HomeMy WebLinkAbout11-21-22 Study Session Virtual Hybrid FINALSTUDY SESSION NOTES CITY OF WHEAT RIDGE, COLORADO Hybrid - Virtual Meeting November 21, 2022 Mayor Bud Starker called the Study Session to order at 6:31 p.m. This meeting was conducted both as a virtual meeting and hybrid, where some members of the Council or City staff were physically present at the Municipal building, and some members of the public attended in person as well. A quorum of members (eight) of Council were present in Council Chambers for this session. Mayor Starker welcomed the Council, other elected officials, staff and interested citizens. Mayor Starker also explained the virtual/hybrid meeting format, how citizens will have the opportunity to be heard, and the procedures and policies to be followed. Council members present Scott Ohm, Amanda Weaver, Judy Hutchinson, Korey Stites, Valerie Nosler Beck, Janeece Hoppe, Leah Dozeman, and Rachel Hultin. Also present: City Attorney, Gerald Dahl; City Manager Patrick Goff; City Clerk, Steve Kirkpatrick; City Treasurer, Chris Miller; Director of Administration, Allison Scheck; Chief of Police, Chris Murtha; WR Police Department; Assistant to the City Manager, Marianne Schilling; Director of Parks and Recreation, Karen O’Donnell, Lauren Mikulak, Interim Director of Community Development; Maria D’Andrea, Director of Public Works; Municipal Court Judge, Christopher Randall; interested citizens and guests. Mayor Starker began the meeting by making a public statement focused on those impacted by the mass murder at Club Q in Colorado Springs. Following the Mayor’s request, all present observed a moment of silent reflection on behalf of Public’s Right to Speak No one came forward to speak this evening. Note about Wheat Ridge Speaks: Members of the public may visit the Wheat Ridge Speaks website and enter written comments of up to 1,000 words on any Council agenda item. The deadline for the public to submit comments is 12:00 Noon Mountain Time on the day of a Council session so that Council members, other elected officials and City Staff have time to review the comments before the meeting on Monday evening. The City Clerk’s Office transcribes those Wheat Ridge Speaks comments into these minutes, placing each comment along with the record for that agenda item. No comments appeared in Wheat Ridge Speaks for this session of Council. 1. Proposed 2023 Budget Issue Tonight’s only agenda item is the proposed 2023 City Budget presentation to City Council for review and discussion. This memorandum includes an outline of the public engagement steps that have occurred to date and the future actions required by City Charter to adopt the budget. In addition, the 2023 Budget Message is included which summarizes the various components of the proposed budget. Staff Reports City Manager Patrick Goff and Administrative Services Director, Allison Scheck, delivered to Council a detailed presentation about this item, and the financial impacts for bringing it to Council. Councilmembers had questions and comments: Councilmembers asked detailed questions about several topics, engaging in discussion among themselves and with staff, who answered their questions in detail. CM universally thanked staff for their hard work on this budget and how well it aligns with our strategic priorities. Mayor Pro-Tem Hultin asked for a consensus to set aside $25,000 from the 2022 budget and $25,000 from the 2023 Budget to support traffic management efforts. Consensus attained. CM Stites asked whether funding is, or could be, included for a farmers’ market, operated by Local Works, for about $15,000. Mr. Goff said that he would find that sum somewhere in the budget. CM Weaver supports the farmers’ market idea and urged Council to carefully plan any effort at a farmers’ market to ensure a smoothly operating and attractive farmers market. The Mayor Pro Tem proposed a consensus for staff to bring to Council the 2023 budget, reflecting the above consensus, for the City of Wheat Ridge in and prepare for the mandated public hearing on the budget prescribed in Charter and Code, scheduled for November 28, 2022. Consensus attained. 2. Staff Report(s) Nothing further. 3.
