.2) 19 There shall be a floor or landing on each side of each exterior door, except where a stairway with 2 or fewer risers located on the exterior side of the door, other than the required exit door, a landing is not required for the exterior side of the door. The landing must be no lower than TV4-inches below the top of the threshold of the door provided the door does not swing over the landing. (IRC R311) 20 Stairways must be at least 36 -inches in width. Handrails shall not project more than 4'/: -inches. The maximum rise may not exceed 7% -inches. The minimum tread depth may not be less than 10 -inches. Minimum headroom is 6 -feet, fl- inches. For stairways with solid risers a nosing of %-inch to 1% -inches shall be provided. When open risers are used the opening between the treads shall not allow the passage of a 4 -inch sphere. Landings must be provided at the top and bottom of the stairway that is the width of the stairway measuring at least 36 -inches in the direction of travel. Handrails shall be provided on at least one side of stairways with 4 or more risers and ramps with a slope exceeding 1:12. Handrails shall be mounted 34 -inches to 38 -inches above the nosing of the treads. Handrails must be continuous for the entire length of the stairs and provided with a minimum space of 1%: -inch between the wall and the handrail. (IRC R8O6) 26 Rafters must be framed to a minimum 1 -inch nominal ridge board that is not less than the depth of the cut end of the rafter or to each other using a gusset plate. Hip, and valley rafters shall be a minimum of 2 -inches and not less in depth than the cut end of the rafter. Hip and valley rafter shall be supported at the ridge by a brace to a bearing partition or be designed. (IRC R8O2.3) 27 Rafters and ceiling joists having a depth -to -thickness ratio exceeding 5:1 shall be provided with lateral support at points of bearing to prevent rotation. Rafters and ceiling joists having a depth -to -thickness ration exceeding 6:1 shall be supported laterally by solid blocking, diagonal bridging or a continuous 1 -inch by 3 -inch wood strip nailed across the rafters. (IRC R8O2.8) Roof trusses or rafters must be attached to supporting walls with approved hurricane clips. Trusses must be braced to prevent rotation and to provide lateral stability in accordance with the construction documents and the individual truss design drawings. (IRC R5O2.11.2, R8O2.11) 28 Trusses must be designed and fabricated in accordance with ANSI/TPI 1. A licensed professional shall prepare the truss design. Trusses must be legibly marked within 2 -feet of the center to identify the manufacturer, the design load, and the spacing. Truss engineering and layout must be provided at the site at the rough framing inspection. (IRC R502.11 and R802. 10) 29 Roofing material installed in the mountain areas is limited to Class -"A" roof coverings. Wood roofs in the plain areas are limited to minimum Class "B" roof coverings. Skylight U -factor required U-0.45. Skylights installed on roofs flatter than 3 units vertical to 12 units horizontal must be mounted on a curb 4 -inches above the roof. Heating and Ventilation Requirements 33 Crawl spaces shall be provided with conditioned air in compliance with Section N11O2.2.9. Crawl space walls shall be insulated in accordance with Table N1102.1 or Table N 1102.1.2. Crawl space wall insulation shall be permanently fastened to the wall and extend downward from the floor to the finish grade level and then vertically and/or horizontally for a least an additional 24 -inches. Exposed earth in unvented crawl space foundations shall be covered with a continuous Class I vapor retarder with a minimum thickness of 10 -mil. All joints of the vapor retarder shall overlap by 6 -inches and be sealed and taped. The edges of the vapor retarder shall extend at least 6 -inches up the stem wall and shall be attached to the stem wall. N1102.2.9.2.2 Ventilated crawlspaces. Ventilated crawlspaces shall be provided with insulation in accordance with Table N1102.1. 34 A. Habitable rooms must be provided with outdoor openings for ventilation equal to at least 4% of the floor area and shall have heating facilities capable of maintaining 68° at 3 -feet above the floor and 2 -feet from exterior walls. B. The windows need not be openable in a room where an opening is not required to be an egress window and a mechanical ventilation system is capable of producing 0.35 air change per hour in that room, or a whole house mechanical ventilation system provides 15 cubic feet of outdoor air per minute. 35 Bathroom exhaust fans shall exhaust directly to the exterior and must be provided in bathrooms where windows of at least 3 square feet are not provided. The mechanical ventilation must be capable of providing an exhaust capacity of 50 cfm intermittent or 20 cfm continuous exhaust. (IRC R303.3, M1507.4) 36 Dryer vents must be rigid metallic, independent of all other systems, shall terminate outside the building, be equipped with a back draft damper, and sized and terminated per the manufacturer. The maximum length of the exhaust duct shall be 35 -feet (Unless approved under the manufacturer's listing) from the connection to the transition duct from the dryer to the outlet terminal. Where fittings are used, the maximum length of the exhaust duct shall be reduced in accordance with (IRC Table M1502.4.4.1) Flexible transition ducts are limited to 8 -feet, shall not be concealed within construction, and shall be listed and listed per UL 2158A. (IRC G2406.2) 42 Gas logs installed in solid fuel burning fireplaces shall be tested in accordance with ANSI Z21.60 and installed per the manufacturers installation instructions. Gas logs installed in bedrooms must be direct vent or provided with an approved source of outside combustion air. The approved gas log set must be installed in the Solid -fuel burning appliances at the final inspection. (IRC G2406, G2432, and G2434) 43 B, BW, and L vents and factory -built chimneys must be provided with a clearance to combustibles per them a manufacturer's listing. (IRC G2425, G2426, G2427) Electrical Requirements 44 All electrodes present at each structure shall be bonded together to form one grounding electrode system to include: Concrete Encased Electrodes (LIFER), water piping, ground rings, grounding rods, and plate electrodes. Sampling by Foothills Enviromental indicated that only the kitchen, attic, and garage were below the cleanup standard. The primary hazards are the chemicals present in methamphetamine residue. The best protection is the proper PPE which is described below. WORK PROCEDURES: 1. Primary entrance/exit to the residence will be through the front door. 2. The carpeting and other soft goods will be removed and disposed of. 3. The appliances, cabinets, and stove exhaust fan will be removed and disposed of. 4. Areas of the ceiling will be removed to access the attic. 5. All attic insulation will be removed and disposed of. 6. The kitchen, attic, and garage will be cleaned with separate washes of non- corrosive Suprox-D, and Citrus Scrub or Dawn Professional Detergent. 7. Rinse remaining surfaces with water. 8. MSDS sheets will be present on site. 9. Upon approved low-level samples, equipment will be removed from residence. All work procedures will adhere to CDPH&E 6 CCR 1014-3 regulation. PPE: Any time a worker enters the residence prior to final acceptable clearance levels, the worker must be in proper PPE. Proper PPE includes, but is not limited to: 1. Full Coverall during chemical application. 2. Full -face respirator. 3. Organic Vapor with HEPA filters 4. Rubber gloves. 5. Rubber Boots. Hazard Communication: All workers have been informed of the dangers of coming in contact with methamphetamine contaminated materials. A daily huddle safety meeting will be performed every morning.
