Minutes
March 28, 2017
CALL THE MEETING TO ORDER
The meeting was called to order at 4:22 p.m. by Chair Thompson in the Second Floor
Conference Room of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge,
Colorado.

APPROVAL OF MINUTES:
1. January 24, 2017
It was moved by Mr. Fitzgerald and seconded by Mr. Harr to approve the
minutes of January 24, 2017 as amended.
Motion approved 4-0.
D. OFFICERS REPORTS
Ms. Thompson shared what she saw during her tour of Fruitdale School with Jim
Hartman. She and Mr. Johnstone explained that some of the old red brick from the
chimney is going to be use to repair other parts of the building.

Mr. Johnstone added that he is working on the paperwork for the State Historical Fund
Grant and that will help finish off the exterior of the building and windows. He also
informed the members about a grant that was received for two auto -charging stations to
be installed at the Fruitdale Lofts.
E. PUBLIC FORUM
There was nobody present from the public to speak.
F. NEW BUSINESS
1. Resolution 03-2017: Audit Exemption
Mr. Johnstone explained that the auditor, Wendy Swanhorst has determined that
the WRHA qualifies for an audit exemption for 2016 because neither revenues
nor expenditures exceed $750,000. Once the WRHA Members approve and sign
the resolution, Ms. Swanhorst will submit the Application for Exemption from
Audit on or before March 31, 2017.
It was moved by Mr. Fitzgerald and seconded by Mr. Abbott to approve
Resolution 03-2017 approving an exemption from audit for the year 2016 for
the Wheat Ridge Hosing Authority.
Motion passed 4-0.
G. OLD BUSINESS
1. Fruitdale School - Update

H. OTHER
There was a discussion about the future of the WRHA. The Members want to know what
the role of the WRHA should be. Mr. Fitzgerald would like to focus on lower cost
housing. He shared a handout regarding affordable home ownership; and talked about
Arvada's mortgage assistance program and how well it is doing.
Mr. Johnstone reminded the Members that the Arvada Housing Authority is fully staffed
with five employees and their money comes from dedicated CDBG funds; WRHA has to
compete for County CDBG funds. He said the Authority could look into CDBG and
Home Funds because they are focused on providing affordable units and gap financing
assistance.

Mr. Abbott also thought it would be important for WRHA to collaborate with another
group or developer.
Ms. Thompson asked if the Authority could ask City Council for money.
Both Mr. Johnstone and Mr. Fitzgerald said it is possible, but there has to be some
strategic planning done. Mr. Johnstone explained that a strategic planning session is a
good idea but needs to be done in the next few months. This discussion can continue at
that time.

It was moved by Mr. Abbott and seconded by Mr. Harr to adjourn the meeting at
5:20 p.m.
