HomeMy WebLinkAbout2025 - RESO 57 - Ridge Road TOCI GrantCITY OF WHEAT RIDGE, COLORADO RESOLUTION NO. 57 SERIES OF 2025 TITLE: A RESOLUTION OF SUPPORT FOR AN APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS TRANSIT ORIENTED COMMUNITIES’ INFRASTRUCTURE GRANT PROGRAM FOR THE RIDGE ROAD MASTER PLAN REDEVELOPMENT WHEREAS, the City of Wheat Ridge, Colorado (the “City”) adopted the Affordable Housing Strategy and Action Plan (AHS) in 2023 to support the development of affordable housing; and WHEREAS, the City is supportive of Foothills Regional Housing’s (“FRH”) Ridge Road Master Plan, which will include the expansion of Red Rocks Community College nursing program, and the development of 200 affordable units for seniors and families; and WHEREAS, FRH is required to pay for the public improvements along three major roadways adjacent to the site, including Ridge Road, Miller Street, and West 54th Avenue, as part of the redevelopment process; and WHEREAS, the Transit Oriented Communities’ Infrastructure (TOCI) Grant Program is a potential funding opportunity that will pay for 75% of the infrastructure improvements and the City desires to submit an application to this program on behalf of Foothills Regional Housing; and WHEREAS, City Council supports a funding application to the Department of Local Affairs TOCI Grant Program to provide funds to Foothills Regional Housing to support the cost of public infrastructure improvements for the Ridge Road Master Plan Redevelopment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF WHEAT RIDGE, COLORADO THAT: Section 1. The Mayor or the City Manager of the City or any other member of the City Council and all appropriate City officers are hereby authorized and directed to execute and deliver and the City Clerk is hereby authorized and directed to attest and deliver such other agreements and certificates and to take such other actions as may be necessary or convenient to carry out and give effect to the Assignment and this Resolution. Section 2. Nothing contained in this Resolution shall constitute a debt, indebtedness, or multiple-fiscal year direct or indirect debt or other financial obligation of the City within the meaning of the Constitution or statutes of the State or the home rule charter of any political subdivision thereof, nor give rise to a pecuniary liability of the City or a charge against its general credit or taxing powers. Section 3. If any section, paragraph, clause, or provision of this Resolution shall for any reason be held to be invalid or unenforceable, the invalidity or unenforceability of any such section, paragraph, clause, or provision shall not affect any of the remaining provisions of this Resolution. Section 4. This Resolution shall be in full force and effect upon its passage and approval.
