HomeMy WebLinkAbout3-11-21 signed Chair electMINUTES FOR LIQUOR AUTHORITY MEETING CITY OF WHEAT RIDGE, COLORADO 7500 West 29th Avenue, Municipal Building March 11, 2021 This meeting was held virtually with no board members or staff present in person, in the city council chambers. Chair Germano called the Liquor Authority Meeting to order at 9:05 a.m. Liquor Authority Members present: Rocco Germano, Cynthia Shaw, Lenny Ortiz, Jerry DiTullio, Juanita Stites, Edward Volk, Michael Betterton Absent: Anthony Davia, Also present: City Clerk, Steve Kirkpatrick; Deputy City Clerk, Robin Eaton; Assistant City Attorney, Joe Rivera APPROVAL OF MINUTES OF February 11, 2021 Motion by Member Shaw to approve the minutes of February 25, 2021, seconded by Member Ortiz; Motion carried 3-4, with Members DiTullio, Stites, Volk and Betterton having to abstain. Item 1. New Members Swearing in Ceremony Introduced by Chair Germano According to the City Code each member shall take an oath, thereby swearing or affirming to uphold the Constitution of the United States and the state, and the charter and ordinances of the city. City Clerk Steve Kirkpatrick presided over the ceremony where new Members Jerry DiTullio, Juanita Stites, Ed Volk, and Michael Betterton affirmed and accepted the oaths. Item 2. Chair and Vice-Chair Elections 2021 - 2022 Introduced by Chair Germano According to the Liquor Board Bylaws, a Chairperson shall be elected on a rotating basis at the first regular meeting in March of each year. The Chairperson shall be elected on a rotating basis and shall not succeed himself/herself. The Vice-Chair will be elected in the same manner. Chair Germano asks for nominations for the Chair position. Member DiTullio requested to be considered for the Chair position if it be palatable to the other members. Deputy Clerk Eaton tallied the nominations sent electronically during the meeting to his email, from the list of eligible members that were sent in the packet, with Member DiTullio winning the Chair position by a tally of 4-3. Chair Germano then asked for nominations for the Vice Chair position. Member Betterton asked to be considered for the Vice-Chair position. Deputy Clerk Eaton tallied the nominations that were also sent electronically to his email from the list of eligible members that were sent in the packet, with Member Betterton winning the Vice-Chair position by a tally of 4-3. Chair Germano welcomed both Member DiTullio and Member Betterton to their new positions. There were no further items on the agenda CITY CLERK’S MATTERS City Clerk Kirkpatrick introduced himself and thanked the board members for volunteering their service, being one of the more involved and important boards in the city. He spoke how he was strongly behind strict sanctions for those who violate the liquor laws. Deputy City Clerk wanted to thank the Liquor Board members who were recently appointed for their volunteer service to the City of Wheat Ridge. He spoke about the new liquor occupational taxes program rebates. A new Taco Rico Mexican restaurant for FMB. He spoke about the possibility of taking a TIPS liquor training class with Eva from LiquorPros on March 22 at 1:00pm at CO plus brewpub and who would be interested in partaking of that in-person class. Social distancing would be done there as well. It was discussed by all and agreed to schedule an hour to 1½ hr. zoom meeting for training, to be held on Thursday March 18, starting at 6:30 pm. CITY ATTORNEY’S MATTERS Mr. Rivera welcomed everyone on board as well. He spoke about the requirements for training and what types of articles could be included. Among other items, he wants to make sure that items included information regarding show cause hearings and their quasi-judicial nature.
