The site is currently occupied by a single family home and various accessory structures. The existing house was built in 1947 and is approximately 1300 square feet. A single access point from 52nd Avenue is provided on the western side of the property. According to the Jefferson County Accessor, the site is 18,294 square feet (0.42 acres). 1 A The subject property is zoned Industrial-Employment (I-E), which allows light industrial and commercial uses that support employment. The property is adjacent to unincorporated Jefterson County, where some residential uses are located. The City of Arvada also borders 52'ld Avenue to the northeast and northwest o f the site, with residential and industrial uses. South o f 52nd Avenue is the City of Wheat Ridge. In the area surrounding the subject property, Industrial-Employment *E), Planned Industrial Development (PID), MU-C TOD (Mixed Use Commercial - Transit Oriented Development), Residential-One (R- 1 ), and Residential-Two (R-2) zone districts are present. Land uses in the area largely conform to the zone districts. Along 52nd Avenue several homes have been converted to light industrial businesses. Much of the MU-C TOD and R-1 zone districts surrounding the site are vacant. The RTD Gold Line commuter rail, currently under construction, will have an end- of-line station located less than 1,000-feet south of the subject site. The rail line is slated to open in October 2016. As such, many developers have expressed interest in developing vacant and underutilized parcels of land in the area. The owners are now interested in owning their own location, and prefer to stay in the local area. The site at 11950 W. 52nd Avenue is a good fit for the company's needs. The applicant desires to maximize the square footage o f the structure to accommodate soine extra leasable space, in addition to the garage/shop area for Japanese Auto Service. Currently, the applicants are trying to put together a pro-forma to see if purchase and development of the site is within their budget. The preliminary site plan includes a 7,250 square foot structure, aligned to the east side of the property. The driveway from 52nd Avenue and 21 parking spaces are aligned along the west side of the property. The site plan illustrates approximately 1 8.4-percent of the site to be landscaped area, and approximately 44.4-percent of the site is dedicated to parking, curb and sidewalk. The preliminary site plan accommodates a 20-foot front setback, 5-foot side (east) setback, and 10-foot rear setback. The building sits 67-feet from the west property line. No. Planning comments: The following items were discussed based on the applicant's proposal: Zoning & Use The current zoning on this property is Industrial-Employment (I-E). The I-E zone district was established to allow light industrial and commercial uses that support employment. Auto service, repair, and maintenance shops (both minor and major) are permitted in the I-E zone district. As such, the proposed use as ali auto service shop is permitted in the existing zone district. Various retail, 3 office, and service uses are also permitted in this zone district. If and when it is determined that leasable space is available iii the building, refer to Section 26-204 for a table of permitted uses in the 1- E zone district. Setbacks This site is located in the City's Traditional Overlay Zone, within the Architectural and Site Design Manual. This overlay zone requires that buildings have at least 60-percent frontage within a required 0-12 foot build-to, along the primary frontage. Additionally, 5-foot side setbacks are required. The rear setback requirement is 1 0-feet for a one-story building, and an additional 5-feet per each additional story thereafter. Per the Municipal Code, a story for the purpose o f determining setbacks from perimeter lot lines for nonresidential buildings is defined as each 12-feet of building height. To meet the build-to requirement, the building could be reoriented to be parallel and adjacent to the 52nd Avenue frontage. This would allow parking for vehicles being worked on to be on the south side of the building and not as visible from 52nd Avenue. This would also give the retail tenant a "street face" which would be a benefit. Architectural and Site Design Manual (ASDM) This structure must conform to the Architectural and Site Design Manual (ASDM) provisions for 'Heavy Commercial/Light Industrial' uses. The ASDM is located on the City of Wheat Ridge's website. Please note that this is a summarifed version of the ADSM regulations; please refer to the'ASDM for the full variety of regulations and options available for fagade, materials, and transparency. Fa¢a,ie Design The faga(le should incorporate at least two design elements listed on page 24, fagade articulation, and ali emphasis on the primary entrance through design elements. Materials Buildings should utilize high-quality, durable materials that provide variation and visual interest. This is accomplished through the use of primary faQade materials (which should cover at least 40-percent of the fa©ade) and secondary materials (which may not cover more than 60- percent of the fagde). Each favade shall include at least three different materials. A change in color or texture may count as one material variation. Transparency Each fagade facing a street shall have at least 1 5-percent transparency, calculated as the percentage of clear, non-reflective glass within the ground floor fagade. Landscaping Section 26-502 of the Municipal Code establishes landscaping requirements. In the industrial- employment zone district, at least 15-percent ofthe site must be landscaped. For non-residential uses, there is required to be one street tree for every 30-feet (or portion thereof) of street frontage. Additionally, one tree and ten shrubs are required for every 1,000 square feet of required landscape area Signage 4 Section 26-710 of the Municipal Code establishes the sign regulations. A property is generally allowed one freestanding sign per street frontage. This sign must meet a setback requirement o f 5- feet, i f the sign is under 7- feet tall. I f the sign is between 7- feet and 1 5-feet tall, a 1 0-foot setback is required. This sign must not violate the sight distance triangle requirements, which is formed at the intersection of 52nd Avenue and the entrance driveway to the property. Two sides o f the triangle are measured from the corner intersection along the curb and gutter flow line (if a gutter does not exist, this is measured from the edge of the pavement), for a distance of 1 5-feet along the driveway, and 25-feet along 52nd Avenue. Each business space is allowed one wall sign. Each sign may be no larger than one (1) square foot for every linear foot of the unit frontage. A permit is required for wall signage. Window and door signs do not require permits; however these signs must not obstruct more than 25- percent o f the door or window area. Automobile Parking Section 26-501 of the Municipal Code establishes minimum parking requirements and dimensions for parking stalls and aisles. At a minimum, repair shops are required to provide 1 space per employee on maximum shift, plus 2 spaces per bay or stall. Additionally, with anticipated leasable space iii the building, additional parking minimums will be required. Retail, office and service establishments require a minimum of 1 space per 200 square feet of first floor areas, plus 1 space per 300 square feet for all floors other than the first floor. Minimum parking requirements for other uses can be found in Section 26-501.E.2. ofthe Wheat Ridge Municipal Code. Handicapped accessible parking shall be provided at a minimum rate of 1 per every 25 required off- street parking spaces. Bicycle Parking All new development with one-quarter mile of transit station that provides twenty-minute peak hour service is required to provide bicycle parking. The site is less than one-quarter mile from the RTD Ward Road Gold Line commuter rail station, which will be opening within the next year. Bicycle parking shall be provided at a rate of 5-percent of the required vehicular parking spaces, but no less than 2 spaces. Utility Providers The City o f Wheat Ridge is not a full-service city. This may help to understand any design or infrastructure requirements and potential costs associated with the proposed project. Building Division comments: The building division was not present and has no comments at this time. 5 Public Works comments: During the pre-application meeting, the Public Works department discussed several issues regarding drainage, streetscape, right-of-way dedication, and access. These issues have been summarized by the Public Works department and included in an attachment. Review Process This request will require a site plan approval. The first step in the Site Plan Review process is the pre-application meeting, which was completed on December 17,2015. After this pre-application meeting, a formal application may be submitted. The application must be submitted by appointment with a planner and only complete applications will be accepted. Upon submittal, a case manager will be assigned to handle the application, and will be the applicant's point of contact at the City for the duration of the site plan review process. The case manager will review the application, and once it is determined that all submittal requirements are met, the application will be sent out on referral to outside service agencies (Xcel Energy, water district, fire district, ete.) and other City agencies (Public Works, Economic Development, etc.) for review. The referral period is 15 days, during which time the referral agencies and departments may submit comments on the application. These comments, as well as those from the case manager, will be forwarded to the applicant. Modifications to the site plan may be required as a result of these comments. When all comments are addressed to the satisfaction of the case manager, the application will be ..forwarded to the Community Development director for final decision. The Site Plan review process is administrative, which means there are no public hearings before City Council or Planning Division. Please note: Approval of the Site Plan application does not mean that a building permit has been issued. Once site plan approval is attained, the applicant may submit a building permit application with the Building Division. It will be scored to soften the look from the private amenity area to the sidewalk leading to primary entrance which helps satisfy the 15% requirement. 6. Three streettrees are required along the street frontage. 3 trees have been provided in the streetscape area to be installed by others. Landscape has been provided in the setback area however, we cannot add trees in this location due to the narrow width of 6'. Therefore, we added several bushes and groupings of knockout roses to add color and softness to the building. 7. In the Landscape data table, show the breakdown between living and non-living plant materials. Only 30% of the /andscaped coverage can be non-/iving. Per the landscape design standards in Article V, section 26-502.C.1 it states no more than 35% of the required landscaping shall be non living and per 26-502D.3.c.4 it states no more than 30% of the required landscaping be turf. If this is right, the break down of non living material represents less than 35% of the landscaping. EXTERIOR ELEVATIONS - SHEET 3 1. Wall signage must be appurtenant from a public street; therefore, the sign on the western wall will not be permitted.There is not adequate space on the site to install a monument sign so the building is the only place to advertise the business. With the design criteria we have to meet for the elevation facing the street again, there is not adequate space for a sign. Therefore, we believe the west elevation is the best suited spot for signage. However, until we can commit to a certain area, size and design we will submit for sign permit at a later date. 2. Architectural enhancements are required for roll up doors visible from the public street. Referto page 25 of the ASDM. The owner needs the roll up door on the west side for his business use therefore we propose to paint the roll up doorthe same color as the architectural panels to hide or make subtle the appearance of the door. 3. Provide a percentage breakdown for materials used on each of the building frontages. Revised material breakdown percentages. Designate how you are meeting the articulation requirements of the ASDM. The site plan needs to reflect this articulation. Please referto sheet 1 #16. A section was provided to clarify our intentions to provide articulation by utilizing multiple materials. The site plan reflects the footprint of the foundation walls. 6. The eastern facade will be visible from 52nd avenue. Provide architectural detail similar to the north end of the west facade elevation.Stone and the insulated architectural stucco panel was added to about half of the elevation. A calculation of materials and percentages has been added. 7. On the front facade, provide more detail regarding panel design or seams and specifications on the proposed product.Specifications of the insulated architectural stucco panels have been provided with this submittal. 8. The ASDM manual was amended last summer to require roof form variations. Staff would suggest that a roof form modification be provided overthe middle stone area on the front atthe required entry area. See page 25 of the ASDM.Roof variations cannot be incorporated into the current design of the roof/building without it looking as a modification to satisfy the requirements of the ASDM. We believe with the material variations, colors and textures, reveals and overhangs, that the current design satisfies the intent of ASDM. 9. Facade articulation is required along the front facade. Staff would suggest that the stone areas be bumped out to provide compliance. We believe that the articulation provided should satisfy the intent of the ASDM. We have limited space with placing the building on the street as the City has requested as well as dedicating property that could have been used to provide larger bumpouts. While the building we have submitted may not exactly reflect the ASDM's requirements, we believe that the design demonstrates the willingness to conform by providing alternatives to satisfy the city's guidelines. Approved emergency vehicle turn around - The site provides accesstothe building within 150 feet of all portions of the proposed building. AFPD Project # 16-151D Ms. Reckert: The referral referenced above was reviewed for compliance with the 2012 International Fire Code (IFC) as adopted by the City of Wheat Ridge. The Fire District has the following comments regarding this development plan. 1. Fire protection service This parcel is currently within the jurisdictional boundaries of the Arvada Fire Protection District (AFPD). The fire protection services for this parcel are provided primarily by AFPD Fire Station #2 located at 5250 Oak Street. 2. Emergency Vehicle Access Fire apparatus access shall have an unobstructed width of not less than 26 feet and an unobstructed vertical clearance of 13 feet 6 inches including any overhead utilties. The plans provided indicate that the unobstructed width requirement is not being met. (2012 IFC Section 503.2.1 amended). The applicant shall provide acknowledgement and indicate compliance with this requirement. 3. Fire apparatus access-surface Fire apparatus access roads shall be provided with an approved all-weather surface (concrete or asphalt). Access roads shall be capable of supporting an imposed load of 85,000 pounds. (2009 IFC Section 502.2.3) The applicant shall provide acknowledgement and indicate compliance with this requirement. 4. Fire apparatus access-turning radius Fire apparatus access roads shall provide a minimum inside turning radius and an outside turning radius sufficient to allow navigation of fire apparatus and allow effective fire suppression operations. A turning analysis of the site, using AutoTURN® or an equivalent program, shall be provided and indicate that access throughout the site will accommodate fire apparatus as specified by Arvada Fire. Existing District Sanitarv Sewer Mainline(s) Fruitdale Sanitation District has the following sanitary sewer mains adjacent to the proposed property: • 8-inch mainline running west to east, north of the referenced property within W. 52nd Avenue. It appears the property may be serviced by gravity flow; however, the developer is responsible for determining depths of the existing sanitary sewer main to verify i f gravity flow is feasible or if a private individual sewage ejector (lift station) is required. The issuance of a sewer tap permit by the District does not in any way guarantee that the property can be served by gravity flow. Each building is required to have a separate sanitary sewer service with an independent connection to the District main. Certified design documentation indicating the amount of flow that the car repair facility, and any additional development, will contribute to the sanitary system is required to initially evaluate if the existing sanitary sewer system has sufficient downstream capacity. We acknowledge that the longer a project takes the more likely the standards will also change during the course of the project, and that is exactly what has taken place with Japanese Auto. The original fee amount provided at the Pre- Application Meeting ("Pre-App") held on December 15, 2015 were the ONLY fees required of any project at that particular time. Shortly after that Pre-App the fees were modified and divided into two different categories, one set of fees for RESIDENTIAL projects (based upon a standard formula) and a different set of fees for COMMERCIAL projects (based upon an engineer's itemized cost estimate). The fees provided at the Pre-App used the residential formula since the commercial process was still in the process of being fully implemented. However, the Team decided that the amount currently required has changed so substantially from the amount initially provided at the Pre-App, that the City is willing to propose a compromise in this particular instance by splitting the difference of the two fee amounts. The fee amount stated at the Pre-App was $6,807 ("original fee") and the fees that would be ordinarily be collected now and as stated on the redlined Cost Estimate are $37,204 ("current requirement"). The compromise the City is willing to offer is to "split the difference" between these two amounts and add the difference to the original fee. Note the following: $37,204 - $6,807 - $30,397 (the difference between the original fee and the current amount) $30,397 /2= $15,199 (split the difference) $15,199 + $6,807 = $22,005. This is the amount that will be due at Building Permit Application (it's a savings of $15,199 over the current requirement). Back in 2011 the City Council adopted a Streetscape Manual ("Manual") that identifies certain corridors important to the City, and West 52nd Avenue is one of those corridors. And given the fact that the commuter rail is just about to start running, this area is about to be revitalized in a major way and its imperative the improvements be standardized for the length of the corridor, which the Manual does. The Manual specifies required improvements, such as pedestrian lighting, detached sidewalks, etc. and defines corridor design. The redlined Estimate returned contains the elements that would ordinarily be constructed per the governing Manual. However, since W. 52nd Avenue has been identified as a future project by the City staff recommends against completion of those required improvements with this project. In order to properly construct a much larger portion of W. 52nd Avenue roadway would need to be analyzed to ensure the grades and alignment across the subject property conform to the overall project. Staff feels this would add unreasonable and unnecessary cost to the project. Therefore, in an effort to minimize the expense of the required improvements staff deferred to Section 26-417 of the Municipal Code of Laws. This Section states that "if fees are paid in lieu of construction, the fee shall be based on an engineer's estimate of the cost of the public improvements that would otherwise be built." This is precisely what we've done. The owners may wish to contact the City's Economic Development Manager Steve Art (1 CC'd him on this e-mail).
