NOTICE OF SPECIAL CITY COUNCIL MEETING
PUBLIC NOTICE IS HEREBY GIVEN of a special meeting of the Wheat Ridge
City Council at the following date, time and place
Monday, March 6, 2006
Commencing at 6 30 pm
Wheat Ridge Recreation Center
4005 Kipling Street
Wheat Ridge, Colorado
The meeting has been requested by the Mayor pursuant to Charter Section
5,2(a) The meeting will commence immediately following the conclusion of the
Council Study Session, which session itself begins at 6 30 pm The purpose of
the meeting will be to convene an executive session of the Council pursuant to
Charter Section 5 7(b)(1)(d) and (3), and CRS 24-6-402(4)(b), specifically, for a
conference with the City Attorney for the purpose of receiving legal advice on
specific legal questions and to consider real estate appraisals concerning the
potential acquisition of properties with the use of the City's allocable share of
Jefferson County Open Space funds

Mayor Jerry DiTullio called the meeting to order at 6 36 p,m City Council members
present: Karen Berry, Terry Womble, Wanda Sang, Dean Gokey, Karen Adams, Mike
Stites, Larry Schulz, Lena Rotola, Also present: Randy Young, City Manager; Patrick
Goff, Deputy City Manager; Joyce Manwaring, Director of Parks and Recreation, City
Clerk Pam Anderson, staff
Due to technical difficulties, there is not a recording of this session.

A. Staff Reports,
Councilor Schulz made a report on Transit Alliance and a legislative report,
City Treasurer Mary Cavarra distributed the City expense report in light of the travel to
the NLC Conference and she distributed a report on Sales Tax Paid to the City, January
1 to December 31,2005,
B Outside Agencies' Reports
Discussion on lobbying strategies for CDBG.
Consensus was carried to let the people that are going to NLC to represent us well and
follow up with a report and then a letter in a timely manner
Mr. Gokey talked about the Columbine basin project. Mayor DiTullio announced that he
had been appointed by the Governor to the Urban Drainage and Flood Control District,
and would prefer to table this discussion until later in the spring after the first meetings,
Mrs Adams updated the Council members on the Wheat Ridge 2020 and the executive
director selection process
Item 2.
Parks and Recreation Needs Assessment/City Council Input Opportunity
Jana Mackenzie and Chad Scneckenburger, consultants, for the Parks and Recreation
Needs Assessment gave a presentation on the timeline for the assessment, and the
elements of the assessment, i e amount of acreage, detailed inventory of facilities,
interviews, community survey

Discussion followed regarding the Council member's perspective on the Wheat Ridge
parks system
Recess at 8:06 p.m.
Reconvene at 8:17 p.m.
Discussion followed regarding the merits of a Parks and Recreation Master Plan
Consensus carried to direction to proceed with the Master Plan, not to exceed $20,000,
based on the Needs Assessment.
The Study Session was concluded and the Council adjourned to a Special Meeting of
the City Council
The Study Session Notes are the City Clerk's record of staff direction and Council
discussion of agenda items No formal action may take place by motion at a City

Parks and Recreation Needs Assessment - Study SessIOn
The purpose of the agenda item for the study sessIOn on March 6,2006 is to provide an opportunity for
City CouncIl to gIve mput regardmg theIr views on the needs of the city's Parks and Recreation system,
Attached is a list of questIOns from EDA W, Inc" the company awarded the contract to complete the Needs
Assessment ThIs lIst IS not meant to be mclusive of all topics, but to stimulate possIble thoughts and
ideas regarding parks and recreallon needs,
The Needs Assessment scope of work that is currently contracted for includes,
· intervIews with key user groups, open houses for the general publIc and a statIstically vahd commumty
survey
. conducting and documentmg a detaIled mventory of eXlstmg facilitIes and programs, service levels
and current polIcy practices,
· assessment of non-profit and private recreatIon resources and serVIces,
· potential park and recreation resources m the commumty
· levels of service reqUIred due resources provided by neighboring junsdictJons,
. review of eXlstmg documents such as Reposltiomng Wheat Ridge, and the Parks and RecreatIOn
Master Plan. The Needs Assessment Report WIll document the relevant items from these reports,
. demographic data, populatIOn projections and development patterns analYSIS, A v31lab1e data collected
dunng the NeIghborhood ReVItalIzatIon Strategy wlll be used,
The end product from EDA W does not mclude recommendatIOns for the Parks and Recreation Department
RecommendatIOns would be included as part of a completed Master Plan. Examples of recommendations in
a completed Master Plan could include use of eXlstmg parkland, new amenities needed and service prionties,
I am recommending that the City move forward with the completion of a Master Plan, based on the Needs
Assessment mformatlOn, I would like to request directIOn from council regarding the timetable for the
completion of the plan, The optIOns mclude,
1) Bringing a contract forward prior to completion of the Needs Assessment This option would provide
contmuity in the process, as well as actIOn Items for mtegration m the 2007 budget year
2) Wait unlll the Needs Assessment is completed to begm work on the Master Plan, This option would
complete the plan on a slower schedule, The needs assessment informatIOn would still be relevant
3) Do not complete a Master Plan,
The completion of a Master Plan will provide the City and Department with a viable action plan for meeting
the needs documented through the Needs Assessment.
The funds for the completIOn of the Master Plan are estimated not to exceed an additional $20,000 and can be
appropriated from either the Open Space Fund 32 or the ConservatIOn Trust Fund, The additional funds are
not currently budgeted III the 2006 budget, but are available in the fund balance
The funds III these two accounts are dedIcated for expendIture on Parks and RecreatIon related items only and
cannot be used for other purposes,

1 How do you personally use the parks system?
2 What is your opinion on the quantity, quality and accessibility of the current
parks and recreational facilities in the city?
3 Who do you think are your peer communities?
4 How do you compare with them in terms of providing parks and recreation
facilities and programs?
5 What do you perceive to be the biggest need(s) in the community? What's
missing in Wheat Ridge?
6 How do you think that the public parks and open spaces (urban and natural)
relate to repositioning Wheat Ridge - Where is the biggest need relative to this?
