This special meeting was held virtually with no board members or staff present in
person, in the city council chambers.
Chair Germano called the Liquor Authority Meeting to order at 9:07 a.m.
Liquor Authority Members present: Lenny Ortiz, Rocco Germano, Elizabeth Nazarenus, Paul Shaver, Carolyn Peterson, Cynthia Shaw Absent: Anthony Davia, Bruce McIntyre
Also present: City Clerk, Steve Kirkpatrick; Deputy City Clerk, Robin Eaton; Assistant City Attorney, Joe Rivera
APPROVAL OF MINUTES OF October 22, 2020 Motion by Member Peterson to approve the minutes of October 22, 2020; seconded by Member Shaver; Motion carried 4-1, with Member Shaw abstaining.

Meeting for Board members discuss and create a policy or resolution for virtual show
cause hearings that are conducted during the times that public health emergency orders
are in place.
Chair Germano opened the public hearing
Assistant City Attorney Joe Rivera spoke about quasi-judicial public hearings process and described a new planned policy to set in place virtual hearing requirements. One of those being that the licensee would not be able to have them held in person and future
show cause hearings would be held virtually, with their attendance being required. Topics also covered were:
• Fundamental Fairness
• Challenges in Court
• Records of Deliberation Chair Germano asked for discussion on the item.
