Elected Officials’ Report(s) ADJOURNMENT Memorandum TO: Mayor and City Council THROUGH: Patrick Goff, City Manager FROM: Marianne Schilling, Assistant to the City Manager DATE: August 2, 2021 SUBJECT: Race and Equity Task Force Quarterly Update ISSUE: The Race and Equity Task Force co-chairs will be presenting to City Council an update of the progress that has been made to date and the plan moving forward. PRIOR ACTION: City Council appointed the Race and Equity Task Force on February 8, 2021. FINANCIAL IMPACT: N/A BACKGROUND: The Race and Equity Task Force has been directed to carry out a thorough review of City policies, services, and ordinances to identify policies and practices that may contribute to discrimination. The Task Force will provide updates to City Council and will report recommendations, including ways in which success will be measured toward becoming a more inclusive and responsive community. DISCUSSION: The Race and Equity Task Force has been meeting on the second and fourth Thursdays of each month since March 25, 2021. The meetings were first entirely virtual and have now moved to a hybrid approach beginning in June. The volunteer chairs have also been meeting on Mondays following the Task Force meetings. The Chairs are Terry Gale, Jenny Snell, and Jeff Richards. In addition to the formal meeting schedule, various group members participated in “Coffee with the Chairs.” These are opportunities to get to know each other and to complete additional work. The group spent the first several months getting organized and gaining information about the City of Wheat Ridge prior to determining the priority list of topic areas for the group to review. Item No. 1 Staff Report – Race and Equity Task Force Updates August 2, 2021 Page 2 Task Force Overview The Task Force has discussed in detail the importance of the work ahead. They understand that deliberate change takes time and focus and that a lot of work is ahead. As the Task Force moves forward, it will practice the use of an equity lens as a protocol for evaluating policies, programs, practices, and decisions which will result in equitable outcomes and a more welcoming and inclusive city. This group is eclectic. There is representation from students to educators, youth to senior community members, LGBTQ+ individuals and allies, members with diverse ethnic and racial backgrounds, and beyond. The Task Force appreciates its ability to share unique perspectives with each other and the city while understanding that they do not represent all voices in Wheat Ridge. Getting Started Initial Guidance – The Equity Project Dr. Dwinita Mosby Tyler and Monica D. Williams led meetings focusing on race and equity and how the group might structure itself, focus efforts, define goals and outcomes, and overall mission. Staff Presentations To establish a baseline understanding of the City and how it works, the Task Force received presentations and had robust discussions with several staff members. The Task Force first heard a City overview from City Manager Patrick Goff. Additionally, City Attorney Jerry Dahl joined the Task Force to lead a detailed review and discussion of the City Charter. There were also staff presentations and discussions on city communications with Sara Spaulding and Bridget Dvorak, as well as an evening reviewing community engagement and the Let’s Talk program with Jeff Hirt and Ashley Holland. The Task Force is scheduled to have its first presentation and discussion with the Police Department during the August 26 Task Force meeting. Work Accomplished Initial Review of City Charter and Personal Areas of Interest The Taskforce conducted an initial review of the City Charter, breaking it down into seven categories. The group also looked at the distribution of the categories in the Charter as they didn’t always fall under logical section heads. The Task Force took time to name individual areas of interest outside the Charter. Staff Report – Race and Equity Task Force Updates August 2, 2021 Page 3 Together, the categories from the City Charter and the defined areas of interest yielded this list of priorities and topics. • Election • Process • Court/Judiciary • Human Resources • Property/Development (CD) • Tax/Money • Infrastructure • Education • Police Department • Religious Freedom • Economic Opportunity • Health (Mental, Physical - Parks & Rec) • City Charter • Homelessness From there, the first three areas for review were determined and are listed in bold. Race and Equity Lens With the guidance of Dr. Tyler, the group considered, defined, and adopted a Race and Equity Lens with the objectives of providing a common vocabulary, identifying inequity, inspiring self- examination, and advancing equity in the city. It also establishes a method, delineated through a series of questions, to root out inequities. The Race and Equity Lens is included as an attachment. Bylaws The Race and Equity Taskforce is working on a final draft of Task Force bylaws. This document, along with the Race and Equity Lens and the city presentations on the Charter, forms the foundation of the work the Task Force intends to accomplish. The Task Force anticipates the finalization of the bylaws by the end of August. RECOMMENDATION: This presentation is informational only. No action is needed at this time. ATTACHMENTS: 1. Race and Equity Lens Race and Equity Lens Objective: By using a racial and equity lens, the Wheat Ridge Race and Equity Task Force endeavors to: • Provide a common vocabulary and system for evaluating policies, programs, practices, and decisions in our work, and • Review and identify policies, programs, practices, and decisions which result in equitable outcomes for all • Inspire self-examination about personal attitudes surrounding equity • Advance equity in the city of Wheat Ridge Method: Consider the following questions when reviewing or identifying policies and practices that contribute to discrimination, exclusion, and systemic inequity: • Are all racial, ethnic, gender, religious, language, ability, and LGBTQ+ identities, regardless of housing status, that have historically been excluded, currently consulted and/or represented in making the change, policy or decision at hand? • How is each of these groups affected by a policy/procedure; more specifically, is there potential for negative impacts to the many group? Are there groups that are disproportionately, consistently, or habitually bearing negative impacts? • What are the barriers to an equitable outcome for all involved? • Does this policy, program, practice, or decision address existing disparities? ATTACHMENT 1 Memorandum TO: Mayor and City Council THROUGH: Patrick Goff, City Manager Marianne Schilling, Assistant to the City Manager FROM: Rebekah Raudabaugh, Homeless Navigator DATE: August 2, 2021 SUBJECT: Homeless Navigation Update ISSUE: The purpose of this study session item is for the City’s Homeless Navigator to provide a general update to City Council regarding the Navigation Program. PRIOR ACTIONS: N/A FINANCIAL IMPACT: No financial impact at this time. BACKGROUND: As part of a regional effort throughout Jefferson County, Wheat Ridge hired a Homeless Navigator to serve the cities of Wheat Ridge, Golden, and Edgewater. The Homeless Navigator works closely with the local business community, constituents, metro-area non-profit providers, and government agencies. The work of the Homeless Navigator includes (for all three cities): • Weekly outreach efforts consist of contacting individuals living unsheltered and offering resources and basic need items such as socks, water, snacks, etc., to build rapport and trust. • Attending Municipal Court to assist persons experiencing homelessness • Completing intakes for Homeless Management Information System (HMIS) and assessing client’s needs • Assisting clients with obtaining vital documents • Making referrals for healthcare, mental health, substance misuse, legal issues, and benefits • Navigating clients to identify a pathway towards housing • Assisting clients with housing searches, applications, and deposits • Maintaining an actively growing caseload. The current caseload consists of forty-one clients: twelve in Golden, twenty-seven in Wheat Ridge, and two in Edgewater. Item No. 2 Staff Report – Homeless Navigation Updates August 2, 2021 Page 2 Program Update I-70 Kipling Corridor The Homeless Navigator continues to conduct weekly outreach to the homeless population with the Wheat Ridge Police Department Crime Prevention Team. While on outreach, more clients from Denver and Lakewood are being seen in the Wheat Ridge area. It appears that many of the individuals who used to frequent the I-70/Kipling area have now moved to surrounding parks and areas to avoid legal trouble. Severe Weather Shelter Network In July, the Navigators in Jefferson County each met separately with the Severe Weather Shelter Network (SWSN) about the upcoming winter season. For an individual to receive shelter from the Network during a severe weather event, they must be registered with the Program in advance. This year, the Homeless Navigator, as well as the other Navigators in Jefferson County, will be working closely with the SWSN to ensure that individuals are aware of registration dates and site locations before the SWSN season starts on October 1, 2021. Therefore, individuals will be pre-registered and able to access a vouchering site when the SWSN is activated. The SWSN is planning to distribute forty vouchers to persevere weather events for both the North and Central regions. In the event of an emergency where an individual is not registered with the SWSN when a severe weather day is activated or when SWSN has already run out of vouchers for the event; Jefferson County and the Police Departments in each municipality have coordinated a plan of when it is appropriate to provide a motel voucher to an individual. Client Updates To date, the Homeless Navigator has completed an intake with forty-five clients, two in Edgewater, 13 in Golden, and 30 in Wheat Ridge. Of that number, four clients have exited the Homeless Navigation Program to either stable housing or due to being deceased. Currently, the Homeless Navigator is working with two clients who are apartment searching and trying to secure a move-in date and one client to gather documentation and complete an application for a housing voucher. Additionally, the Program is working very closely with Family Tree to assist a client with gathering their vital docs for a housing voucher. The Program continues to work closely with partnering agencies such as Family Tree, Jefferson Center for Mental Health, and Foothills Regional Housing Authority to support clients and provide appropriate resources. As each client is different, the Homeless Navigator continues to work with individuals to provide the appropriate resources and identify a pathway towards housing. This could look a variety of different ways. For example, some of the paths that have been identified with clients have been providing deposit assistance, purchasing a bus ticket to another state to reunite a client with their family or referring to the available housing vouchers, and assisting the client with the housing search and move-in. Referring to a housing voucher consists of completing assessments with the client and determining if they would be eligible to be entered into One Home or Coordinated Entry through the HMIS or if a referral to other available agency vouchers is appropriate.
