Mayor DiTullio called the Regular City Council Meeting to order at 7'00 p.m Councilmembers
present: Karen Adams, Karen Berry, Terry Womble, Dean Gokey, Lena Rotola, Wanda Sang,
Larry Schulz, and Mike Stites. Also present: City Clerk, Pamela Anderson, City Manager,
Randy Young, Deputy City Manager Patrick Goff; City Attorney, Gerald Dahl, Director of -
Community Development, Alan White, Director of Public Works, Tim Paranto, Police Chief

Motion by Mr. Gokey for the approval of the Minutes of September 25, 2005, seconded by Mrs

PROCLAMATIONS AND CEREMONIES
Mayor DiTullio introduced Brian DeLaet, President of Wheat Ridge 2020, to present a
check in the amount of $20,000 to Irene Griego of Jefferson County Schools for the
athletic fields fund to upgrade the Wheat Ridge athletic field to turf. Principal Pat
Harrison thanked Wheat Ridge Council and Wheat Ridge 2020 for their contribution

CITIZENS' RIGHT TO SPEAK
Rob Osborn, Wheat Ridge 2020, reported to City Council a resolution that Wheat
Ridge 2020 Board of Directors passed in the September meeting in support of Wheat
Ridge Ballot Questions 1 and 2.
Claudia Callas, 8701 W 38th Avenue, of the Wheat Ridge Historical Society, formally
invited the Mayor and Cit~ Council and the community to Wheat Ridge Apple Cider Day
on Saturday, October 14t from 10'00 a m to 4'00 p m at the Wheat Ridge Historic
Park.

The item was introduced on second reading by Mr Stites and he read the executive
summary.
Patrick Goff, Deputy City Manager, made a PowerPoint presentation on the 2007
Proposed Budget. He announced that copies of the proposed budget are available for
review at the Wheat Ridge Public Library, Senior Community Center, Wheat Ridge
Recreation Center, and at the City Clerk's Office. Copies of the budget may be
purchased at the City Clerk's Office for $10.00. The Budget and presentation is
available on the City's web-site at www.ci.wheatridqe.co.us.
Mr. Gokey and Ms. Berry made a few brief comments.

Resolution 48-2006 was introduced by Mr Schulz.
Council Bill 18-2006 was introdu-::ed on second reading by Mr. Schulz. City Clerk Pam
Anderson assigned Ordinance No. 1371.
Mr. Schulz introduced Council Bill 21-2006 on second reading City Clerk Pam
Anderson assigned Ordinance No. 1372,
Mr Schulz also introduced Items Numbers 3 D, and E.
He read the executive summaries for all of the items under Item 3
Meredith Reckert, Senior Planner, presented the staff reports for all of the items under
- Item 3 and entered into the record The Comprehensive Plan, Zoning Ordinance,
Subdivision Regulations, Case File/Packet Information and the Content of the Digital
Presentation. Ms. Reckert testified that staff is giving recommendation for approval for
all the items presented and that the City has met all the requirements under the
Municipal Annexation Act.
Don MacDonald, Coors Brewery, 17755 W 32nd Avenue, Golden, testified on behalf of
the applicant. He made a few comments and stated plans for construction of the fence
and landscaping plans in the spring.
City Council comments and questions followed

Motion by Mr Schulz to adopt Resolution No. 48-2006, making findings of fact
regarding the Lot 8. Arvada Ridge annexation, seconded by Mrs Rotola and Mr. Gokey;
carried 8-0.
Motion by Mr Schulz to adopt Council Bill No. 18-2006 (Ordinance 1371) an ordinance
annexing to the City of Wheat Ridge unincorporated territory located in Jefferson
County and that it take effect immediately upon adoption; seconded by Mr Womble;
carried 8-0

Motion by Mr Schulz to adopt Council Bill No. 21-2006 (Ordinance 1372), Case No
WZ-06-01, a request for establishment of Planned Industrial Development zoning on
property located east of 10619 W, 50th Avenue and for approval of an Outline
Development Plan for the following reasons'
1) The proposed zoning is compatible with existing development and zoning on
the west side of Miller Street.
2) The proposed zoning and Outline Development Plan will facilitate circulation
and loading improvements on the existing plant site
3) All requirements for an Outline Development Plan have been met.
4) The Application meets the requirements of Section 26-112D of the Code of
Laws
Seconded by Mrs. Sang and Mrs., Rotola, carried 8-0
FINAL DEVELOPMENT PLAN
Motion by Mr Schulz to approve Case No. WZ-06-01, a request for approval of a
Planned Industrial Development Final Development Plan for property located at 10619
W, 50th Avenue and vacant land to the east for the following reasons:

circulation and site efficiency

Motion by Mr Schulz for approval of Case No. MS-06-05, a request for approval of a
final plat for property zoned Planned Industrial Development located at 10619 W. 50th
Avenue and vacant land to the east with a right-of-way vacation (Case No WV-06-01)
for the following reasons

Item 6.
NEIGHBORHOOD TRAFFIC MANAGEMENT PROJECT
Motion by Ms. Berry that staff research and development at least three different options
for a traffic management program that includes
Neighborhood actions
Traffic enforcement
Traffic calming measures
All options shoL.:ld include estimated staffing needs and program costs. Prior to
January 15, 2007, the proposed options and recommendations shall be presented to
Council at a study session, seconded by Mrs Sang; carried 8-0.
Motion by Mr Gokey that the City of Wheat Ridge fiscal year 2006 Capital Investment
Program Budget be amended ~o provide for placement of two additional speed boards
on 44th Avenue near Allison Street. He further moved that the Neighborhood Traffic
Management Projects account number 30-304-800-844 be increased from $25,000 to
$40,000; seconded by Mrs, Sang; carried 6-2 with Councilmembers Adams and Rotola
voting no
Mrs Adams stated that a traffic management study is being conducted city wide and
would rather wait for those results prior to voting on this budget item tonight.
Motion by Mrs. Sang that the word "SCHOOL" be marked on the pavement west-bound
at 44th Avenue and Zephyr Street and east-bound at 44th Avenue and Brentwood Street
to provide additional warning to motorists entering the school zone; seconded by Mr.
Gokey; carried 8-0,
CITY ATTORNEY MATTERS
City Attorney Gerald Dahl asked for direction from the City Council regarding the City
Manager evaluation
Motion to direct the City Attorney to facilitate the 2006 review of the City Manager
evaluation as described in the memorandum, seconded by Mr Stites, carried 8-0
ELECTED OFFICIALS' MATTERS
Council Member Berry, stated that the District I meeting will be at the Senior Center on
November 15, 2006 at 7 00 pm, outlined the topics, and mentioned that the meeting
will be advertised on Channel 8, City Web Site and in the Wheat Ridge Connection
Council Member Stites mentioned the length of the ballot this year and outlined Wheat
Ridge Ballot Questions 2A and 2B and asked for support of these issues

Council Member Adams, encouraged the District III residents to attend the meeting that will be
held at the Recreation Center on November 16, 2006, at 7'00 p m with special guest Rob
Osborn, Wheat Ridge 2020
Mayor DiTullio thanked Chief Payne for volunteering the Wheat Ridge Fire Department to be
on call to transport a Wheat Ridge citizen to the hospital who is waiting for an organ transplant
and is without transportation

EXECUTIVE SUMMARY:
The first phase of the roof replacement at the Senior Community Center was completed in August
2004 This phase included three areas of flat roof replacement. To complete this project, one section
of flat roof and the entire shingled roof area needs to be replaced. In addition to the Community
Center roof replacement the scope of work for this bid award mcludes the flat roof section over the
lobby ofthe Anderson Building. All of these roofs are over twenty years old and are in poor condition
and leaking.
On September 15, 2006 three (3) bids were received, All bids met the initial bid requirements. The
apparent low bidder was Independent Roofing Specialists, LLC, of Commerce City, Colorado in the
total amount of$15,889,OO for the base bid. Option 1 was $160 00 per square-shingle for additional
work. Award is based on the lowest most responsive and responsible qualified bid, Staff has
evaluated and recommends the award to Independent Roofing Specialists, LLC, in the total amount of
$29,88900 The amount budgeted for the project was $34,200.00. A standard contract contingency of
$3,000,00 is requested for thiS project. The total encumbrance for the project will be $32,889 00.
COMMISSION/BOARD RECOMMENDATION:

STATEMENT OF THE ISSUES:
The roofs m this project need to be replaced. They are over twenty years old and have reached theIr
life expectancy If the roofs are not replaced, additional damage will occur to the interior of the
buildings.
ALTERNATIVES CONSIDERED:
To not award the bid for the roof replacements.
FINANCIAL IMPACT:
A total of $34,200 00 was budgeted for the project. $18,600 00 was budgeted from the Senior
Commulllty Center account 01-624-800-812 and $15,600 00 was budgeted from the Anderson
Bmldmg account 01-620-800-812.
The total amount encumbered for the project is $32,88900 whtch mcludes the base bid of$15,889 00
and $14,000 00 for Option # I shingle replacement. A project contingency in the amount of$3,000.00
was included.

The total project cost will be split between account 01-624-800-812 and 01-620-800-812.

EXECUTIVE SUMMARY:
The Creekside Park long range plans include the construction of a permanent restroom structure to
accommodate the program needs of the park, The park amenities currently include a playground,
drinkmg fountain, three ball fields and a parking lot. The park also serves as a trailhead for the east
stde of the Clear Creek Trail. When the park was constructed in 2002-2003, the budget could not
accommodate this structure. The funds for the design and construction of the building are now
appropriated m the Conservation Trust Fund (lottery dollars).
Staff recommends award of the contract to Root Rosemann Architects an architectural firm currently
on contract for on-call services with the City

STATEMENT OF THE ISSUES:
The volume of the programs at the park requires a permanent structure as opposed to the use ofsan-o-
lets only The san-o-lets will be retained in the park for off-season use. The construction of this
buildmg will increase customer service at the park. There will be a maintenance impact with the
addition of the building as It will reqUIre additional hours for seasonal opening and closmg and datly

This architectural firm IS currently on contract for on-call services with the City for servIces up to
$25,000 I am recommendmg that the contract award move forward for the additional funds over the
$25,000 ($7,750) due to the fact that the fees have been negotiated through thts contract and represent
competitive pncmg. This firm was chosen as an on-call firm from many submittals, They were
chosen for their expenence in designing small park structures.

No site design will be provided except for that required to provide access to the new building, and for
that required to indicate "repairs" to the site, after construction.
The design team will verify that adequate water and power service exists. The scope of this proposal
assumes that the utilities at the site are adequate to meet the capacity requirements of the prolect
without pressure boosters, lift stations, transformers or other utility related equipment The scope of
work will Include connections to these existing utilities. If it is determined that utility work is required we
will propose to provide these services as necessary to meet the prolect's requirements.
While the design team will employ good practices that address the goals of sustainability and energy
conservation in general, the project will not necessarily meet specific goals or cntena except those
required by statute or code.
The structural system supporting the roof is assumed to be load-beanng concrete masonry walls on
stem-wall foundations and strip/pad footings.
The Design Team will provide Statements of Probable Cost at the conclusion of each of the two design
phases.
Construction delivery will be hard-bid
In addition to In-office construction administration, we will provide site visits as follows:

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT
RIDGE, COLORADO THAT:

Planmng CommISSIOn also recommended approval ofvanances to the development standards m the
Public FacilitIes zone dlstnct for the followmg reasons:
1. The vanances will legitimIze the existing condition on the property.
2. There should be no additIOnal Impact on adjacent properties as a result of the vanances.
There was one attendee from the neighborhood at the Planmng Commission heanng. Kent Young,
11280 W, 46th Avenue, expressed several concerns about the request. He indicated that the use ofthe
western property (pohce eVidence area) has had a negatIve Impact due to hght mtruslon mto hiS
backyard. He also objected to the placement of barbed WIre on the top of the eXlstmg 6' high fence
runmng along the common property as It IS out of character with the reSIdential area. Although there
was a neighborhood meetmg held regarding the zone change request, Mr Young was out of town at
that time.
Based on Mr Young's testImony, Plannmg Commission also strongly recommended the following:

The CIty reconfigure the SIte plan to show the northeast comer of the eVIdence building
eastward with no barbed wire fencmg north of the buildmg.
The city will review hghtmg to ehmmate any spillage onto adjacent properties,
The city will landscape the area adjacent to Mr. Young's property to obscure the view ofthe
buildmg and to prevent hght spillage.
Imgated planters will be placed at the entrance.

Public Works has reVIsed the site plan for the police eVidence buildmg property to reduce the Impacts
to the houses to the north. They have mdIcated that the planting of upnght comferous trees for
buffenng cannot occur due to a storm water lme m thIS area; however the area could accommodate
ornamental trees. The location ofthe barbed wire has been reconfigured to stop at the northeast comer
ofthe evidence buildmg to lessen the Impact ofMr. Young's house drrectly to the north, The trees and
the barbed wire locatIOn are reflected on the site plan.
STATEMENT OF THE ISSUES:
The western lot of the puhhc works mamtenance facihty was recently developed mto a pohce eVidence
Impoundment facihty The current zonmg ofthls lot IS R-I, ReSIdentIal-One. In order for the pohce
to effectIvely use the facihty, two zonmg code amendments are bemgprocessed concurrently wIth thIS
zone change to allow the erectIon of barbed wire and to allow outSIde storage (Case No ZOA-06-04
and ZOA-06-06).

Do not approve the zone change.

This application IS for approval of a zone change from Residential-One and Agriculture-One to Public
Faclhtles DIStrict at 11210 W, 45th Avenue. The purpose of the zone change is to consohdate zomng
on the Public Works maintenance shops property There are also vanances required to vanous
development standards ofthe PF zone district which must be acted on separately
The property is comprised of several parcels with a combined total SIze of 3.5 acres. It is utilized as
the public works maintenance yard and mcludes numerous buildmgs mcludmg a sand barn, fuelmg
statlOn, service bays, pohce eVIdence building and impoundment area and admmistrative offices.
There is also outSIde storage of various pIeces of CIty mamtenance eqmpment and bulk matenal.
Access to the property IS from the east where W, 45th Avenue dead ends mto the property,
II. PROPERTY HISTORY
The property IS currently zoned Agriculture-One and Residential-One.
The CIty historically had a public facilitles zone dlstnct (Public Buildmgs and Facihties DistrIct) m the
1970's and 1980's however, when the zoning and development code was rewntten m 1988, this zone
distnct category was removed, At that tlme, it was mtended that pubhc buildings and uses be
controlled as condltlonal uses or special uses wlthm the reSidential, agricultural and commerCial zone
dlstncts. Staff had recommended to City CouncIl that any nonconformmg properties With pubhc
faclhties zonmg be rezoned to A-I and City Council agreed.

In 1996, the public works shops yard was rezoned from Public Bmldmgs and Facihtles to Agriculture-
One With a special use permIt to allow expanSlOn of a governmental facility With outside storage.
These approvals were granted by City Council on February 27, 1997 At the time of the zone change,
the property was deSignated as Pubhc/Quasl-Public on the Comprehensive Plan Future Land Use Map
The intent of the zone change was to facilitate constructlOn of a new buildmg on the shops site. The
new structure was to be used to provide storage for the City's street sweepers and included restrooms
available for use by pohce officers on the mght shift. ThiS bmlding is located at the southeast comer of

In 2000, the City of Wheat RIdge acqmred a vacant piece ofR-1 zoned property directly to the west of
the eXlstmg mamtenance yard (referred to m thiS report as the new portlOn ofthe site) The
Comprehensive Plan was also rewritten and adopted m 2000 which reclaSSified the pubhc works shop
property as AER (Agriculture/Estatc Resldential- Not to exceed one umt per acre)
In 2001, the zomng and development code was rewntten and a pubhc faclhtles zone dlStnCt was added

without outside storage are also permitted m the residential, agncultural, commercIal and mdustnal
zone districts, FacilIties with outside storage are a special use in these same zone distrIcts,
In September 2004, a master plan for the City's public works and parks maintenance facilities was
completed and adopted. In late spring of2005, a building permit was issued for the westen;:mosL,~
parcel to allow constructIOn of the polIce evidence building on the new portion of the site. ~11~
Police eVidence buildmg site plan) Outside storage IS reqUIred for impounded vehicles and bicycles
but because of the R -1 zonmg, no outside storage IS allowed under the eXisting zoning conditIOns. A
zone change to PF district, as amended by Case No, ZOA-06-04, would allow the outSide storage.
This buildmg does not have water or sewer service to it.
III. ZONE CHANGE CRITERIA
Staff has the followmg comments regarding the cntena used to evaluate a change m zone.
1. That the existing zone classification currently recorded on the official zoning maps of the
City of Wheat Ridge is an error.
The official zonmg map is not in error The parcels are currently zoned Agriculture-One and
ReSidential-One.
2. That a change in character in the area has occurred due to installation of public facilities,
other zone changes, new growth trends, deterioration, or development transitions, and that the
evidence supports the finding of the following.

The property has lustorically been used as a publIc works maintenance facilIty both m umncorporated
Jefferson County and then by the City of Wheat R1dge after incorporation. Approval of the zone
change will bring the property's zoning mto conformance With the mtent of the Public FacilItIes zone
district and Its hlstonc use,
3. That the change of zone is in conformance, or will bring the property into conformance,
with the City of Wheat Ridge comprehensive plan goals, objectives and policies, and other
related policies, and other related policies or plans for the area.
The Comprehensive Plan future land use map designates thiS property as Agriculture/Estate
ReSidentIal. The proposed rezomng would be clearly inconsistent With thiS designatIOn.
The ComprehenSive Plan states that the AER areas are to consist of neIghborhoods With very low
density housmg and a predommantly rural character. DeSired attributes mclude well mamtamed
dwellmgs, lots comprised primarily of open land, farm or ranch ammals permItted, accessory
structures that assist m the production of value-added agncultural products, and pnvate and unpaved
roads. Staff concludes that the Future Land use map does not recogmze the historic and eXlstmg
conditIons and use of the property
The facilIty houses operations that are basic service provided to the Citizens of Wheat RIdge.
Expansion ofthe facilIty IS necessary to proVide cItIzens With the hIghest level of services possible. In
particular, goals and policies of the ComprehenSive Plan which apply to thiS SituatiOn are'

. To plan for and eqmtably provide citizens of Wheat Ridge wIth the highest level ofpubl1c
servIces,
. To promote police servIces withm all areas of the city,
. To improve and add traffic controls and synchronized signals,
. To Improve and upgrade the CIty'S existmg infrastructure through capItal improvements
projects.
4. That the proposed change of zone is compatible with the surrounding area and there will
be minimal adverse impacts considering the benefits to be derived.
The property is surrounded on all sides by residential. Although the true use of the property could be
considered semI-industnal m nature, proper screening will improve compatibIlity WIth adjacent uses,
The old portion of the sIte IS surrounded WIth a 6' high wooden fence with barbed wire on the top. The
police evidence bUIlding (new portlOn) IS surrounded by a 6' hIgh solId wooden fence.
5. That there will be social, recreational, physical and/or economic benefits to the
community derived by the change of zone.
The demand from citizens and busmesses in Wheat RIdge for public services includmg polIce
protectlOn and street maintenance will contmue to increase. The zone change and the ability to have
outside storage adjacent to the polIce evidence buildmg will provide a public benefit.
6. That adequate infrastructure/facilities are available to serve the type of uses allowed by
the change of zone, or that the applicant will upgrade and provide such where they do not exist
or are under capacity.

All agencies are currently servmg the property and will continue to do so.
7. That the change of zone will not adversely affect public health, safety or welfare by
creating excessive traffic congestion, creating drainage problems, or seriously reducing light and
air to the adjacent properties.
The proposed zone change should not negatlvely affect publIc health, safety and welfare by mcreasmg
traffic to and from the sIte. Traffic generation will remain the same. Drainage on the property will
follow histonc flows.
8. That the change of zone will not create an isolated or spot zone district unrelated to
adjacent or nearby areas.
The use of the property smce the late 1960's has been as a mamtenance facIlIty The zone change IS
supported by goals and mtent m the Comprehensive Plan,

structure on the "new" portlOn of the site meets setback. The zone dlstnct also requires 20% coverage
by landscaping which won't be met with the existing conditions.
Pursuant to section 26-115, where a variance or waiver IS made a part of another administrative
process, the Planning ComrmsslOn and/or City Council can decide upon the variance,
The vanance can be consIdered currently with the other process; however, the votmg ratIO as apphed
to the board of adjustment shall be followed (3/4 maJonty vote for approval)

wIthout a looped water line.

A. Intent and purpose. This district is established to provide a zoning classification for property devoted to
public and quasi-public buildings and facilities, such that such properties, while unique in many respects, may

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE,
COLORADO, THAT'
Section 1. Section 5-77 NatIOnal Electncal Code, Wheat RIdge Code of Laws IS hereby
amended as follows:
(a) Adopted. The NatIOnal Electrical Code, :woo- 2005 Edition, Copynght by the
NatIOnal Fire Protection ASSOCiatIOn, Batterymarch Park, Quincy,
Massachusetts, 02269 IS hereby adopted by reference thereto and mcorporated
into tills chapter as though fully set out herem as the electncal code for the
City, Except as otherwise proVided m thiS chapter, such code IS adopted m full,
mcludmg the mdex and annex contamed therem. One copy ofsmd National
Electncal Code shall be filed m the office of the clerk and may be mspected
dunng regular busmess hours.

(b) Amendments The National Electncal Code, adopted by this sectIOn IS hereby
amended as follows (section numbers refer to section numbers of the NatIOnal

R 1 occupancy (as defined by the Umform bUlldmg Code, 1997 Edition)."
Article 517.2 DefimtlOns IS amended by addmg a new sentence under the
defimtlon for Health Care Faclhtles that states: Health Care facihtles shall
mclude Hospices.

( c) Purpose, The purpose of this sectIOn is to provide mmlmum standards to
safeguard lIfe or limb, health, property, and public welfare by regulatmg and
controllmg the design, constructIOn, qualIty ofmatenals, use and occupancy,
locatIOn and mamtenance of all buildmgs, structures and utilities and certam
equipment speCIfically regulated herem.
(d) Electrical permit fees, Electncal permit fees shall be as follows. All fees shall
be computed on the dollar value of the electrical mstallation, mcludmg tIme
and matenal (total cost to the customer) and such fees shall be computed
based upon Section 107 and Table I-A City of Wheat Ridge buildmg permit
fees of the Umform Bmlding Code at time of obtammg the permIt.
(e) Items of work for which a permit is reqUIred under this chapter which are
commenced before a permIt IS secured shall be assessed fees for permIts in
tnple amounts prescribed m the permIt's fee schedule. ThIs penalty shall be in
addition the mvestlgatlOn fee referenced m section 107.5.1 of the Umform
Building Code,
Section 2. Safety Clause. The City Council hereby finds, determmes, and declares that
this ordmance is promulgated under the general police power of the CIty of Wheat RIdge,
that It is promulgated for the health, safety, and welfare of the publIc and that thIs
ordinance IS necessary for the preservatIOn of health and safety and for the protectIOn of
publIc convemence and welfare. The CIty Council further determines that the ordmance
bears a ratIOnal relatIOn to the proper legIslatIve object sought to be attamed.

Section 3. SeverabIlIty; Confhctmg Ordinances Repealed, If any section, subsection or
clause of thIs ordmance shall be deemed to be unconstItutIOnal or otherwise mvalId, the
valIdIty of the remammg sectIOn, subsectIOns and clauses shall not be affected thereby.
All other ordmances or parts of ordinances m conflIct WIth the provIsIons ofthis
ordmance are hereby repealed.
Section 4. EffectIve Date. ThIs ordmance shall take effect 15 days after final
publicatIOn.

Section 1. SectlOn 5 ofthe Wheat Ridge Code of Laws IS hereby amended by the
addltlOn of section 5-88 to read as follows:

ordmance IS necessary for the preservatlOn of health and safety and for the protectlOn of
public convemence and welfare. The CIty Council further determmes that the ordmance
bears a ratlOnal relatIon to the proper legIslatIve object sought to be attamed.
Section 3. Severabilitv: Conflictmg Ordmances Repealed. If any sectIOn,
subsectIOn or clause OfthIS ordmance shall be deemed to be unconstitutIonal or otherwIse
mvahd, the valIdIty of the remammg section, subsectlOns and clauses shall not be
affected thereby All other ordmances or parts of ordmances m conflict WIth the

EXECUTIVE SUMMARY:
Sections 10 7 and 10.9 of the Wheat Ridge City Code require that a public hearing on the proposed
budget be held before its final adoption and that the budget be adopted by resolution on or before the
final day (December 15,2006) established by statute for the certification ofthe next year's tax levy to
the county. Budget meetings were held on June 26, 2006 and July 24,2006 and a Public Hearing was
held on October 9,2006 to provide opportunities for Citizens to comment on the budget. The proposed
2007 budget includes $24,501,712 III expenses in the General Fund, $5,061,000 in expenses in the
Capital Investment Program (CIP) Fund and $4,266,703 in expenses III Special Revenue Funds for a
total budget of$33,829,415, excluding transfers.

ST A TEMENT OF THE ISSUES:
Wheat Ridge's total General Fund operatlllg budget for 2007 tS $27,301,712, which includes a
$2,800,000 transfer to the CIP Fund and a $1,500,000 contribution to WR2020 The City's total 2007
operating budget, excluding transfers and contributions, represents a 1 4% increase compared to the
adjusted 2006 Budget. When you Include the contribution to WR2020 the 2007 operating budget
increases by 3.5% compared to the adjusted 2006 Budget.
The projected 2007 General Fund endIng fund balance IS $7,554,431 or 27,7% of expendItures. The
proposed total City budget for 2007, which Includes the General Fund, CIP and Special Revenue
Funds is $33,829,415 excludIng transfers.
WHEAT RIDGE GOALS 2011
The Mayor, City Councll and staff have worked together over the last three years to develop and
update a strategic plan includIng a vision, plan and action agenda to define that "desired destination
for Wheat Ridge" and to draw the "map to Wheat Ridge's destination. " This budget reflects the
Mayor and Council's vision and goals by "continuing to build on its investmentsfor the jillure of the
City"

REVENUES AND EXPENDITURES
The total proposed 2007 Budget is $33,829,415 excluding transfers of $2,800,000 from the General
Fund to the CIP Fund. The budget is based on projected revenues of$31 ,460,624 excludmg transfers.
In addition, the beginning fund balance for 2007 is projected at $13,039,319 which brings the total
available funds to $44,499,943 This will provide for a projected ending fund balance of$1O,670,528
Detailed revenue and expenditure tables are presented in the Revenue and Expenditure Summary
section of this Budget.
General Fund
General Fund revenue is projected at $27,301,712 which is a 50% increase compared to 2006
estimated revenues. In addition, the beginning fund balance for 2007 is projected at $7,626,431 which
brings the total available funds for the General Fund to $34,928,143.
General fund expenditures total $27,30 1,712, which includes a $2,800,000 transfer to the CIP Fund
and a $1,500,000 contribution to WR2020 General Fund expenditures, excluding transfers and
contributions, represent a 1.4% mcrease compared to the adjusted 2006 Budget and a 8 0% increase
compared to the estimated 2006 Budget. This will provide for a projected ending fund balance of
$7,626,431 or 27 9% of expenditures.

Capital Investment Program Fund
eIP Fund revenue is projected at $3,060,000 which is a 26.0% decrease compared to the 2006
estimated revenue of $4,137,928 In addition, the beginning fund balance for 2007 is projected at
$2,609,017 which brings the total available funds for the eIP Fund to $5,669,017
The 2007 eIP Budget includes a major street improvement project at 32nd Avenue and Youngfield
Street. In addition, funds are budgeted for annual eIP projects including dramage and minor street and
pedestrian improvements, street hght installation, neighborhood traffic Improvements, building
infrastructure and parking lot improvements, telephone system replacement, GIS updates and a
contribution to the Wheat Ridge Business District. eIP expenditures total $5,061,000 which IS an
46.5% decrease compared to the adjusted 2006 Budget and about a 34.9% decrease compared to the
estimated 2006 Budget. ThiS will provide for a projected ending fund balance of $608,017.
Open Space Fund
Open Space revenue is proJccted at $1,002,000 which is a 17.7% decrease compared to the 2006
estimated revenue of $1,218,095. In addition, the beginning fund balance for 2007 is projected at
$222,471 which brings the total available funds for the Open Space Fund to $1,224,471
Open Space projects for 2007 include open space improvements, park maintenance projects, Anderson
Park outdoor pool renovation, open space sign fabrication, and bleacher replacement. Open Space
expenditures total $964,727 which is a 277% decrease compared to the adjusted 2006 Budget and a
16.3% decrease compared to the estimated 2006 Budget. This wtll provide for a projected ending fund
balance of $259,744.
Conservation Trust Fund
Conservation Trust revenue is projected at $384,000, which IS a 2,0% increase compared to the 2006
estimated revenue of $376,329 In addition, the beglllning fund balance for 2007 IS projected at
$117,405 whtch brings the total avatlable funds for the Conservation Trust Fund to $501,405,
Conservation Trust projects for 2007 include Creekside Park restroom and concession building and
Anderson Park outdoor pool renovation. Conservation Trust expenditures total $450,000 which is a
248% decrease compared to the adjusted 2006 Budget and a 244% decrease compared to the
estimated 2006 Budget. This will proVide for a projected ending fund balance of $51 ,405
Recreation Center Operations Fund
Recreation Center Operations revenue for 2007 is projected at $2,088,212, which is a 0.2% lllcrease
compared to the 2006 estimated revenue of$2,083,034 In addition, the beginning fund balance for
2007 is projected at $2,268,783 which bnngs the total available funds for the Recreation Center
Operations Fund to $4,356,995.
Recreation center expenditures total $2,322,694, which is a 1,1 % decrease compared to the adjusted
2006 Budget and a 0 7% increase over the estimated 2006 Budget. This will provide for a projected
ending fund balance of $2,034,301, of which $205,000 will be set aside as a reserved mallltenance
fund balance for Recreation Center eqUipment replacement and building maintenance.

Miscellaneous Special Revenue Funds
Several other miscellaneous Special Revenue Funds are also included in thiS Budget to track revenues
and expenditures that are legally restncted for specific purposes or to simplify the budgetlllg process.
Those funds include Police Investigation, Municipal Court, Richards Hart Estate, Senior and
Hotel/Motel. Detatled revenue and expenditure information for these funds can be found in the Special
Revenue Funds and the Line Item Accounts sections of the Budget.
STAFFING
Personnel-related expenses account for the largest portion ofthe City's budget; therefore, mallltaining
thiS investment IS a high priority Through a periodic compensation review process, a survey of the
2006 pay scales for the City's pOSitions was conducted for the purpose of determing what wages are
generally prevailing in similar cities within the Denver metropolitan area. As a result of the data
received several recommendations were made to City Council III July of 2006
.
Review Process and Implementation Effective Date - The practice for conducting the market
analYSIS has been a year-end process with adjustments to occur at the first of the following year
However the companson data collected is not always available from the "market" agencies during
this review period resulting in possible misrepresentation of the final analysis. Therefore, the
proposal was made to eliminate the first-of-the-year adjustment practice and replace It With a mid-
year process.
· Pay Range Designs - The City maintains three (3) pay range designs: Police Career-Path Sworn,
Civilian "Benefited", and, Intermittent Part-Time/Seasonal. The ditlerence in the latter two is the
percentage rates between the pay steps, (3.5% and 30% respectively). To maIntain consistency
with our civilian positions, it was suggested the Intermittent Part-Time/Seasonal Pay Plan be
revised to mirror the CiVilian "Benefited" Pay Plan by adjusting the 3,0% between the pay steps to
3.5%.
· Market Placement - The placement withm the market was established at 50th percentile for civilian
positions and 70th percentile for sworn positions. To ensure we attract and retain quality
individuals for employment, the proposal was made to increase the percentile establIshed for the
civilian positions from a 50th to 55th market placement. The 70th percentile placement in the market
for sworn positIOns was deemed sufficient to accomplish our goals.
The final analysis of the mid-year market companson indicated the 2006 pay range minimums and
maximums for the majonty of civilian positIOns and all sworn positions warranted adjustment in order
to remain competitive in the market. All recommendations were approved by City Council for
implementation on July 29, 2006
The proposed 2007 Budget includes $137,280 in additional funds for employee step increases,
Employees are eligible to receive a step increase on their anniversary date If they receive at least a
satisfactory performance evaluation. A market adjustment analYSIS will again be conducted mid-year
2007 and any recommendations for market adjustments will be brought to City Council for approval
and Implementation on June 1,2007,
- The proposed 2007 Compensation Plan is designed to maintain competitive relationships with the
market and provide an unbiased relationship in pay between positions and departments. You may find
the complete Compensation Plan in the "Statling" section of the Budget.
The proposed 2007 Budget mcludes a staffing level 01'221 880 FTE's In all Funds; an increase of 1.5
FTE's compared to the 2006 Budget. A consensus was reached by City Council at a study session that
new positions for 2007 are limited to the following positions.

3. The PARTIES shall mform each other as to policy, opportunities, programs
and projects that concern or have impact within the City of Wheat Ridge,
within a context that does not breach, or compromise any of the PARTIES'
corporate and municipal functions, policies, governing by-laws or
imitations associated with confidentiality, for the purposes of knowledge
sharIng, collaboratIOn and cooperation.
4 The PARTIES shall engage to leverage their individual functions to promote
greater effectiveness of each function Within the City of Wheat Ridge.
S, This AGREEMENT does not relinquish any mdividual rIghts or interests of
each PARTY,
