Faucets shall comply with Section 309. Hand-operated, self-closing faucets shall re- main open for 10 seconds minimum. 606.5 Bowl Depth. Sinks shall be 61/z inches (165 mm) deep maximum. The submitted site plan details a six foot fence to be located the expanse of the eastern property line for 11910 W. 52"d Ave. The Code of Laws states that a six-foot chain link fence in the front yard is prohibited. The malcimum height for chain link fencing in the front yard is forty eight inches (48"). The front yard is defined as the first fifty feet (50') measured from the northern property line. 2. The submitted plan shows bazbed wire to be located on top of the six foot chain ]ink fence. Barbed wire is allowed on top of the portion of the fence that is six-feet in height. The portion of fence located in the front yazd must be a maximum of forty-eight inches. Barbed wire is not allowed on fences lower than six feet in height. 3. Dear N1r• Jennings, I have completed the first review of the above referenced documents received on October 21, 2005 and have the following comments: DRMNAGE Final Drainage Report (D9scussion) 1. Please state the offsite runoff amount (or if there is no significant amount) contriburing to this site. 2. On page 4 it is stated that the developed runoff rate for the major storm event is calculated to be 3.10 cfs. Per Urban Drainage criteria, the amount of developed runoff for the major event is to be limited to the historic rate plus 1 CFS/acre developed. In this case that equals 135 CFS + 0.45 CFS = 1.80 CF5. The rate of release for this site will need to be at or below 1.80 CFS for approval of the drainage design. Please include a discussion of this and to what rate the release will be limited. (You may wish to also include a statement regarding the benefits of doing this in the conclusion). 3, pn page 4, Secrion C, it is stated that the curb & gutter is to have 1 inch wide openings. The Ciry recommends using a maximum width of 0.5" for these openings at 3' O.C. spacing to help disperse the runoff in a wider release pattern. Along these same lines, include a brief discussion of the curb & gutter/slit design to be used to spread out the flows and the added benefits of this (it will help you to prove the statement regarding "every attempt" being made to minimize the impact of the subject site runoff from negatively impacting the adjoining properties. 4. Please provide a P.E. seal and signature on the revised Final Drainage Report. Final Drainage Report (Appendix) 1. No commants at this time. Final Drainage & Grading Plan (and Details Sheet) 1. Please clearly identify all basins, sub-basins, and design points -both historic and developed on the Plan. May need to include another linetype in the legend for the historical sub-basin(s). 2. A Permanent Easement encompassing all stormwater sewer and detention facilities shall be required. Informarion pertaining to the easement is found under the Land Surveying secrion below. 3, The City requires all detention ponds to fullv drain within 24-40 hours, due to West Nile Virus concerns. Therefore, we recommend that a 2' wide concrete trickle channel for the low spot in the pond be outletstructure to enstu a e omp ete dr nage nof the p nd. If the trickle hanne ps~o be ploy dpl a ee be sure that the grade is a minimum of 0.50% and that a detail for the channel structure is included to ensure proper construction. 4. Due to the fact that the proposed wall and block (or concrete) retaining walls are an integral part of the detention pond design, the wall design(s) will need to be submitted for review and approval prior to approval of the Final Drainage ReporUPlan. 5. Please identify the material to be placed along the easterly 8' or so of the property, and also between the proposed curb & gutter and the detention pond wall along the southerly property line. 6. Need to include some form of erosion protecfion for the pipe outfall into the detention pond. 7. Need to provide a concrete truck washout azea on the plan view,'and include a detail. 8. Please correct the slit opening discrepancies between the plan view, detail, and also on page 4 of the Report. 9. Please provide a P.E. seal and signature on the revised Final Drainage Plan. G LAND SURVEYIN Site Plan (in Building Permit Plans) 1. The Site Plan will need to be modified to reflect the drainage faciliries to be constructed on the southerly side of the property. Please be sure the Site Plan matches the Final Drainage & Grcading Plan. Permanent Easement A Permanent Easement for the purpose of the "Construction and maintenance of a stormwater drainage and detenrion facility" shall be required prior to the issuance of the Certificate of Occupancy for this project. The Permanent Easement is to include a Lega] Descriprion of the easement area, and also an exhibit which graphically shows the easement azea. Subsequent to review and approval of the easement form, the easement shall be signed in the presence of a Notary Public, be recorded at the CounTy Clerk & Recorder's Office, and a copy retumed to the City. A recorded copy of the easement shall be required prior to issuance of the Certificate of Occupancy. The following is an example of the language required for the easement The purpose of this document is to estab[ish a Permanent Easement over the area herein described in the Legal Description found on Exhibit X and graphical[y represented on Exhibit Yfor the purpose of the construction and maintenance of a stormwater sewer system and stormwater detention faciliry. The stormwater sewer system and detention facility shall be constructed and maintained by the owner and subsequent owners, heirs, successors and assigns. In the event that such construction and maintenance is not performed by said owner, the City of Wheat Ridge shall have the right to enter such area and perform necessary work, the cost of which said owner, heirs, successors, and assigns agrees to pay. No building or structure shall be constructed within the stormwater sewer system and/or detention area, and no changes or alterations affecting the hydraulic characteristics of either Yhe stormwater sewer system or detention area shall be made without the approval of the Director of Public Works. ENGINEER'5 COST ESTIMATE Per CiTy Code requirements, an itemized engineer's cost estimate will be required for the public improvements along the 52°a Avenue frontage; The public improvements aze to include 6" vertical curb & gutter, 5' detached sidewalk, asphalt paving/patching, and the earthwork necessary to conshvct these items. The itemized cost estimate will be reviewed and upon approval, be used in the escrow of funds for the public improvements.
