HomeMy WebLinkAbout4-9-20 VirtualMINUTES FOR LIQUOR AUTHORITY MEETING CITY OF WHEAT RIDGE, COLORADO April 9, 2020 This meeting was conducted as a VIRTUAL MEETING. No members of the Liquor Authority Board or City staff were physically present at the Municipal building for this meeting; the public did not attend in person. The public may have participated in these ways: 1. Provide comment in advance at reaton@ci.wheatridge.co.us(comment by noon on April 8) 2. Virtually attend the meeting through a device or phone: Access was put on the City website as soon as it was available. Go to www.ci.wheatridge.co.us/calendar Chair Germano called the Liquor Authority Meeting to order at 9:10 a.m. Liquor Authority Members present: Paul Shaver Carolyn Peterson Lenny Ortiz Bruce McIntyre Cindy Shaw Elizabeth Nazarenus Rocco Germano Absent: Anthony Davia Also present: City Clerk Steve Kirkpatrick; Deputy City Clerk Robin Eaton; Assistant City Attorney Joe Rivera; WRPD Detective Charles Hemming; Executive Assistant Amber Garrett, and interested parties APPROVAL OF MINUTES OF March 12, 2020 Motion by Member Shaw to approve the minutes of March 12, 2020, seconded by Member Shaver, Motion carried 4 -3 with Members Germano, Nazarenus and Peterson abstaining. Item 1. Board members discuss and approve procedures for virtual meetings. Chair Germano introduced the item Attorney Rivera started by giving a staff presentation on the workings of virtual meetings for quasi-judicial hearings including show cause. He brought up that fact that there is a show cause that might need to be scheduled for one of the licensees in the city. City Clerk Kirkpatrick gave instructions on how this virtual format needs to be approved by the person called for the hearings and board members alike. Discussion followed on items such as show cause hearings, current emergency delivery of alcohol, rights by the defendants for in person hearings. Motion by Member Shaver to set a show cause hearing for the Rambling Rose at City Hall for May 28, 2020 or at such time when a meeting can be held at city hall, seconded by Member McIntyre, motion carried 7-0 Discussion followed on the format for virtual meetings such as finding links, sending out meeting details reminders, and how far in advance those reminders would be sent. Also discussed were the types of documents or items that could be used instead of the petitioning results to prove the needs and desires on new license applications. Motion by Member Nazarenus to have Mr. Rivera research information for the board to have the authority to waive the needs and desires petitioning survey, seconded by Member Ortiz, motion carried 7-0 CITY CLERK’S MATTERS Deputy Clerk Eaton reported on the processing of two probable transfers applications, one for the T-Birds Roadhouse and Teller Street gallery. Also on how the COVID shut- down has affected the requested modification for the new image brewing company location. CITY ATTORNEY’S MATTERS POLICE DEPARTMENT MATTERS Detective Hemming spoke about of the recent undercover sting operations for on- premises locations around the City of Wheat Ridge, which was helped in part by the Explorer scouts, which found no violations. LIQUOR AUTHORITY MEMBERS MATTERS Mr. McIntyre stated that he was better able to hear and understand everybody, rather than at in-person meetings. ADJOURNMENT
