SUBJECT: WZ-18-16 / Lutheran Sign Plan
Summary of Request: The applicant requested an amendment to the existing Planned Hospital
Development to update the existing sign plan on the SCL Health — Lutheran Medical Center
campus. The hospital recently had a branding change, and desires larger directional signs to have
an easier to navigate campus. The application details the conceptual location of new directional,
building identification, parking lot, and emergency signage. It also defines sign types, setting
size and architectural standards for each type.
The subject property is located at 8300 W. 38t" Avenue. The requested amendment was
Amendment #13 of the SCL Health — Lutheran Medical Center Planned Hospital Development,
replacing Amendment #11 as the governing document for signage on the campus.
Findings:
• Referral agencies had no comments.
• Staff determined that because an existing sign plan existed on the site (Amendment #11),
the modifications were minor enough to allow for administrative approval.
• The amendment complies with criteria established in Section 26-708.D of the Wheat
Ridge Municipal Code (Master Sign Plans).
• Staff has requested building permits for the new signs are submitted as one application.
Recommendations:
Staff recommends approval of Amendment #13 of the SCL Health — Lutheran Medical Center
Planned Hospital Development, Case No. WZ-17-16.

Mr. Spetnagel:
This letter is in regards to the Specific Development Plan application for property located at 8300 W.
38th Avenue. I have reviewed the third submittal and all Planning comments have been addressed.
Please submit the plan set on 24" x 36" mylar with the Owner's Certificate completed, along with a
recording fee of $43. The mylars must be signed with a permanent marker or felt tip pen; ball point
pens are not sufficient. The required margins are: 2" on the left, 1" on top, and '/2" on the remaining
sides. The City will complete the additional signature certifications and route the documents to
Jefferson County for recording.
You may now submit Building Permit applications for the various signs to be constructed. Staff
would prefer that all signs are submitted as one package versus several staggered submittals, if
possible. Contact the Building Division at 303-235-2876 for permitting information, including
contractor licensing and submittal requirements.

This letter is in regards to the Specific Development Plan application for property located at 8300 W.
38`s Avenue. I have reviewed the second submittal of the amendment and have the following
comments. Please also refer to the enclosed redlined copy of the draft documents.
Cover Sheet (Page 1)
1. The vicinity map is very blurry and street names are illegible. Provide a higher resolution snap
with major streets labelled and the site outlined.
2. Replace the Surveyor's Certificate with the City Certification: "Approved this —day of ,
by the City of Wheat Ridge" with lines for the City Clerk, Mayor, and Community
Development Director.
3. Add the current case number (WZ-18-16) to the list at the top, and change that title to "Case
History."
4. All wall signage is presumed to follow the City's Sign Code. This would not allow for oversized
signage or additional allowances. This would also limit signs only to those walls which face a
street or major interior drive. Would it be appropriate to add to this sign plan eligible walls which
are oriented toward a parking area?
5. Add a note stating additional requirements (height, width, and materials) are found on pages 3 and
4. This should be located under the "Requirement" section of the definitions table. So you are
aware, these requirements are considered to be the maximum allowable size for each category.
Include a note on pages 3 and 4 stating: "The sign height and square footage shown in these
details represent the maximum permitted for each sign type."
6. Remove the last sentence in the "Explanation/Intent of Document" section. Building permits are
required for all signs except for temporary signage.

7. Provide a higher resolution version of the map if possible. The image is very blurry even at an
8.5" x 11" scale.

particularly important for the large building ID sign which appears to be brick, and the
monument/directional/emergency signs with the acrylic bases.

12. The information provided is very useful, but colors do not reproduce when recorded. We will
retain this sheet for our records, but will not include in the final recorded document. New signage
will be reviewed for compliance with the sign plan as well as this materials page.

This property is within the West Metro Fire Protection District (WMFPD). Fire service will be provided
as long as provisions of the International Fire Code, 2012 edition, including amendments, are met in
development.
WMFPD has no comments or concerns regarding the sign replacement plan.
Permits are required from the fire district for tenant improvement, all work on automatic fire protection
systems, all work on automatic fire detection systems, underground fire line, solar photovoltaic systems,
radio amplification, and for the storage of hazardous materials including painting operations.
WMFPD reserves the right to provide additional comments/requirements at the time when plans are

I have completed my review for a request for approval of a Specific Development Plan
constituting a master sign plan for the property located at 8300 W. 38th Avenue (SCL
Health - Lutheran Medical Center) received on August 5, 2018, and I have the following
comments:
It does not appear that the current rezoning proposal entails any site changes
which could trigger traffic or drainage requirements. Public Works has no
comments regarding this Special Use Permit approval.

General Comments
1. Change the amendment number to "Amendment # 13 — Sign Plan". Amendment 12 was approved
in 2013 for the emergency department remodel. Correct the number/title on each sheet.
2. This application is not officially a Master Sign Plan, though it acts as such. It is actually a
Specific Development Plan amendment to the Planned Hospital Development (PHD), which will
replace Amendment #11 as the effective sign plan for the PHD.
3. Add a thin line border on all pages for recording purposes.
Cover Sheet (Page 1)
4. The Owner's Certificate, County Clerk & Recorder's Certificate, and City Certification should be
blank. Use the attached template. Because this will be an administrative approval, remove the
Planning Commission Certification box and the City of Wheat Ridge seal from this area. Remove
the "Aesthetics, Inc." logo from this corner and update the date. It is appropriate to add the
Gensler logo in this corner; this page should more closely match the style of the remaining pages.
5. Add the Case History numbers as shown on the redlined copy of the draft documents.
6. Revise the site plan in the bottom left corner to not show the numbers/letters (which do not
correspond to anything else in the document).
7. In the "Governing Codes" section of Site Data, change "White Ridge" to "Wheat Ridge."
8. Change "Modifications to Municipal Code" to "Description of Amendment." This section should
be modified to include definitions of the signs included in this document that are not defined in
the City's sign code. The following items should be included/added/modified:
a. Add a statement that this amendment replaces Amendment #11 as the governing
document for signage on this campus.
b. Add the note "Except as provided in this document, all signage on the property shall
comply with the Sign Code (Article VII) of Chapter 26 of the City of Wheat Ridge Code
of Laws.

c. Add a definitions section defining the various sign categories included in this document,
including dimensional standards. To leave it flexible, you can simply provide maximum
size allowances for each sign category (square footage and/or dimensions).
i. Use the provided Master Sign Plan for the Corners at Wheat Ridge as an example
of how the standards/definitions section could look.
ii. The categories provided in this section should be used consistently throughout the
document including on the key for the signage map and on the sign elevations
pages.
iii. Items to be defined should include: the various types of banners, multi -tenant sign
(shown as medical office tenant sign), entry monument, and freestanding signs
(which include building ID sign small/large, parking lot sign, directional sign
small/large, and emergency sign).
1. The City's updated sign code does not have definitions for directional
signs, emergency signs, and specific categories of freestanding signs, so
you will need to create definitions.
2. Banner signs are considered temporary signs in the City's sign code, but
since the ones proposed in this application are going to be more permanent,
it is important to define the various banners shown on the subsequent
pages.
3. Any signs that would meet the City's sign code standards would not need
to be defined in this section.
iv. The intent behind this section is to provide consistency for the long-term and allow
future changes to be made based on the standards set forth in this document.
d. Intent of document: Update based on this application, describing the branding changes and
the reasoning for the plan update.
e. Remove the sections "Information Signs...", "Window or door signs", "Projecting signs",
and "Temporary subcategories." All signage definitions and standards should be provided
in the definitions section described above.
f. Modify the "Notes" section:
i. In the first bullet point, change "sign" to "sight."
ii. Remove bullet point #4. Building permits will be required for all signs as part of a
sign application package under one overarching building permit. Future changes to
signage will require permits for each new sign.

9. Remove this sheet. Existing signs will be removed in a matter of months, and this page will better
serve as a separate exhibit that will be help in the case file.
10. Is the Foothills Medical Center building ID sign not being replaced? It was shown as being
replaced on the version submitted for the May 24, 2018 pre -application meeting. The other signs
to be replaced match what was shown in the pre -app materials.

11. Rename as "Sign Locations."
12. Provide language indicating sign locations are conceptual and final sign locations will be
determined by the hospital, subject to compliance with this amendment and the sign code, and
review through a building permit application.

13. The greyscale aerial map will not reproduce. Invert the color so that the sign icons and circulation
paths are black, and the background is white. Major buildings should be depicted as black
polygons. This added contrast will allow the document to be legible when scanned.

14. Remove this sheet. Color photos will not reproduce, and this page can better serve as a separate
exhibit that will be kept in the case file.

15. Rename as "Sign Details."

parking lot banners on this sheet. The color photo will not reproduce.
17. The categories of signs on this sheet should match the categories in the definition table on Page 1.
18. Make the dimension font larger.
19. Are the banners fabric? Include the material of the banners on this page and/or in the definitions
section.

21. Provide a summary table of sign materials for all signs on this page or language describing the
materials (eg base materials will be consistent with materials of adjacent buildings).

For future consideration
24. The applicant should work directly with Public Works regarding the emergency room sign on the
City's traffic signal mast arm that was proposed in the pre -application meeting. Staff is supportive
of a MUTCD approved design.
The application was also sent on referral to other City departments and outside agencies. Attached are
the comments that were received.
Wheat Ridge Public Works: No comments.
Wheat Ridge Building Division: Sign foundations will need to be designed by a Colorado Licensed
Engineer, with details provided on plans. These will be submitted as part of the building permit
process to review the signs.
Wheat Ridge Police Department: No concerns.
West Metro Fire Protection District: No comments or concerns. See attached letter from Bruce Kral
dated August 7, 2018.
Xcel Energy: No comments.

WHEREAS, on October 1, 1997 the Amended and Restated Articles of Incorporation
of Lutheran Hospital were filed with the Secretary of State of Colorado changing the
corporate name to Exempla, Inc.; and,
WHEREAS, Exempla, Inc. now desires to publish and state its interest as fee owner

Request for Master Sign Plan Amendment no.12
Lutheran Medical Center is pursuing an amendment of its current master sign plan as part of its
refresh of the campus wayfinding signage to accomplish the following objectives:
1. Present its new SCL Health parent Brand in a clear, coordinated and strategic way reflecting
the system brand colors.
2. Increase ledgibility of the directional messaging on the signage by increasing the contrast of
the message panels and better organizing the message content and directional arrows.
3. Create clearer more direct directional messaging to the Emergency room on the campus by
supporting more clear intended circulation and directional messaging.
The intended result of the above mentioned initiatives is to enhance public safety by creating a more
effective clear directional wayfinding system on the Lutheran Medica► Center Campus.

Application Contents:

style, size, color, placement, and lighting of signs. The following items represent a complete
master sign plan application.

may vary from those provisions of Article VII of the zoning code. This can be done in one of
two ways:
"The following sections of the Sign Code (Article VII) of Chapter 26 of the City of Wheat
Ridge Municipal Code will be superceded by this Master Sign Plan: [list sections]"
or
"Except as provided in this Master Sign Plan, all signage on the property shall comply with
the Sign Code (Article VII) of Chapter 26 of the City of Wheat Ridge Municipal Code."
