SUBJECT: City Council Implicit Bias Training
During the September 21 study session, City Council provided consensus to move forward with the following action items that were brought to Council in June 2020 by Wheat Ridge for Equity:
1.Frequent and ongoing equity and bias training for city staff and elected officials in order
to understand and recognize patterns of thinking that perpetuate discrimination and
mitigate personal biases.2. Creation of an Equity Task Force by the City Council to include people marginalized byoppression, such as people who are Black, Indigenous, and People of Color, LGBTQ,immigrants, differently abled, people of non-Christian faiths, young people, and elders in
our community. Membership of this Task Force must represent diverse and multiple
perspectives so as not to deny or minimize our neighbors’ lived experiences.3. The Equity Task Force will carry out a thorough review of City policies, services, andordinances, as well as inequities in community systems and departments and reportrecommendations, including ways in which success will be measured toward becoming a
more inclusive and responsive community.
In September, City Council addressed action items #2 and #3 by providing direction on the Race and Equity Task Force and reviewing the draft application. The application period for the Task Force is now open and will close on December 31, 2020.
To initiate the first action item from the list above, staff has scheduled an implicit bias training for City Council to be conducted during the December 7 study session. This training will be facilitated by Dr. Rosemarie Allen. Dr. Allen is currently an Associate Professor in the School of Education at Metropolitan State University of Denver. Her classes are focused on ensuring
teachers are aware of how issues of equity, privilege, and power impact teaching practices. She
has experience training police departments and is considered a national expert on implicit bias and culturally responsive practices. Dr. Allen has also previously provided Implicit Bias Training for the Colorado State Legislature.
Following the training, Dr. Allen will provide a summary document to include lessons learned
and recommendations moving forward.

Bio for Dr. Rosemarie Allen
Rosemarie Allen has served as a leader in early
childhood education for nearly 40 years. Her life's
work is centered on ensuring children have access
to high-quality early childhood programs that are
developmentally and culturally appropriate. She
is currently an Associate Professor in the School of
Education at the Metropolitan State University of
Denver. Her classes are focused on ensuring
teachers are aware of how issues of equity,
privilege, and power impact teaching practices.
Rosemarie has served in directorship roles with
the Colorado Department of Human Services
where she was responsible for the State’s child
care licensing program, the federal child care assistance program, the redesign of the State’s quality
rating and improvement system, the implementation of the State’s professional development plan, and
assisted in the creation of Colorado’s early learning guidelines. Rosemarie is a respected keynote speaker
and has the distinct honor of being appointed as a “Global Leader” to represent the United States at World
Conferences across the globe.
Dr. Allen’s non-profit Institute for Racial Equity & Excellence (IREE) serves as the lead agency for
ensuring equity in educational practices throughout the nation. IREE monitors and licenses child care
centers using a model she created, “Culturally Responsive Community-Based Licensing”. Rosemarie also
served on President Obama’s “My Brother’s Keeper” (MBK) initiative, Early Childhood Task Force. In that
role, she was the national expert on implicit bias and culturally responsive practices, speaking at
conferences across the country. She also serves as a contractor for the National Center for Pyramid
Model Innovations focusing on equity, implicit bias, and culturally responsive practices in the Pyramid
Model for Supporting Social Emotional Competence in Infants and Young Children.
Rosemarie earned her B. A. from California State University, Master’s of Education from Lesley University,
and a Doctorate Degree in Leadership for Equity in Education from the University of Colorado, Denver.

SUBJECT: Improve Wadsworth Project - Construction Management
ISSUE: Staff provided City Council with an update on the Improve Wadsworth Project on September 21, 2020 including final estimated projects costs, construction phasing and status of right-of-way acquisitions. On October 12, 2020, City Council approved resolutions authorizing the use of
eminent domain to acquire necessary rights-of-way and approving an amendment to the contract with the Colorado Department of Transportation (CDOT) to administer the federal funding for the Project. Councilmembers Urban and Hoppe requested that staff provide an update at a future study session on CDOT’s role in construction management.
BACKGROUND:
Wadsworth Boulevard, also known as State Highway 121, links the City of Wheat Ridge to the neighboring cities of Arvada and Lakewood. The Denver Regional Council of Governments (DRCOG) designates Wadsworth a major regional arterial and a future enhanced transit corridor. The City, in cooperation with CDOT, has explored the future of the Wadsworth corridor in
numerous plans, including the Wadsworth Corridor Subarea Plan (2007), Envision Wheat Ridge
Comprehensive Plan (2009), the Wadsworth Planning and Environmental Linkages (PEL) Study (2015) and the Wadsworth Boulevard Widening Project Environmental Assessment (2019).
In October 2014, the City applied to DRCOG for federal transportation funds available for fiscal
years 2016 through 2021 to help fund a widening and improvement project on Wadsworth
Boulevard from 35th Avenue to 48th Avenue. DRCOG awarded the Transportation Improvement Program (TIP) grant in October 2014. The improvement of this segment of Wadsworth Boulevard has been a high priority for both CDOT and the City of Wheat Ridge for more than 20 years. Lack of available funding has been the primary reason for postponing improvements.
Although Wadsworth is designated a state highway and maintained by CDOT, this project is considered a local agency sponsored project which has been and will continue to be managed by the City and its consultant partners. Neal Retzer, CDOT Region 1 Resident Engineer, provided the following statement in regard to CDOT’s role in this project:

Because the Wadsworth Widening project is a local agency sponsored project, it is appropriate and in the best interests of both CDOT and the local agency for the
local agency to manage the construction of the project as is currently outlined in
the approved contract and IGA between CDOT and the local agency. In addition,
at this time, CDOT staff is fully committed to managing ongoing CDOT projects. Of course, CDOT is still obligated to provide oversight of the project due to CDOT being the steward of the federal funds. Past experience on other corridor
reconstruction projects like this have shown it is a better option as far as citizens
and local businesses are concerned if the local agency takes the lead on projects
with such a high impact to businesses and local travel. The City and CDOT have agreed to a list of construction management responsibilities per the
Exhibit E-1, Local Agency Contract Administration Checklist excerpt (see Attachment 1), from
the CDOT Amended Agreement effective October 21, 2020. Additional construction management and project oversight will be in partnership with AECOM, the current construction management company for the City’s 2E projects. AECOM is the world’s
premier infrastructure firm, delivering professional services throughout the lifecycle of projects
with a diverse group of professional planners, designers, engineers, consultants and construction managers. A unique working relationship with respect to successful construction management for this
project is required. Following are the primary justifications for maintaining these partnerships:
1) AECOM and City staff can manage project change orders critically and efficiently. 2) AECOM and City staff will take a proactive approach with respect to maintaining access to Wheat Ridge businesses and responding to project related service requests.
3) Project status information will be provided in tandem by AECOM and appropriate City
staff in a transparent and timely manner through various media outlets. 4) The City typically spends 10% to 15% of the project budget on construction oversight. CDOT typically spends approximately 24%. 5) AECOM is very experienced in managing local agency projects with both CDOT and
federal funding (see Attachment 2).
Mr. Stephen McQuilken and Mr. Kevin Kullman will provide a presentation at the December 7th Study Session on AECOM’s construction management qualifications and the anticipated scope of work for the Improve Wadsworth Project.

Wadsworth Boulevard Improvements Project SOQ
Introduction
AECOM and our teaming partners, Benesch and Geocal, have a robust bench of experienced construction managers,
inspectors, and testers who will be available for the Wadsworth Boulevard Improvements Project. Additionally, we have
teamed with Merge Resource Group (Merge) to provide any and all public information and outreach needs the project may
have. We recognize the importance of this project to the City and some of the project challenges such as: coordination with
businesses and property owners along the corridor; utilities; phased construction; historic property preservation; structural
construction elements; and safety to the public. This project also has outside funding from CDOT, and our team is
experienced in managing Local Agency projects with both CDOT and federal funding.
Project Approach
AECOM and our teaming partners have diverse experience on transportation construction project throughout the Denver
Metro area, including CDOT Local Agency projects, municipal projects, and CDOT projects. This experience gives us the
knowledge of local needs and the pay documentation, EEO, civil rights, and labor compliance requirements of federally
funded projects.
Construction Oversight
AECOM’s experienced and professional construction management team will be readily available and has a clear
understanding of how to work with local contractors to build roadway projects in our community. Our team’s proven
knowledge, skill, and dedication will be a key element of our ability to successfully deliver this project to the City.
We see the following as unique challenges of the Wadsworth Project:
•Phased Project Implementation – We understand that due to funding constraints, the project will be divided
into two segments. The baseline project will include the northern portion of the project and the new CFI
intersection at 44th Avenue. The new CFI intersection at 38th will be bid as an bid-alternate and will be
included if bids come in within available funding. AECOM is available to support the City during the bid phase
to analyze bid results and help confirm that the bids are consistent
•Utilities and Utility Coordination – Wadsworth is a utility dense corridor and impacts may be significant
especially during the installation of drainage infrastructure and during phased construction. We will work with
the contractor to proactively address any utility concerns, conflicts, and relocations.
•Phased Construction – The project phasing could provide a number of challenges during construction
including access restrictions for businesses allowing only a single point of entrance or a smaller point of
access; concrete jointing, especially at intersections and driveways; opening concrete roadway to traffic;
drainage installation. We will review the contractor’s work plans and the project plans to verify
constructability and public impacts, and we will also engage Merge for any public involvement needs during
construction.
•Continuous Flow Intersections – Although the construction of the intersections should be straight forward
beyond the phasing, the intersection alignment will change throughout construction and the final alignment
will be a new experience to drivers. We will work with the City and Merge through newsletters, public
meetings, and other public involvement means to educate and inform the general public as much as possible
throughout the project. Traffic control plans will also be thoroughly reviewed to provide a defined traffic route
which is safe for all the traveling public.
•Historic Properties – A number of properties are shown in the plans as historic with project easements. We
will work with the contractor to verify that these properties and temporarily relocated structures are being
sufficiently preserved and care is taken with the properties and structures.
•Structural Wall Construction – A variety of wall types will be constructed in the project. Our knowledgeable
construction staff has experience with each type of wall proposed on the project, including side by side
caisson walls, soil nail walls, and cast in place walls.

Communication & Coordination
For projects of many sizes and scopes, AECOM utilizes an approach to manage and execute project goals that focuses on
communication and coordination with all involved agencies and stakeholders. To deliver the project successfully, our team
will proactively coordinate with the client, the design engineer, the contractor, numerous utility companies, private
property and business owners, and other stakeholders.
Our project management team is experienced on CDOT Local Agency projects with keeping both the City and CDOT involved
and informed and ensuring that proper communication protocols are maintained between the Contractor, the Designer
(HDR), the City (Russ Higgins), and CDOT (both the region and specialty groups, as needed). As RFI’s and required project
submittals are received from the contractor, our team will review these submittals and coordinate outside review with the
required parties, as needed. As any challenges or unforeseen conditions arise on the project, we will keep the necessary
parties well informed of the situation.
We have teamed with Merge to assist with Public Information and external project coordination. Depending on the City’s
needs and recognizing the importance of this stretch of Wadsworth Boulevard and the impact of the phased construction of
the Project, Merge will communicate well in advance of construction activities. Messages will include day-to-day traffic
impacts, property access, construction phasing, along with: project priorities, ways to ask questions and get information,
and overall project schedule. Merge will be in close communication with the project team and will attend the ongoing
construction meetings for the purpose of obtaining project impacts for the upcoming week’s community and agency
publications.
The general public, residents, businesses, travelers, City/ CDOT/agency staff, public safety, emergency management
entities, and news media will be notified in advance of the Project start, invited to a pre- construction open house (if
needed), and kept informed weekly throughout construction (or as conditions change). Traffic advisories/progress e-
newsletters will be distributed by email to those on the Project database. When required, phone calls and/or door-to-door
notifications will be made based on construction activity and impacts. We will work with all concerned entities to provide a
link to the Project website on their individual websites and circulars so the messaging reaching the public is accurate, up to
date, and consistent.
Documentation
Project documentation will begin with the end in mind—a complete package in accordance with CDOT Local Agency project
requirements delivery and approval by CDOT after completion. The entirety of the AECOM team has experience delivering
CDOT, municipal, and Local Agency projects and are aware of the documentation and administration requirements of these
types of projects, including: wage & payroll compliance, EEO interviews, DBE goals, material notebooks & documentation,
and all other CDOT/FHWA requirements.
Documentation will be uploaded and backed up to our servers (or at an alternate location as requested by the City) with
standard, consistent file naming for easy access both during the Project and for as-constructed reference down the road.

Proposed Staff
Our highly qualified staff will be an extension of the City staff and provide full construction management and contract
administration; quality assurance inspection; materials testing; public outreach, information, and coordination;
review/monitoring of construction schedules; assist in review of contractor submittals and RFI’s; monitoring and
documenting progress; preparation of monthly and final estimates; meeting federal documentation requirements including
civil rights and labor compliance; and final construction documentation services. Our team has extensive experience on
CDOT Local Agency projects, a selection of project experience is summarized below each staff bio and projects with CDOT
Local Agency involvement are depicted in orange. The staff below have varied experience to assist in meeting the City’s
goals and minimizing all potential concern areas.
Chad Phillips, PE (AECOM), Construction Manager, 20 years of experience
Chad is a seasoned professional with 20 years of diverse engineering, construction management, and hands-on
construction experience. This experience range includes performing as the construction Engineer in Responsible Charge to
construction laborer and design engineer. The value he brings with this depth of knowledge is complemented by his
proactive approach, motivated by client and project stakeholder success. Project experience includes all aspects of major
highway and bridge reconstruction, transit rail stations, drainage improvements, utility pipelines, Construction Manager for
Denver Water’s lead service line replacement program, wind energy, and civil site work. Owners served include state
departments of transportation, cities, counties, and private utility and energy providers. This diverse project portfolio
offers versatility to coordinate various stakeholder interests while facilitating solutions to resolve issues and mitigate risk.

encompassing more than 40 bridges (post tension, prestressed, steel box, concrete box, steal I-beam, and bulb T); traffic

Jesse has three years of progressive experience in construction quality assurance inspection and roadway design. For the
last 18 months Jesse has performed inspection for a wide range of operations for an 8-mile, $90 million project to widen
and reconstruction E-470 from Quincy Avenue to I-70. Jesse’s experience also includes inspection for roadway
improvement with federal funding and prevailing wage compliance and CDOT documentation procedures. Jesse’s
experience also includes replacement of potable water and sanitary sewer pipelines, and storm drainage systems. Jesse has
performed design support functions for three roadway improvement projects.

Dan has extensive experience in transportation and infrastructure construction inspection with over 25 years of experience

walls and drainage improvements. In addition to providing detailed inspections and compliance reviews, Mr. Aragon also
has experience on the private side including estimating, scheduling, coordinating and managing a variety of projects from

Evan has more than 41 years of construction quality assurance inspection for CDOT and local agency projects with CDOT
oversight and federal funding. He has expertise in all aspects of roadway and bridge construction experience and has
coordinated teams of inspectors and materials testers. His experience includes direct experience with the BNSF railroad for
a materials transfer facility and he was the safety inspector for BNSF during the construction of the US 85 (Santa Fe Dr.)
southbound to C-470 eastbound flyover bridge. He is currently the Sr. Inspector for an 8-mile, $90 million project to widen
and reconstruction E-470. Evan’s background also includes earthen dams, airport runways, underground storage facilities,

AJ Ravgiala (AECOM), Construction Manager, 19 years of experience
AJ has 19 years of construction management experience in highways, bridges, light rail, airport and buildings. He is
particularly skilled at understanding complex issues and collaborating with project teams to resolve issues and develop
procedures to streamline team workflows. His experience includes preparing change orders as collaborated with and
approved by upper level CDOT and FHWA officials, managing teams of inspectors, testers, and other construction
managers, performing quality assurance inspections on utilities, structures, and roadways, performing quality assurance
inspections on environmental and water quality BMP’s, maintaining impeccable documentation for CDOT and FHWA

Elaine Carroll, PE (IL) (Benesch), Schedule Analyst, 22 years of experience
Ms. Carroll is resident project manager for the Construction Group at Benesch and specializes in project scheduling. She
performs baseline schedule reviews and method statements for compliance with contract requirements along with
schedule updates and works to identify potential concerns before they result in project delays or claims. Ms. Carroll is also
experienced in construction field operations and uses this knowledge to effectively anticipate project scheduling needs. Her
portfolio includes extensive project work for local and state agencies, from project scheduling assistance to reviewing and
coordinating baseline and personnel schedules. Ms. Carroll is proficient in Primavera 6.0, Microsoft Project and Proliance

Recent Project Experience
E-470 Widening, Quincy to I-70, E-470 Public Highway Authority, Aurora, CO
AECOM and Benesch currently providing construction management and
inspection services for the on the $99M E-470 Widening – Quincy to I-70 project.
Our onsite staff are providing field inspection, quantity reconciliation, project
engineering, submittal and RFI review, and processing pay application requests.
Eight miles of E-470 are being widened to add a third lane in each direction and
12-foot shoulders with grading and drainage improvements for the ability to
ultimately add a fourth lane through the corridor. The project includes 170,000
tons of HMA, 14 widened bridge structures, new on and off ramps northbound
and Quincy Avenue, eight new water quality ponds, new wildlife deer fencing
and game ramps, and a new six-mile-long extension of the High Plains Trail
which includes a 10-foot wide path with 2 foot shoulders, three grade separated road crossings and a precast bridge.
Pearl Parkway & Junction Place Bridge Projects, City of Boulder, CO
AECOM provided construction management, administration and inspection
services for the reconstruction of Pearl Parkway from 30th to Foothills Parkway
for the City of Boulder and the Junction Place Bridge over Goose Creek projects
which are part of the Boulder Junction redevelopment district – a multi-modal
transit hub. The Pearl Parkway project involved a full depth reconstruction and
widening to provide a multiway boulevard to provide safe multi-modal
transportation to vehicles, bikes, and pedestrians. The Junction Place Bridge
included a bridge replacement over Goose Creek and a new multiuse path under
the bridge and along Goose Creek. Duties include stakeholder communication,
meeting management, submittal review and log, RFIs, plan and specification
interpretation, structural inspections, traffic control, storm water management, change orders, field revisions, monthly contractor
pay estimates, punch list and final documentation to conform to Federal and CDOT audit standards.
Denver Water Lead Line Replacement, Denver, CO
AECOM is working as part of Denver Water’s Lead Reduction Program (LRP).
Denver Water is being required by the EPA to reduce the potential for lead in
their drinking water system. In 2019, the LRP Team submitted and received
approval from the EPA to replace the lead water service lines through the
proposed Accelerated Lead Service Line Replacement (ALSLR) Program. The
ALSLR Program is being led by AECOM and will replace an estimated 64,000-
84,000 lead water service lines from the main to the building over the course of
15 years at a cost of $64M per year. AECOM is responsible for planning,
procurement, field coordination of all utilities, and construction inspection of
the five selected contractors using a team of field staff to inspect and manage
this work.
Boulder County Flood Recovery, Boulder, CO
AECOM provided construction management, inspection and materials testing
services for the emergency reconstruction and subsequent safety and paving of
Left Hand Canyon, James Canyon, CR-94 through Jamestown, and County Road
103 in Boulder County, Colorado. The project provided for a 20’ wide winter road
immediately after the flood of 2013, and the following widening the roadway for
safety improvements, drainage, durable driving surface, signing and striping. The
work consisted of removals, utility relocation and replacement, subgrade,
aggregate base course, asphalt pavement, guardrail, curb and gutter, sidewalk,
signing, striping, erosion control and landscaping. Due to funding, these projects
received interim and final audits from CDOT, FEMA and FHWA that were
successfully completed without change to the contracts. The County received full federal reimbursement for each.
