The Second Regular session of the \1heat Ridge City Council was
called to order by I~yor Albert E. Anderson at 7:40 PM at Everett
Jr. The minutes of the August 20th meeting were read and approved.
Er. BOHling stated that he had contacted Hr. Gallaher and that
the bond for the Treasurer would become effective upon swearing
in of the Treasurer.
Number one on the agenda was the review of the applications
received for appointive positions. Jack Bramble said that appli-
cations would be forthcoming for Police Chief, but it might be
better if the lVayor or a Council member could hold the job on
volunteer basis until the future of LEA is known.
Before a police chief can be decided it is necessary to have a
city attorney. Motion was made by Calvin HUlsey and seconded by
Robert Eckhardt that "a committee of citizens be established to
work with the Council to undertake the possibility of seeking
out a city attorney". Notion carried.
Comments were that he would not have to live in but that it
would be helpful if he worked in the City of Wheat Ridge.
Northglenn pays its Attorney $500.00 per month and a list of
attorneys is available. James I~lone, E. D. IVattox and Joe
Donaldson will be on the committee.

Number three on the agenda was the selection of an acting ~ayor
or Mayor Pro Tem. P~. Bowling was nominated by Jack Bramble,
seconded by Robert Howard and elected by the casting of a unan-
imous ballot on the motion of }~. Pepe.
Number four on the agenda was the 1969 Budget. The Highway
Users Tax, Specific OWnership Tax, Public Service Franchise,
Cigaret Tax, Liquor and other types of licensing, and the
negotiation of a proposal from Mtn Bell are all possible
sources of revenue.
}tt. Anderson stated that Mtn Bell is anxious for negotiations
and will be invited to the next Council Meeting. 2-3% of the
gross revenue will bring in approximately $15,000.00. Higher
percentages are allowed on long-term franchises.
~. Hulsey will arrange for Public Service officials to be at
the following council meeting, and ~~. Bowling will report on
Highway users and specific oi'Tnership tax at next meeting.
It was suggested by Mr. Pepe that the liquor code books and
applications be obtained and it was brought out that at the
moment of incorporation the county is divested of authority
in regard to matters of violation of liquor code and the
City has the responsibility of issueing, denying, renewing of
liquor licenses and attending to violations.
In answer to a question by ~~. Bramble it was announced that
the first possible revenue might come in apprOXimately 60 days.
~~. Bramble suggested a plan for getting two patrol cars on
the road as soon as some money is available, by utilizing ofr-
duty regular of ricers , who would already have been screened and
trained and three-forths of whom are working at extra jobs. It
might be possible to bid on surplus state patrol cars or lease
some from JOhnny Harper. Radio equipment is already on hand,

and this type of an arrangement could be cut off quiCkly if UU.
becomes available. This type of arrangement has been used by
other cities for specific situations. This would need to be
commissioned by the ~yor, false arrest insurance would need to
be taken out and the feelings of the sheriff need to be investi-
gated. This force would enforce state laws and county resolutions
as i-Tell as the liquor code, etc. The City could cont inue to use
the county jail and there would be a need for a municipal ordin-
ances.
~~. McBride suggested that the Council go ahead with plans to
use the LEA and let someone else challenge it. In this way a
decision by the commissioners will be forced and the answer
will be known. Others agreed.
It was suggested that we get the City Attorney's opinion on it,
that the commissioners be advised of our intentions, and that
the sherriff's stand be investigated.
A mot ion i'l'aS made by Hr. Hulsey and seconded by Mr. Pepe tltha t
we direct the City Attorney, as soon as we have a city attorney,
that if he deems it probable that he proceed to draw up a contract
with the LEA for Law Enforcement. After discussion, the Council
ivas polled on the motion and it carried unanimously.
Also a motion was taken for an alternate plan which would not
bA in conflict with the preceeding motion that during the
interim period while we do not know i'l'hether or not the LEA can
be used that Jack Bramble pursue the matter 01' more adequate
police protection than we now have. The motion was made by
~rr. Bowling, seconded by Robert Howard and carried unanimously.
Before this can be done a Chief of Police is needed and before
he can be chosen it is necessary to have a City Attorney.
The following group of citizens will investigatte all other sour-
ces of revenue: ~~. Donaldson, r~. ~attox and r~. Kessinger.
They will keep in mind sources that are available in both 1969
and 1970; and whether or not a tax is a nuissance tax to collect,
and they will give a report a week from Tuesday.
An attempt ivill be made to prepare a cigaret tax with the help
of the Attorney if he is present at the next meeting. }~. Pepe
will get a copy of the Arvada ordinance for comparison.
l~. Eckhardt has obtained a copy of the county building code
and has talked with county men who are Willing to come to coun-
cil meetings and cooperate with the City in any way possible
including giving an estimate as to what the cost would be if
the City wishes to contract with the County for certain services
such as building inspection and some of the planning functions,
etc. These estimates may be helpfUl in setting up 1970 budget.
Discussion indicated that a City Planning Board and a City
Board of Adjustment will be set up and that applications will
be taken for these jobs, but that there are areas of service
and plans that the county has that can be very helpful pro-
vided that authority regarding planning and zoning is not
surrendered.
A meeting has been set up on August 28, in the commissioners
hearing room with the County Planning Commission and the County
Corr~issioners. One of the items to be discussed is proceedure
on Zoning.
A noon meeting Nith Sen. Joe Scheifflin i'Till be August 27. St9.te
Officials and the Planning Division of Local Affairs and member
of CMl will be present.

ttr. Pepe brought up the need for an office. ftr. r~ttox was
appointed to look for available, reasonably priced office
spece, centrally located and having about 800 square feet and
available parkine;.
The use of schools for council meetings may encourage citizen
participation.
j,tr. Pepe brought up the matter of a salary for the Clerk. The
question was asl,ed ltlhether or not campaign statements to the
effect that the initial council would not be paid had included
the clerk and treasurer. A discussion followed and the matter
Hill be discussed l1'ith the City Attorney.
The fact that applications are being taken for appointed
positions has been stated in the Sentinel and will be stated
in the Herald.

fT. Howard has obtained for present reference the code books from
Greeley and Fort Collins which will be in the office. I~. Howard
re~commended that Wheat Ridge join the Cr~ and James palone and
Louise Turner were asked to help him investigate the cost and
benefits.

Preliminary unoII~c~a~ meeting.

The first council of the City of Wheat Ridge took time out
in the middle of the Election Victory Celebration to have
an unofficial meeting.
Mayor Albert E. Anderson called the meeting to order at
10:45 PM in the banquet room of the Golden Steer Restau-
rant. Since the officials had not been sworn in the meet-
ing was not official.
Council members attending: Ray C. Pepe, Robert Eckhardt,
Calvin O. Hulsey, Robert G. Howard, Jack Bramble and Dana
Bowling .
Also attending were: Albert E. Anderson, Mayor; James
Malone, Treasurer; Louise Turner, Clerk and two members
of the press.
Mr. Anderson brought up the fact that the following
points need to be considered promptly when the council
meets officially: the budget for 1969 and 1970, taxes
which will be levied and collected, and the appointment
of a City Attorney.
Other positions to be filled according to statutes are:
Health Commissioner - a position which may be unnecessary;
City Engineer; Superintendent of Streets; Superintendent
of Water and Sewer - which possibly can be filled by a vol-
unteer from one of the districts; City Marshall or Police
Chief and Police Magistrate or Judge. Applications will
be taken for all positions and all applications will be
reviewed by the Council.
Jack Bramble suggested that special areas of responsi-
bility be delegated to specific Council members.
Council members will concern themselves with the follow-
ing areas:
Jack Bramble - law Enforcement
Robert Eckhardt and Dana Bowling - Planning and Zoning
Robert Howard - ordinances
Calvin Hulsey - Building Code Investigation
Ray Pepe - Investigation of Liquor License
The necessity of getting a map submitted for use in the
1970 Census was emphasized by Robert Eckhardt. Use of
Citizens Task forces was discussed.
Jack Bramble made a motion for adjournment. Motion was
2nded and carried and the meeting was adjourned at
11:15 PM.
