AND MOTIONS Item 4, Wheat Ridge Foundation Vacancy Appointments Motion by Mr Stites to appoint Dewey Bridge to the Wheat Ridge Foundation; term to expire March 2, 2008, seconded by Womble, carried 8-0 Motion by Mr Stites to appoint Lorraine Wright to the Wheat Ridge Foundation; term to expire March 2, 2008, seconded by Mrs Rotola, carried 8-0 Item 5, RESOLUTION 07-2006 - FOR REFERENDUM C ACCOUNTABILITY AND TRANSPORTATION FUNDING Resolution 07-2006 was introduced by Mr Schulz and he read the resolution in its entirety into the record Motion by Mr Schulz to approve Resolution 07-2006, seconded by Mrs Sang, carried 8-0 Item 6, Motion Approving Formation of Budget Oversight Committee Item 6 was introduced by Mr Gokey Motion by Mr Gokey to approve the formation of a Wheat Ridge Budget Oversight Committee He further moved that the City Manager's Office meet with the Mayor, Mayor pro-tem and Council President, to determine the structure, duties and implementation of the Budget Oversight Committee He further moved that the Budget Oversight Committee be In place for the 2006 and 2007 budget years for the following reasons 1 Establishing the Budget Oversight Committee would fulfill one more of the recommendations of the Blue Ribbon Panel 2 Establishing the Budget Oversight Committee is consistent with the goals of the City CouncIl's Strategic Plan for the City 3 The Budget Oversight Committee allows for a more open and transparent partnership between citizens, Council and staff concerning taxpayer dollars, seconded by Mrs Sang Mr Gokey gave a PowerPoint presentation Louise Turner, 11256 W 38th Avenue, testified in support of the item She stated that this would get more citizen activity on the budget. Roger Loecher, 4599 Carr Street, testified for the item, or if there was not a committee, than find a way to get more citizen involvement. CITY COUNCIL MINUTES FEBRUARY 13, 2006 Page -4- Discussion followed Mr Gokey entered letters into the record of former Councilmembers Mancinelli and Davis supporting the Budget Oversight Committee Motion failed 5-3 with Councilmembers Gokey, Sang, and Womble voting yes Motion by Mr Stites to 1 Have a budget presentation at the televised town hall meeting 2 Create a mailing list of those citizens that would like to be informed of any meeting, information, or information on how to be involved in the budget process 3 Increase the number of public hearings on the budget. 4 Increase citizen participation by having smaller District community meetings with staff for information and participation 5 As Council President, work with staff on an extended schedule for City Council budget meetings, Seconded by Councilmember Rotola Motion to amend by Ms Berry to add to Mr Stites motion that we look at upgrading and revamping the web-site to have better accessible and easy to understand budget information, City Council Meeting Minutes and Agendas, seconded by Mr Schulz; carried 8-0 Motion to amend by Mr Gokey to have a line-item budget format for these meetings, seconded by Mrs Sang, failed 6-2, with Mr Gokey and Mrs Sang voting yes Original Motion as amended carried 8-0. A 10% contmgency amount of$3,936.50 IS requested to allow for the cost of other Items related to the project. ALTERNATIVES CONSIDERED: No award and 2006 Crack Seal Projects will not be accomplIshed. From an hlstonc perspective, the property contaInS the follOWing contributIng structures/features. 1) 1914 OlInger House, 2) Pergola, 3) Sunken Gardens, 4) Pump house, 5) 1892 Farmhouse, and 6) 1892 Barn. The OlInger House IS by far the most slgruficant structure With ItS closely associated Pergola and Sunken Gardens. The Pump house IS slgruficant as an example of our rural hentage relatIng to water and ditch nghts. The Farm house and ItS associated Barn have their own Important story to tell of the property's earlIer agncultural connection. Non-contributIng structures/features Include the 1969 Chapel, the 1950's Garage, and the eXistIng parkIng lot. Back2round The WRHS also belIeves, as do a large and groWIng number of extremely warned members of the commumty, that the property clearly meets the cntena for such deSignatIOn. It IS a well-documented fact that George OlInger was an Important hlstonc figure In Wheat Ridge, Jefferson County, and the surroundIng Denver metro area. Indeed., under Sec.26-902 (lntent and Purposes) of the Wheat Ridge Code of Laws such deSignatIOn would A. "Preserve, protect, enhance and regulate", a "remmder of past eras. We also belIeve that hlstonc deSignatIOn will not mterfere with part A.I ofSec 26-906 (l.e the owners' ability to earn a reasonable return) There are a number of financial benefits for the landowner as outlmed m Sec,26-904 (Benefits of historic landmark deSignatIOn). There are tax mcentlves, mvestment tax credits, pnvate or publIc grants such as the State Hlstonc Fund and economIc Incentives to name a few The WRHS would stand ready to assist m those processes whenever necessary. Furthermore, new development could be accomplIshed under the provlSlons of Sec 26-911 and by followmg normal land-use processes. Other cities (e.g. Golden, Arvada and Littleton) have successfully demonstrated that hlstonc properties can produce a reasonable finanCial return for property owners and their mUnICipalIties. We might pomt out here that Sec 26 Art IX probably needs to be updated to Include provIsions for the now-common concept of historic districts, That said, nothmg in the current code disallows new construction on an hlstonc property and both major and minor changes are allowed. In addItIOn, rezoning for other uses IS perfectly acceptable on Instonc properties, which would further mcrease the possibilIties for finanCIal return. The WRHS has absolutely no objections to that. Report of Meetinl!, On January 23, 2006 the City CouncIl directed staff, the owner, and the applIcant (WRHS) to meet and reach a compromise Subsequent to that, the owners have met With City staff to revise the owners' Outlme Development Plan. On Wednesday, February 15, SIX members of the WRHS Board of Directors met at the OlInger House for a tour ThiS tour was faCilItated by city staff at the owners' approval. Others In attendance Included Jim Lindberg (Director of PreservatIOn InItiatives from the NatIOnal Trust for Histonc PreservatIOn), Steve Turner (Director of Preservation Services from Hlstonc Denver, Inc ), Mark Rodman (Executive Director from Colorado PreservatIOn, Inc.), Debra Andrews and MIllIe Roeder (two Board Members from the Jefferson County Hlstoncal CommiSSIOn), Alan Femstem (Executive Director for Jeffco Housmg Authonty), Bill Lundsford (HOUSing Development Manager for the City of Lakewood), Valeria Horan (Grand-daughter of George Olinger), and Ann Schwayder (Denver Post) and half a dozen others Interested In the project. After the tour, five members of the WRHS Board of Directors met with one of the owners, Andrew MIller, at City Hall With Randy Young and City Staff. By the end of the meetIng, we were asked to support the owners' new plan WIth the understandmg that CIty Staff would recommend denial of the WRHS applIcatIOn for the HIstonc PreservatIOn of the entIre OlInger Property In trade for speCific conditIons to be contallled WIthin the owners' final approved Outline Development Plan. The historic character of a property will be retained and preserved The removal of distinctive materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided. 3 Each property will be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken 4 Changes to a property that have acquired historic significance in their own right will be retained and preserved 5 Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved 6 Deteriorated historic features will be repaired rather than replaced Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. 7 Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used, 8 Archeological resources will be protected and preserved in place. The historic character of a property will be retained and preserved The replacement of intact or repairable historic materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided 3 Each property will be recognized as a physical record of its time, place, and use Work needed to stabilize, consolidate, and conserve existing historic materials and features will be physically and visually compatible, identifiable upon close inspection, and properly documented for future research. 4 Changes to a property that have acquired historic significance in their own right will be retained and preserved 5 Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved 6 The existing condition of historic features will be evaluated to determine the appropriate level of intervention needed Where the severity of deterioration requires repair or limited replacement of a distinctive feature, the new material will match the old in composition, design, color, and texture 7 Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means pOSSible Treatments that cause damage to historic materials will not be used 8 Archeological resources will be protected and preserved in place. STATEMENT OF THE ISSUES: West 50th Avenue 2 The applicant does not concur with Staffs and Planning Commission's recommendatIOn that W 50th Avenue be dedicated (#1 of Planning CommissIOn's conditIOns of the FDP approval and #1 of Plannmg Commission's condition of the plat approval recommendation) At the zone change heanng in front ofOty Council in July of2005, a dedication for W. 50th Avenue dedication was not made a conditIOn of approvaL The applicant has indicated that dedicatIOn and construction of 50th A venue will provide no benefit to the property owner Staff feels the construction ofW. 50th Avenue between Oak Street and Parfet is critical. Wmston ASSOCiates has been workmg with staff in the creatIOn of three subarea plans, one of which IS for the northwest area m the City with boundarIes generally from W 52nd Avenue to the north 1-70 Frontage Road and Ward Road to Tabor Street. Transit Onented DeSign (TOD) is bemg explored due to RTD's planned lIght rail transit stop for the Goldline m the vicmlty of Ward Road and W. 50th Place. The mtent of TOD is to encourage pedestrian activity through the use of street grids which m turn Impacts the type, form and quality of commercial development. Although the proposed subarea plan circulation plans are not adopted, they mclude a recommendatlon for the 50th Avenue through connectIOn. Not only IS the extenslOn of 50th A venue essential to provide the east/west grid connectlons for TOD but also to prOVide a secondary access route through the City's industrial area, BeSIdes the north 1-70 Frontage Road, there are no other east/west road connections between Kipling and Ward Road. 50th Avenue between Kiplmg and Miller was recently constructed as part of the Arvada Rtdge commercial development. 50th Avenue between Miller and Oak Streets is already completed. as IS a portIOn east from Robb Street to the northwest comer of the eastern Medved lot with unbUllt right-of-way extendmg from the temporary cul-de-sac east to Parlet. AcqulSltion of this sectIOn of 50th between Parfet and Oak Streets would ensure the future completIOn of the east/west connectIOn between Klplmg and Ward Road. Drainage ThiS property IS located wlthm the Columbme Basm Dramage Outfall plan area. ThiS is a major regIOnal dramage system plan which mcludes properties to the northwest m Arvada, contmues east through the ne\'. development at 50th A venue and Kipling, to past Garnson Street. The plan, adopted by Urban Dramage and Flood Control Dlstnct m 1994, shows reqUlred conveyance facIlitIes on the site runnmg north along Oak Street to W 50th Avenue and extendmg over to Parfet Street. To accommodate the new dealership, off-site improvements between Oak and Mdler must also be completed, IfW 50th A venue IS reqUlred to be dedicated, both the Fmal Development Plan and plat would need to be moddied to shIft the dramage along the northern property lme to the south. Required modifications on the north end should not affect the proposed FDP for thiS phase of the development which is located farther to the south. All of the dramage Improvements noted above must be completed With this proposed phase of development. The applIcant's engineers are workmg on acquiSltlon of the off-Site property UntIl the off site Improvements are completed, a temporary retentIOn facilIty will be allowed. 3 Parking on Parlet Street One of the major Impacts of the Medved autoplex has been parklllg. The Zorung and Development Code requires that commercIal developments provIde all parking for customers, employees and inventory on-site. In each of the previous land use approvals for the dealershIp, the Issue of cars parkIng on Parfet Street was addressed. There appear to be up to 50 velucles parked on Parfet Street most of the time. A condition of approval of the zone change and ODP in 2005 was that employee parklllg for all three parcels be accommodated on sIte and that there would be no exceptions. As such, StaffreqUlred a parklllg study with the FDP and plat submIttal. Staffhas reviewed the submItted analysIs and concluded that the analysis is credible A parkmg breakdown on Sheet 3 of the proposed FDP lllcludes 19 spaces for employees of the new dealership, 50 employee parkIng spaces for the overall autoplex and 173 inventory and/or customer parkmg spaces. At the February 2 Planmng CommIssion, condItion #5 of their recommendatIOn of approval of the FDP was that this parking breakdown be reallocated to mcrease the nwnber of autoplex employee parking spaces from 50 to 75, thereby reducing the inventory/guest parking spaces from 173 to 148. The applicant does not concur with this condItIon. ALTERNATIVES CONSIDERED: Do not approve this request. FINANCIAL IMPACT: A one tIme review fee was collected for the processmg of this applIcation. The property was rezoned from C-l, CommerCial-One and A-I, Agnculture-One to Planned Commercial Development pursuant to Case No WZ-05-05 The property IS relat1vely flat, has a house and several outbuildmgs on the very northern part. An open ditch (Wadsworth Ditch) runs along the north Side of these buildmgs. Two additIOnal open channel d1tches (Bayou and Swadley) traverse the southern end of the property Abuttmg the property to the north IS a smgle famlly reSidence zoned A-I and the detentIOn area for the Hoss Planned Industnal Development. Although thiS detentIOn area will serve the mdustnal development to the north, 1t IS also zoned A-I The L & K Industnal Park Planned Industnal Development abuts the property on the east, as does the 70 West lndustnal Park Wh1Ch IS also zoned Pill To the south IS a tnangular stnp of land zoned C-2 and A-I Wh1Ch has two billboards on It. The property (all three ongInal parcels) was rezoned from Agnculture-One to Commercial-One pursuant to Case No. WZ-86-1O The rezomng encompassed all three parcels and mcluded a condition that pnor to any development, a site plan approval process be completed in front ofPlanrnng CommiSSIOn and C1ty CounCIl. A two-lot subdlv1s1on was approved wluch dIvided the property on the west SIde of Parfet mto rn'o parcels (Case No MS-86-3). A slte plan was approved for the Chevrolet dealershIp (11001 W 1-70 Frontage Road North) w1th a spec1al use permIt to allow major automotlve repaIr (Case No, SUP-86-1O) Planning CommiSSIOn WZ-05-llfMS-05-04 2 In 1994, the owner applIed for a planned buildmg group plan to establ1sh an mtenm used car sales operatiOn on the westerly parcel (11201 W 1-70 Frontage Road) The mtenm site plan allowed for a 25' x 55' modular bUlldmg to serve as a sales office. The northern half of the site was proposed as a test track for Hummer testmg. In 1998, the applIcant applIed for an amendment to the recorded planned bUlldmg group for 11201 W 1-70 Frontage Road to allow constructIOn of two bUlldmgs contammg a total of 98,000 square feet of buIldmg area, An additIOnal bUIlding With 9000 square feet of area was proposed on the north end of the property. This bUlldmg was mtended to serve as a child care facilIty for employees. A 10' milit- h ~ of-way vacatIOn also occurred for West 50t Avenue wluch was dedicated back to the property owner In 1999, the dealershIp was cited for havmg illegal vehIcle storage on the vacant property on the east Side of Parfet. In response to the citatIOn, an applIcatIOn was subrrutted for approval of a temporary use permit to allow temporary vehIcle storage. The request was demed by the Board of Adjustment on December 9, 1999 The applicant filed SUIt With the Jefferson County Dlsmct Court against the City of Wheat Ridge and the Board of Adjustment. The court upheld the deCISIOn of the Board of Adjustment. On July 25, 2005, the Wheat Ridge City Council approved a zone change to PCD and an Outlme Development Plan for the subject property. IV. FINAL DEVELOPMENT PLAN The Outlme Development Plan (ODP), wluch accompanies a rezomng ordmance, sets the allowable uses and development standards for the property. Typically the Outlme Development Plan IS general m nature and serves as the bluepnnt for development of the property. The Outlme Development Plan IS also used to establish deSign parameters mcludmg maXIlllum buildmg height, mInimum landscaped coverage and mlmmum penmeter setbacksmXJli1li-mW;~~Jllji1~T~ The proposed FInal Development Plan encompasses the southern two-thirds of the site and IS proposed for a new vehicle dealership (Hummer) ~dS~~1IT~~ A temporary retentIOn pond IS beIng shown to accommodate storm water until the off-sIte property acqUlsltJon and constructIOn occurs for thiS portIOn of the Columbme BasIn. The property owner's agent IS in the process of acqumng the property from the State Land Board. ThiS could take SIX months to a year to complete. Upon constructIOn of the detentIOn pond and off-Site Improvements, an addll10nal dealership may be requested which would be located where the north end of the retentIOn pond is currently shown. An FDP amendment would be required for the new dealership. See SectIOn VI. for more detail. Allowable uses: Permitted uses on the approved ODP mcluded auto sales and rental, warehousmg and parts distribution and repan and detailIng, test dnvmg and general office, service and retaIl uses. The proposed Final Development Plan IS beIng proposed to allow a new dealershIp (Hummer), The site plan includes a vehicle demonstratIOn area for test dnvmg these vehIcles. It IS located between the bUlldmg and the retentIOn pond. Staff has requested additIOnal InformatIOn regardmg the use, mamtenance and Planning Comrmssion WZ.05-11i?vlS-05-04 3 management oftlus area. This mformatJon wIll be provIded when the dealershIp IS built and thIS area IS Installed. Structure Design: The new dealerslup buildmg IS 8889 s.f., IS 33' tall and IS oriented toward Parfet Street. Proposed arclutectural matenals Include smooth and rough-faced block, bnck, and a stone fayade treatment around the structure entrance. Staff concludes that the proposed structure deSIgn IS consistent wnh the CIty'S architectural deSign gUIdelInes. Wall SIgnS are shown on the east and west elevatlOns. Two freestandmg SIgnS are proposed, a monument SIgn at the entrance and a hIghway onented SIgn 50' m heIght to the southeast of the structure A future 50' lugh francluse SIgn IS shown west ofthe pylon SIgn for tlus dealershIp A note has been added that tlus SIgn cannot be used until an addItlOnal dealerslup IS approved through an amended FDP process. Landscaping: The mImmum landscaped coverage required by the ODP is 20%. On the site data breakdown, nwnbers were proVIded for percent coverage m this phase of 49.1 %. TIns figure mcludes the formal landscaped areas, the vehIcle demonstratIon area and the retentIOn pond. The 20% ODP mIrumum for the entIre 10 acres must be met WIth any future development phases. Street trees WIth 3" calIper are shown m tree lawns along both the Parfet and Oak Street frontages for thIS phase. All mmImum landscape quantltles reqUIred per Section 26-502 have been met. Access: A single access pomt IS shown on both Parfet Street and Oak Street with a dnve alsle connectIOn between the two, These access pomts alIgn with the eXIstmg southern curb cut on the dealership to the west. Parking: One of the major Impacts of the dealerslup has been parkmg. The Zoning and Development Code reqUIres that commerCIal developments proVIde all parkmg for customers, employees and Inventory on-SIte. In each of the prevIOus land use approvals for the dealershIp, the Issue of cars parkmg on Parfet Street was addressed. DISCUSSIOn and resultant condItIons approval dunng the 1999 process specified that parkmg could occur on Parfet Street only dunng constructlOn of the newest dealerslup. The most recent mspectlOn showed 52 vehIcles parked along Parfet. A condItlon of approval of the zone change and ODP was that employee parkmg for all three parcels IS to be accommodated on SIte and that there would be no exceptlOns. As such, StaffreqUlred a parkmg study WIth the FDP and plat submIttal~~s.::~ Staff has reVIewed the attached analysIs and concludes that Ifthe numbers used for total number of employees IS correct, that the analYSIS IS credible. AddItlOnal phases of development on thIS parcel must prOVIde adequate parlong for employees,- dIsplay and mtenor building space. VI. REGIONAL DRAINAGE ISSUES There are concerns of development of thIS property regardmg regIOnal dramage. ThIS property IS located WIthIn the ColumbIne BaSIn Dramage Outfall plan area, Accordmg to the plan adopted by Urban Dramage and Flood Control DIStnct, there are conveyance facihtles shown runrung north along Oak Street to W 50th Avenue and extendmg over to Parfet Street. An addItIonal conveyance faclhty would run adpcent to the Xcel Energy easement on the south SIde of the parcel. The Arvada channel IS reqUlred off-SIte followmg the old raIlroad nght-of-way from Parfet Street east to Miller Street. ThIs old nght-of-way IS currently owned by the State Land Board. The deSIgn proposed shows an open channel runrung along the north side of the subject property in an easement. A total of 80' ofnght-of-way IS needed to accommodate the open channel. The eXlstmg FDP and plat show a 40' easement. The remamder of thIs easement WIll have to be acqUIred from property to the north. IfW. 50th Avenue IS dedIcated and bUIlt, It will dIsplace the area shown as channel. If the street IS built, the channel WIll have to be accommodated In a box culvert whIch wIll be very expensIve to bUIld or shIfted south into the future development phase A total of 80' of easement m addltlon to the 30' for 50th would be requued. Although the channel deSIgn WIll not Impact the southern part of the property (thIS phase), It Will affect the developabihty of the northern portlOn. WEST 50TH AVENUE The Issue of extensIOn of Vv' 50th Avenue has been debated SInce the ongmal parcel on the west SIde ofParfet was platted. W. 50th Avenue currently extends from MIller to Oak Street, east of the subject parcel and from Robb Street east where It dead-ends Into a cul-de-sac on 11201 W. 1-70 Frontage Road North (western Autoplex parcel) 1986: In the mId-1980's, an amendment was made to the Major Streets Plan of the ComprehenSIve Plan. Tlus amendment deSIgnated an artenal street com dol' between K1plmg Street and Ward Road. SInce 50th was a lOgIcal extenSIon, 40' of nght-of way was dedIcated for 50th Avenue as part of the two-lot subdiVISIOn approval on the parcel on the west SIde ofParfet m 1986 Planning Comrrusslon WZ-05.llfMS.05-04 6 1994: Dunng the 1994 Planned Buildmg Group approval for an mtenm used car sales operatIon on 11201 W. 1-70 Frontage Road North, the applIcant ind1cated that he felt It was premature to develop 50th Avenue at the trrne. but would be wl!lmg to part1c1pate when the time was appropnate. A condItIOn of C1ty Council approval was that W. 50th be constructed on both sectIOns of the Medved property when a bUlldmg penmt for the \\ estern parcellS 1ssued. 1998: As part of the PBG revIew for a permanent dealerslup on 11201 W 1-70 Frontage Road, street construction plans for 50th Avenue were revIewed and 11 was md1cated that these Improvements should be completed on both lots connectmg to Parfet pnor to Issuance of a C 0 The street extensIOn was needed as the plan relied on 50th Avenue for the unloadmg ofveh1cles on the north end. The plan was appro\ed by Clly Councl! on July 13 but was reconsIdered at the next meetmg (July 27) The reconsIderatIOn allowed constructIOn of a cul..de-sac off 50th on the north s1de of the property (in lieu of full street extensIOn) WIth the vacatIon of the southern 10' of that nght-of-way Further, that the deSIgnatIOn for 50th be changed from an artenal to a collector and that 50th Avenue would only be completed if and when the res1dentlal propert1es to the east on Parfet are developed for mdustnal or commercIal uses 2000: The new ComprehenSIve Plan 1S adopted. The connectIOn of 50th Avenue between Parfet and Oak Street IS deleted on the Roadway ClassIficatIOn Map. 2003: Dunng the final development plan and plat heanngs for Case No W2-03-08 (Hoss PID), Public Works requested a 25' WIde dedIcatIon for 50th Avenue extendm~ west from Oak Street. The purpose was to reserve one-half of the nght-of-way WIdth m the event sot IS extended from Oak Street to Parfel. ThIS condItIOn was not mcluded m the motion for approval and no nght-of-way dedIcatIOn occurred, 2005: Dunng the public heanngs for the zone change on the subject property, Staff made recommendatIOns to both Planmng Commlss10n and CIty CounCIl that nght-of-way for W 50th Avenue be dedIcated between Oak and Parfet Streets, At the May 19, 2005 Planmng CommISSIon publIc heanng the follOWIng condlllOn was Included In the motIon of approval "Applicant shall be reqUlred to proVIde 30 feet ofnght-of-way or easement for West 50th Avenue extensIOn on the north property lme and/or draInage purposes. One of the subareas beIng conSIdered IS the northwest area m the cIty WIth boundanes generally from W 52nd Avenue to the north 1-70 Frontage Road and Ward Road to Tabor Street TranSIt Onented DeSIgn (TOD) IS bemg explored due to RTD's planned lIght raIl transIt stop for the Goldlme in the vlclmty of Ward Road and W 50th Pl.Jce, Planning CommissIOn WZ-05-11/1vlS-05-04 7 The mtent of TOD IS to encourage pedestnan activity through the use of street gnds whIch m turn Impact the type, form and qualIty of commercIal development. At the most recent subarea plan meetmg held on ] anuary 24, maps were shown with the extension of 50th Avenue from Ward east to Tabor and beyond. Not only IS the extensIOn of50lh Avenue essential to proVide a secondary access route through tills mdustrial area but also to provIde the eastJwest gnd connectIOns for TOD Although the proposed subarea plan clrculatlOn plans are not adopted, Staff will recommend that they mclude the 50th Avenue through connectlOn. ~~~ BeSIdes the north 1-70 Frontage Road, there are no other east/west road connections between K1plIng and Ward Road. 50th Avenue bet\veen Klpling and Miller was recently constructed as part of the Arvada RIdge commerCial development. 50th Avenue between Miller and Oak Streets IS already completed, as IS portIOn east from Robb Street to the northwest comer of the eastern Medved lot With unbuilt nght-of-way extendmg from the temporary cul-de-sac east to Parfet. AcqUlsltlOn oftlus sectIOn of 50th between Parfet and Oak Streets would ensure the future completIOn of the east/west connectIon between K1plmg and Ward Road. VIII. AGE:'fCY REFERRALS All affected service agencies were contacted regardmg the ability to serve the property. The developer \\'111 be responsible for any needed upgrades to accommodate the proposed development. Specific referral responses follow Aryada Fire Protection District: Will reqUire the mstallatlOn of additional hydrants. Emergency access lanes shall be Signed as fire lanes. The bUlldmg Will be required to be spnnklered. Ditch Companies: The affected ditch companIes have reVIewed changes to the current ditch configurations.
