I have completed my 4th review of the West Highlands Auto Site Plan for the
property located at 5440 W. 29th Avenue. This letter is to inform you that Public
Works has reviewed the Site Plan and related civil engineering design for this
development and find it approvable for construction.
Please be aware of the following items regarding the construction of the project:
Right -of -Way Construction Permit(s)/Licensing:
a. Right -of -Way Construction Permits. Prior to any construction within the
public right-of-way (ROW), the necessary Right -of -Way Construction
Permit(s) and respective licensing will need to be submitted for processing
by the City. Right -of -Way Construction Permits are issued by the City
only after approval of all required technical documents, including but not
limited to, the Final Drainage Report & Plan, Site Plan, and Traffic
Control Plan.
b. Licensing. All work within the public Right -of -Way shall only be
performed by a municipally -licensed contractor.
c. Site Plan. A copy of the attached approved Site Plan shall accompany the
ROW Construction Permit Application. Please contact the Department of
Public Works at 303.235.2861 for further information.
2. Public Improvement Restoration/Debris Tracking
It will be the responsibility of the contractor for the project to repair any damage
to the existing public improvements along W. 29th Avenue and Chase Street as a
direct result of related construction traffic. Also, the contractor will be responsible
for maintaining all affected roadways on a regular basis such that they remain free
of construction debris and tracking from construction traffic accessing the site.
3. Materials Testing for any Construction within the Public Right -of -Way
It will be the responsibility of the developer/owner, to provide the necessary testing, as applicable
for the scope of this project, for sub -grade compaction and other related material tests for any
improvements to be constructed within the public Right -of -Way.

MATERIALS AND TESTING REQUIREMENTS
FOR
CONSTRUCTION OF PUBLIC IMPROVEMENTS
DESCRIPTION
Materials sampling and testing for public improvements shall be performed by an
independent materials testing company at the expense of the developer, and/or
utility district. Unless otherwise designated, all referenced specifications, standards
or policies shall be the latest edition as revised or updated by approved supplements
published and issued prior to the date of the building permit.
REQUIREMENTS
All materials sampling and testing shall be performed by certified, experienced and
qualified materials testing technicians who work under the supervision of a
registered professional engineer in the State of Colorado. All materials sampling
and testing equipment shall be serviceable and have current calibrated
certifications.
Soil classifications and moisture -density curves shall be provided to the
Department of Public Works inspector prior to in-place density testing. Materials
testing technicians shall furnish copies of failed test results to the inspector as
promptly as the results become available. On a weekly basis when testing is being
performed, the developer shall furnish the inspector with copies of all test results
taken during the prior week and a cover letter, signed by the supervising registered
professional engineer, which summarizes the results and discusses any failed tests
or inconsistencies.
The City materials testing requirements are provided in Table 720-1. All testing
procedures of verification and central lab requirements shall be as specified in the
Frequency Guide Schedule of the Colorado Department of Transportation Field
Materials Manual. One test is required for any fraction of the specified frequency.
The reference to Section 203.07 in the table is from the Colorado Department of
Transportation Standard Specifications for Road and Bridge Construction.

b. Show the existing City monument that's adjacent to the ADA ramp.
c. Need to construct a 6" curb at sidewalk end (to direct pedestrians

Works. Once approved, the plat will be recorded with Jefferson County. The existing survey may
be used, but the plat sheet must meet City Requirements. Refer to the included checklist and
cover sheet requirements for the plat submittal.
Cover Sheet
2. Remove the Owners Signature, Surveyor's Certification, Approvals, and Clerk and Recorder's
Certification, as shown on the redlined draft document. These are City and County of Denver
requirements, not for the City of Wheat Ridge. Enlarge the Owner's Certificate and City

4. Minor Site Data Table corrections are indicated on the redlined document.
Site Plan (Sheet 2)
5. The far southeastern corner of the alleyway is shown as sod. Please change this to asphalt or
concrete on the Site Plan and the Landscape Plan.
6. The textures make the site plan difficult to read. Can different textures or shades be used? Since
the entire parking area is paved, the differences between the areas of asphalt and concrete don't
necessarily need to be shown.
7. Will the fence along the southern property line remain? If so, include a note on the site plan as
done for the fence along Chase Street.
Landscape/Streetscape Plan (Sheet 3)
8. Add street tree and sod symbol, quantity, and name to plant materials schedule.

Dear Mr. Cutler,
On behalf of the Wheat Ridge Sanitation District (WRSD), Martin/Martin Inc., acting as the District Engineer, offers the
following in response to the referenced referral dated January 29th, 2018 concerning a site plan for a proposed 2 -story
addition to an existing auto repair facility at 5440 West 29' Avenue. The Wheat Ridge Sanitation District has no
objection with the proposed addition conditional on the elements identified herein are fully addressed. The following
are general requirements for sanitary sewer service. Rules, Regulations and Standards of the District must be complied
with at all times.
The property referenced above is entirely within the boundary and service area of WRSD and is currently providing
service to a commercial unit. Treatment of sewage generated within the WRSD is provided by the Metro Wastewater
Reclamation District (Metro).
Existing Sanitary Sewer Mains
Wheat Ridge Sanitation District has the following sanitary sewer mains in the vicinity of the proposed property:
• 8 -inch mainline running west to east, north of the referenced property within West 29' Avenue.
• 6 -inch mainline running south to north, east of the referenced property within an easement.
It appears from existing records that the property may be serviced by gravity flow; however, the developer is
responsible for determining vertical depths and horizontal locations of District facilities to verify if gravity flow is
capable of servicing lots or if private individual sewage ejectors (lift station) are required.
Per the submitted plans, it appears that there are modifications or additions planned to the existing structure. If there
are any plumbing modifications or additions, the District will need to review and approve plans prior to construction.
Please coordinate with Wheat Ridge Water to determine if the current water meter size is acceptable. If the water
meter needs to be upsized, please further coordinate with WRSD for plan review.
Costs
All costs involved are to be deposited in advance— engineering, reviews, legal, design, construction, observation and
inspections — and are the responsibility of the Owner/Developer at the then current rate fee structure. Please be
aware that proper tap and inspection fees are required to be paid prior to connection to the District main. A
minimum 72 -hour notice prior to construction is required following District receipt of all fees. These fee amounts can
be paid directly to the District Office prior to connection, payable to Wheat Ridge Sanitation District, which also collects
Metro Wastewater's "connection fees".

Dear Mr. Cutler,
This property is within the West Metro Fire Protection District (WMFPD). Fire service will be provided
as long as provisions of the International Fire Code, 2012 edition, including amendments, are met in
development.
WMFPD has no comments or concerns for the proposed site plan.
Building plans must be submitted to the WMFPD to be assessed for required fire protection features.
Permits are required from the fire district all work on automatic fire protection systems, all work on
automatic fire detection systems, underground fire line, solar photovoltaic systems, radio amplification,
and for the storage of hazardous materials including painting operations.
WMFPD reserves the right to provide additional comments/requirements at the time when plans are
submitted and reviewed per applicable codes and amendments.

SUBJECT: WSP-18-01 — West Highlands Auto — 5440 W. 29th Avenue.
I have completed my review for a request for approval of a site plan for a building addition
at 5440 W. 29"' Avenue (Case No. WSP-18-01) received on January 29, 2018, and I have
the following comments:
1. After discussion with Public Work staff, PW is unable to perform a
complete review of the Site Plan for the following reasons:
a. The Site Plan must accurately reflect what is represented on the
Land Survey.
b. The Site Plan must include the existing street improvements along
both Chase and the alley so their proposal can be evaluated with
respect to their surroundings and how it will function with respect to
those existing improvements.
c. The Site Plan must include the proposed improvements required
along the Chase Street frontage.
2. This project requires the construction of public improvements along the
Chase Street frontage meeting the current standards:
a. To allow on -street parking they will need to construct a 6" vertical
curb with 5' attached sidewalk (aligned two (2) feet off of their
property line per the survey), and add sufficient asphalt to match
into the existing Chase St. pavement.
b. An engineer licensed in the State of Colorado shall design the
improvements and provide the following for review and approval:
i. A plan and profile for the curb, gutter, and attached
sidewalk.
ii. To -scale cross-sections on 10' stations, from the subject
property line to the crown of Chase Street. The stations shall
commence from the PCR on W. 29th Avenue and carry a
minimum of 20' south of the subject property line.
3. They must show the requirements improvements along the Chase St.
frontage on the Site Plan (refer to the attached standard street section).

Mr. Chacon:
This letter is in regards to your application for approval of a site plan for property zoned Commercial -
One (C-1) and located at 5440 W. 29th Avenue. The City has reviewed your submittal and I have the
following general comments about the completeness of the application. A more detailed review will
be conducted by both the Community Development and Public Works Departments after these
overarching comments have been addressed.
General Comments
1. The Improvement Survey Plat and Site Plan have different dimensions. In order to fully review
the submittal, the Site Plan must accurately reflect what is represented on the Survey.
2. Because the floor area is increasing by more than 60%, public improvements are required on
Chase Street and must be indicated on the site plan. These improvements will allow for parallel
parking, eliminating the back -out parking condition on Chase Street. Please refer to the attached
notes from Public Works for more information regarding improvements on Chase Street.
3. In the second submittal, please include all sheets in one packet with a Sheet Index on the first
page, under the Site Data table. Include page numbers (X of X) in the bottom right corners of all
pages.
4. Remove sheets A-1 and A-2 (the floor plans) from the second submittal. Sheet PH -1 (the
photometric plan) should be included in the electronic submittal packet.
5. Wheat Ridge is two words. Please correct all instances of the incorrect spelling.
6. Please submit a color reduction of building elevations, as a separate exhibit.
7. Existing and proposed building materials (including type, size, color, and other relevant
specifications) must also be listed in a table on the elevations page. "Per owner" is not sufficient.
Stucco should be specified as a three -coat system versus EIFS, and any control/expansion joints
or patterns should be shown to visually break up the large expanses. Windows and overhead
doors should be more clearly illustrated and described with the color, material, and any
mullions/muntins shown. This will help to illustrate how new windows and doors correspond to
existing ones in terms of glazing and proportion.
8. Provide a table on the landscape sheet with specific information about the plant material,
including species names, type of sod, size (gallon/caliper) of trees, shrubs and grasses, etc. Refer
to site plan checklist.
9. Please utilize the City's site plan checklist (attached) to confirm the next submittal is complete.
