DATE: February 28, 2022 SUBJECT: Homeless Navigation Program Update
ISSUE: The previous community meeting on homelessness took place in May 2021, and the last
Homeless Navigation Program update was in August 2021.The purpose of this study session
item is for the City’s Homeless Navigator to provide a general update to City Council regarding the Homeless Navigation Program, Housing Navigation Centers and the latest citywide efforts in support of addressing homelessness.

No financial impact at this time. BACKGROUND:
As part of a regional effort throughout Jefferson County, Wheat Ridge hired a Homeless Navigator in December 2020 to serve the cities of Wheat Ridge, Golden and Edgewater. As of October 2021, the Homeless Navigator now serves only Wheat Ridge and Edgewater.
The Homeless Navigator works closely with the local business community, constituents, metro-area non-profit providers and government agencies. The work of the Homeless Navigator includes:
• Weekly outreach efforts which consist of contacting individuals living unsheltered and
offering resources and basic need items such as socks, water, snacks, etc. to build rapport
• Attending Municipal Court to provide support for persons experiencing homelessness
• Completing intakes for the Homeless Management Information System (HMIS) and assessing client’s needs
• Assisting clients with obtaining vital documents
• Making referrals for healthcare, mental health, substance misuse, legal issues, and benefits
• Navigating clients to identify a pathway towards housing
• Assisting clients with housing searches, applications, and deposits
Program Update Homeless Navigation Program
In October 2021, the City of Golden hired a Navigator to solely provide services in Golden. The
City of Wheat Ridge Homeless Navigation Program worked direly with the new Navigator to provide training on the already in place program and transfer over the current Golden caseload. The City of Wheat Ridge Homeless Navigation Program now only services the cities of Wheat Ridge and Edgewater.
Severe Weather Shelter Network
The Navigators in Jefferson County continue to partner with the Severe Weather Shelter Network (SWSN) during the SWSN season of October 1 through April 30. For an individual to receive shelter from the Network during a severe weather event, they must be registered with the program in advance. This year, the Homeless Navigator collaborated with SWSN to host three
registration events at the Wheat Ridge Recreation Center during the months of September,
October, and November. Due to staffing changes within the SWSN and the state of the pandemic in December 2021, SWSN changed to a virtual model. In the event of an emergency where an individual is not registered with the SWSN when a severe weather day is activated or when the
SWSN has already run out of vouchers for the event; Jefferson County and the Police
Departments in each municipality have coordinated a plan of when it is appropriate to provide a motel voucher to an individual.
Housing Connector In October 2021, Council voted to approve the memorandum of understanding and data sharing
agreement with Housing Connector. Housing Connector was anticipating launching in the
Denver area in November 2021. This launch was pushed back to January 2022 due to not having enough property partners to list on the Zillow platform. Housing Connector has since launched their program on the Zillow platform, giving community partners access. Housing Connector is continuing to build relationships with property owners in the Denver Metro area. Housing
Connector currently has four properties total in Denver listed on their Zillow platform that all
community partners across Denver Metro are able to access. Built for Zero
Built for Zero is a methodology, a movement, and proof of what is possible. The movement is made up of more than 80 cities and counties that have committed to measurably ending
homelessness, one population at a time. Built for Zero is a regional effort that focuses on all of
the Denver Metro area. Jefferson County held their first case conference meeting this month focusing on the veteran population. Eighteen veterans have already been identified in Jefferson County. It is anticipated that this number will grow as more agencies start attending the case
conferencing meetings.
Client Updates To date, the Homeless Navigator has completed an intake with one hundred and eleven clients, five in Edgewater, 17 in Golden, and 89 in Wheat Ridge. Those seventeen individuals were
transferred to the Golden Navigator when they on-boarded in October 2021. Of that number, 63
intakes have been completed since August 2021. 15 of those clients from the total number have
secured permanent housing and 8 of the clients exited to transitional housing. The Homeless Navigator currently has a caseload of 63 clients. At this time, the Homeless Navigator is working with six clients who have received Emergency
Rental Assistance Program (ERAP) funds and are in a motel. These individuals are currently either trying to secure employment or an apartment. Nine additional individuals either have a
housing voucher or are in the final stages of being approved for one and are in the process of
searching for an apartment. As each client is different, the Homeless Navigator continues to work with individuals to provide the appropriate resources and identify a pathway towards housing. This could look a variety of
different ways. For example, some of the pathways that have been identified with clients have
been providing deposit assistance, purchasing a bus ticket to another state to reunite a client with
their family or referring to the available housing vouchers and assisting the client with the housing search and move-in. Referring to a housing voucher consists of completing assessments with the client and
determining if they would be eligible to be entered into One Home or Coordinated Entry through
the Homeless Management Information System (HMIS) or if a referral to other available agency vouchers is appropriate.
City of Wheat Ridge Efforts
The last community meeting on homelessness took place on May 2021 and the Homeless Navigation Program update to Council was in August 2021. Since that time, several city
departments are continuing to provide efforts in support of the city’s homeless population. Municipal Court
Municipal Court continues to hold Homeless Court the second Thursday of each month. They
provide transportation from area jails to court when video is not available. The Court staff have encouraged individuals to attend court by installing a storage locker behind the building for individuals to leave their belongings in place while attending court. Additionally, staff is providing snack bags and bus tickets after an individual has been seen by the Judge. Finally,
Court staff have assisted with transporting individuals to either the STRIDE or Lutheran Medical
Center when there is a medical need. Parks and Recreation
2021 saw the addition of three part-time Environmental Service Technicians (ESTs) to Parks, Forestry and Open Space Staff. The ESTs have been working closely with Community Services
Officers to clean up encampments and abandoned trash throughout the Greenbelt and around the
city. Additionally, the ESTs serve as Open Space Technicians, working on restoration efforts where illegal camping and other activities have caused soil compaction, erosion, and loss of vegetation throughout the parks system. The ESTs have completed vital work in removing an
incredible volume of debris in the parks and open space areas. Additionally, they have collected
data throughout the year to reflect the work completed. The ESTs are a component of a larger homeless program that strives to provide alternatives to persons experiencing homelessness while encouraging them to reduce dependance on living within the parks and public spaces.
Police
Police has stocked their patrol cards with some emergency winter items for circumstances in
which they come across an unhoused person in severe weather and there is not shelter available. The Crime Prevention Team is also working with hotels and motels to get them in compliance with the new ordinance and helping them understand the extended stay portion of the ordinance which becomes effective July 1.
Police has been coordinating its approach so the Community Service Officers (CSO) team has been going out to certain areas in the city and Crime Prevention follows afterward. The CSO
team is continuing to watch the Hopper Hollow park area, and I-70/Kipling has seen noticeable
improvement due to extra patrol in the areas. Finally, CDOT clean-ups are continuing to take place one to two times per month when weather allows. Public Works
Public works continues to remove debris from the streets and right of way and haul the debris to
the landfill. They assist the Police and Parks department when needed. Staff has continued to
return shopping carts to the rightful owner. Public works consistently sweeps the Kipling and I-70 area when the weather permits. Let’s Talk
The Let’s Talk Resident Engagement Program’s current neighborhood “blitz” is taking place in
the Anderson Park and Fruitdale neighborhoods. With this program, City staff ask residents open-ended questions about what is most important to them for the City to address in ten different neighborhoods. The Anderson Park and Fruitdale neighborhoods are the fifth and sixth
neighborhoods of ten, with the blitz slated to wrap up in April. These two neighborhoods see
some of the highest concentrations of issues around homelessness with the I-70 and Kipling intersection and Fruitdale Park, among other areas.
Perhaps not surprisingly, homelessness is the #1 issue in both of these neighborhoods that City staff have heard so far in the blitz, in contrast to the other four neighborhoods the program has
held blitzes in where homelessness was not a top three issue. The resident comments in
Anderson Park and Fruitdale around this topic are wide ranging from safety concerns to wanting more support for people experiencing homelessness. Currently, a neighborhood survey and engagement efforts are underway that are asking some
more targeted questions around potential City action items – some of which address
homelessness. These include whether the City should provide temporary facilities at key locations for people experiencing homelessness (e.g., temporary, secure storage lockers), and building a disc golf course at Fruitdale Park to “activate” some of the areas of the park where the
most safety issues occur due in part to their inactivity. Resident input on these questions will inform next steps. Issues and Concerns Community members and City staff continue to find human waste in the City, most prominently in City parks on a daily basis. In speaking with individuals experiencing homelessness, the
Homeless Navigator has heard that when there are no other options available, they will go to the
bathroom both in parks and bushes in nearby parks. However, Police staff have recently found portable toilets near Fruitdale Park that have experienced significant arson-related damage. Additionally, City staff is finding sharps, such as used syringes, around the City and primarily in
city parks. At this time, staff is researching best practices around installing sharps containers in
the community as well as providing additional portable restrooms options.
Housing Navigation Center Update The County-wide Housing Navigation Center (HNC) process has been progressing quickly in its early stages. Jefferson County has partnered with BlueLine Development to lead the Housing
Navigation Center development process and identify the first of what could be two separate housing locations.
The first site has been identified in Arvada, with a future location potentially in Lakewood. These cities have been the focus of HNC locations because they are where most Qualified Census Tracts in the area are located, which would make the HNCs eligible to receive significant tax credits. Additionally, they help to meet the geographical need in a large county to spread the
services across Jefferson County.
The design of the HNC includes the following:
• One site with 75 supportive housing units
• One site with 75 supportive housing/workforce units, a 50-bed shelter, and navigation
center The supporting housing units would include:
• Mix of 1 and 2 bedroom apartment homes- currently modeled at 150
• Mix of workforce and supportive apartment homes for households up to 50% of AMI
• Ample space for community gatherings, meeting spaces, and onsite staffing
• Spaces to be designed with trauma-informed design principles in collaboration with
service providers
The HNC would include:
• Non-institutional feeling with trauma-informed design principles
• 100 visitors per day at the navigation center
• 50 bed overnight shelter (not cots laid out in a warehouse setting)
• Overflow severe weather sheltering
• Service Providers (to be selected by March 2022) The development timeline for the Arvada location would anticipate an opening by early 2025. RECOMMENDATIONS:

Introduction
This quarterly Homeless Navigation Demographic Report contains details that are self-reported
by individuals experiencing homelessness during the client intake process in the Homeless
Management Information System (HMIS). During this process, the Homeless Navigator does
not verify or validate the information as true or accurate.
The Homeless Navigator serves the cities of Wheat Ridge and Edgewater. This program
previously supported Golden as well through October 2021. All data included in this report
represents active client demographics. Once a client is housed or the relationship is inactive for
180 days, they are removed from the HMIS database.
