Inspection Summary On February 12, 2021 Colorado Sierra Environmental Consulting Llc. was hired to conduct an asbestos building inspection/testing at the SFRD located at 2921 Sheridan Blvd. Wheat Ridge Co 80214. The purpose of the inspection was to test suspect ACM that may exist and may be impacted for renovation project. The areas scheduled to be impacted during renovation work and subsequently tested by Colorado Sierra were limited to Main level living room, dining room, kitchen, storage/ laundry, bathroom, 2 bedrooms. Each suspect ACM was identified in the field as belonging to either EPA's Miscellaneous ACM Category (flooring, ceiling tiles, etc.), Surface Applied ACM (troweled on, spray applied ACMs, or Thermal System Insulation (TSI) per EPA's "Pink Book," Asbestos In Buildings: Simplified Sampling Scheme For Friable Surfacing Materials (1985), and "Purple Book", Guidance for Controlling ACMs in Buildings (1985). All suspect ACMs were touched by the CABIs to determine whether the materials was friable or non -friable. Once categorized, each type of suspect ACM was given a unique Homogeneous Sampling Area number (HA#), and materials were quantified and bulk asbestos samples were randomly collected by the CABI in sufficient numbers and in a statistically random manner from homogeneous areas of suspect ACM in compliance with EPA's random sampling scheme and inspection/bulk sampling regulations. Bulk asbestos samples were randomly collected from homogeneous areas of suspect ACM in compliance with EPA's random sampling scheme by Claudia Soto, an EPA/State of Colorado certified asbestos building inspector with certification # 11270. Bulk samples were collected per the EPA and OSHA asbestos inspection regulations. Bulk samples were given unique alpha -numeric identification numbers, consisting of three parts and labeled according to EPA regulations. The first 2-3 letters ex: "PL" designates the sample with a material code by the acronyms of the material. The first set of numbers ex:"01" identifies the homogenous area. The second group of numbers represents the sequential sample acquired for a project. A description of each bulk sample and the sample location has been included. Sample locations and laboratory results are presented in Appendix A. Asbestos Inspection Report Page 5 A���a'ng D�y`oc All bulk samples were submitted to Reservoirs Environmental., a third party independen laboratory. Reservoirs is accredited through the National Institute of Standards and Technology (NIST) and participate in the NIST National Voluntary Lab Accreditation Program (NVLAP) as required by EPA. Bulk samples were analyzed by Polarized Light Microscopy (PLM) in general compliance with guidelines established by the US EPA (40 CFR Part 763, Subpart F, Appendix A). This report includes the description and location of all suspect ACMs tested and laboratory analysis results of bulk samples acquired during this event. Bulk sample logs for the current sampling event identified as CSEC No.211202.14 are attached in Appendix A of this report. Asbestos Inspection Report Page 6 2.0 REGULATORY REVIEW / acoon�� O C EPA and the Colorado Department of Public Health and Environment (CDPHE) regulate all building materials that contain greater than 1% asbestos, (as determined through polarized light microscopy or PLM analysis), as asbestos containing materials (ACMs). OSHA regulates ACM building materials as well as building materials that contain small amounts of asbestos, (even trace concentrations by PLM). EPA and CDPHE Regulation No. 8, Part B, require that suspect ACM in buildings built prior to 1988 be assumed to be asbestos or an inspection be conducted by an EPA accredited/CDPHE licensed asbestos building inspector. CDPHE, Regulation No. 8, Part B, requires an asbestos inspection following the AHERA protocol be conducted prior to demolition or remodeling activities that could disturb ACM. Buildings, or those portions thereof, that were constructed after October 12, 1988 are exempt from CDPHE Regulation No. 8 required asbestos inspections/testing only if an architect or project engineer responsible for the construction of the building, or a State certified Asbestos Building Inspector, signs a statement that no ACM was specified as a building material in any construction documents for the building or no ACM was used as a building material in the construction of the building. CDPHE does, however, recommend that all buildings be inspected prior to any renovation or demotion activities regardless of the date of construction. The EPA and CDPHE require that all friable and non -friable ACMs be removed prior to renovation activities that may disturb the ACM, and all friable ACM must be removed prior to demolition. Regulated Asbestos -Containing Material (RACM) means (a) friable asbestos -containing material (b) Category I non -friable ACM that has become friable, (c) Category I non -friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading or (d) Category II non - friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. Non-RACMs are those non -friable materials not likely to be rendered friable during the normal demolition process, therefore are less likely to release airborne asbestos. Under normal demolition activities, non-RACMs that are non -friable Category I materials (gaskets, resilient flooring, adhesives, and asphalt roofing) and similar non -friable Category II are allowed by EPA and CDPHE regulations to remain during normal building demolition, and can be disposed of as normal demolition debris, provided these materials remain non -friable during demolition activities and the landfill will accept the waste as solid waste. Asbestos Inspection Report Page 7 es ppDott,gs0 cofBw W In some circumstances, "point count' analysis is required for bulk samples previously analyze;4-?'?in g ciovdc by PLM. Point counting is a more detailed means of analysis than standard PLM. Federal and State agencies define ACM as materials containing greater than 1% asbestos. The NESHAP regulation requires that if standard PLM analysis determines that a sample contains less than 10% asbestos, the material must be considered asbestos containing or be point counted. Even if the sample is less than 1% by standard PLM, the material either has to be assumed to be ACM or point counted. If the point counting analysis is different than the PLM analysis, the point counting result takes precedence. If standard PLM analysis determines that a material has no asbestos or that the material contains greater than 10% asbestos, point counting is not necessary. Statement of Inaccessibility Accessible areas where damage was present were inspected for ACM. Conduit, electrical panels, possible underground spaces were not inspected. Attempts were made to identify and access suspect materials; however, the potential for additional unidentified materials may exist. Any suspect materials located in these areas should be assumed asbestos -containing until sample collection can be performed and subsequent analyses prove otherwise. None of the suspect materials tested was determined to be asbestos (ACM) contain greater than 1%. This report and findings should not be used to determine if building materials located outside of these areas contain asbestos. In the event additional suspect ACMs are encountered during demolition activities and those materials are not discussed in this report, no work should continue until the suspect ACMs are sampled and verified as non -ACM by Colorado Sierra Environmental Consulting or any other consulting firm. All other suspect ACMs present in this building, (unless specifically tested as part of this sampling event), must be tested per EPA/CDPHE bulk sampling schemes and regulations. Conclusions of the report are professional opinions based solely upon site observations and interpretations of analyses as described in our report. The opinions presented herein apply to site conditions at the time of the investigation, and interpretation of current regulations pertaining to regulated materials. Therefore, our opinions and recommendations may not apply to future conditions that may exist at the building, which we have not had the opportunity to evaluate. The regulations should always be verified prior to any work involving regulated materials. Our services have been executed in accordance with generally accepted practices in this area at the time this report was prepared. No other hazardous materials/wastes were investigated. No other conditions, expressed or implied, should be assumed. Limitations This report describes the installed locations and conditions of ACM identified in the facility during the inspection. Colorado Sierra represents that our services are performed within the limits prescribed by applicable regulations and in a manner consistent with the level of care and skill ordinarily exercised by other professional consultants under similar circumstances.
